2. SECTION 2: TECHNICAL PROPOSAL

(a) Management Overview


(i) Introduction

This section of the proposal presents the Consultant’s detailed approach, methodology and work plan
for Consultancy Services for Geotechnical Investigation for proposed Construction of grade separation at
Kilwa/Mandela road junction and Nyerere/Chang’ombe junction. The approach, methodology and work
plan have been developed to respond fully to the Terms of Reference of the project. The presentation
begins with an elaboration of the consultancy assignment objective followed by a description of our
general approach, detailed methodology statements, and work plan for performing the assignment.

(ii) Objective of the Assignment

The main objective of the assignment is to undertake Consultancy Services for carrying out Geotechnical
Investigation for the Proposed Construction of grade separation at Kilwa/Mandela road junction and
Nyerere/Chang’ombe junction. The expected works for the service will include ground investigation by
drilling boreholes for the purposes of understanding the ground behaviours/characteristics and
parameters to withstand the building loads to be built on the proposed site.

The specific objectives of this assignment include;


 Ground Investigation of the proposed site;
 Instrumentation for monitoring the water ground permeability
 Field and Laboratory testing of the materials obtained in the relevant sites to acquire
foundation design parameters for the proposed buildings.

(iii) Technical Approach and Methodology

As per requirement of the TOR/discussion, the Consultant shall satisfy himself thoroughly as to the
nature and scope of the works, all risk associated with works, safety information available and liaise to
the client. The consultant’s duties and responsibilities will involve the following sub-tasks:

Task1: Establishment and Mobilization of equipments

The consultant will establish site for equipments and staff to ensure the works are properly controlled.
One set of equipment shall be mobilized in the drilling sites; which is rotary machine HF200S drilling rig.
Additional auger boring machine would be supplemented to fasten the works. Two (2) key staff
(Geotechnical Engineers), one (1) supervisor and (5) drillers will be mobilized for smooth execution of
the assignment.

Task 2: Methods for Investigation and testing

The consultant will commence the ground investigation according to current codes of practice BS EN
1997-2:2007 geotechnical design- for ground investigations testing and BS EN 1997-1:2004 Geotechnical
design general rules. The laboratory testing may be tested according to BS 1377:1990 or current code
above depending on laboratory experience.

Task 3: Drilling of Boreholes
The consultant will drill a total of 4 boreholes within the vicinity of the Site boundary. The drilling of all
boreholes is expected to be terminated at a depth of 25m from the ground level according to ToR.
During the drilling process, the profile will be recorded as the works progress. Where collapse is likely to
happen, the installation of polymers or bentonite seal and reduce casing will be done. Where rock
encountered the drilling shall continue to agreeable depth, measuring SPT and if necessary cored
sample for determination of the quality.

Task 4: Soil Sampling and Testing

The consultant will take samples as the drilling is progressing. The samples will be taken according to BS
EN 1997-2:2007 geotechnical design- for ground investigation and testing as follows;

 In non-cohesive soils; small disturbed sample will be collected on entering the stratum and then
SPT will be performed at 1.5m intervals throughout stratum. Also small disturbed sample shall
be taken by the shoe during the SPT.

 In cohesive soils; small sample shall be taken on entering stratum and then U100 sample. The
SPT tests and U100 samples shall also be collected at 2.0m intervals. Also small undisturbed
samples will be taken from SPT shoe as required. For poor U100 recovery, additional U100 will
be taken according to the specification.

 The consultant shall record the water level when encountered, the records of water rise and fall
after completion of drilling will commence. The recording interval of 12 hours will be done for
24hours.

 Groundwater samples will be taken from each borehole during rise for testing; the samples will
be taken with plastic containers (bottles), labeled and marked before transported to the
laboratory.

 For the bed rock, drilling will continue as agreed with the Engineer and core recovery will be
described for rock quality designation. The point load test of the core will be done in the
laboratory.

 The samples from each borehole will be tested in accordance to BS EN 1997-2; 2007 or BS
1377:1990 as follows;

 The samples shall be tested at Dar es Salaam laboratory depending on the work magnitude of
the laboratory. The consultant has earmarked some of the laboratory expected to be
outsourced the testing of the samples;
(i) Soils–Drilling and Dam Construction Agency (DDCA),Ministry of Water
(ii) Water-University of Dar es Salaam, Civil and Structural department Laboratory

Task 5: Reporting
The consultant shall prepare the reports in A4 format as follows;
 Draft Ground Investigation Report
The report will consist of all information obtained in the site and laboratory test results which were
obtained in the boreholes. Two (2) copies of the report will be submitted after two (3) weeks on
completion of site works for comment from the client.

 Final Ground Investigation Report


The report will consist of all information obtained in the site and laboratory test result, including the
location of boreholes. This report will incorporate all comments raised from the client and other
information not incorporated from the draft report. The final report will also include the
interpretation chapter of the results and recommendation on the type of foundation. The report shall
be submitted in 3 copies within 1 week after receiving the comments.

(iv) Work Plan

Our work plan for carrying out this assignment is given in work schedule below. It is in the form of bar
chart indicating clearly the estimated duration and probable timing of the various activities and tasks
already described in the preceding sections.

The assignment is estimated to take about 1 month,i.e. (30) calendar day for field works and Fourteen
(14) calender days for laboratory testing from the commencement to submission of draft final design
report. The proposed work plan is consistent with both the technical approach and methodology. In
carrying out the assignment the consultant shall adhere to the time schedule of completion and
submission of projects reports except where delay is caused by laboratory. It is summarized for each site

employed on basis of “on the project contract” according to the demand and type of specialization
required. The following are core technical, associates and managerial staff of SGC LTD;

Salvatory Faustine Lyakurwa, MSc BSc CEng MIET; has more than 15 years’ experience in Civil,
Structural and Geotechnical Engineering. He is Geotechnical and Materials Engineer specialist and highly

experienced in the interpretation of site investigation data, in the design of contaminated land
remediation schemes and landfill gas protection measures. He has worked in the design and supervision
of structural and civil engineering projects for more than 13 years since graduation. He has also involved
in the investigations of failures, evaluation of completed projects and technical and procurement audit
for infrastructure projects for more than 10 years.

Alois Emilian Mpunga, MSc BSc CEng; He is Principal Highway Engineer with more than 40 years’
experience in in the analysis, design and surveys of Traffic, and Pavement Engineering. He has particular
skills in the assessment and analysis of highway condition survey and traffic engineering and marine
structures. Eng. Mpunga expertise includes the skills of Civil Engineering in various aspects of
engineering services include building design, rehabilitation projects (roads, ports and water) and project
supervision.

Ladygrace Benedict, BSc; She specializes in Geology and Environmental Management with over 10
years’ experience. Her expertise includes contaminated land projects and environmental auditing. Her
expertise includes quantitative risk assessment for soils, groundwater and ground gases, and the
provision of specialist waste management advice with respect to contaminated soils.

Gastone Herman Shanua, MBA BSc; Eng; He is a specialist in mining engineering, having worked in
consultancy and contracting on major mining companies within Tanzania and internationally with over
12years experience. His experience covers the technical and managerial aspects of consultancy including
the mining planning and investigation, pit design and optimization, waste dump and haulage design,
mining risk assessment and economic evaluation.

Elizabeth Marco Temu, MA BA; She holds Master of Arts in Sociology. Ms. Temu is an experienced
gender specialist, rural sociologist, youth development specialist, trainer and researcher with over 30
years of professional experience in private and public sectors. Her expertise includes infrastructure
development, rural socio-economic empowerment, identification and formulation of projects, natural
resource management and community development empowerment.
