The Employer: The United States Army Corps of Engineers (USACE)

The Contractor: Al Yamama Company for Trading & Contracting (AYC)

Contract date: 01 Dec. 2018

Project duration: 01 Dec. 2018 TO 30 Nov 2020 (730 DAYS) (including Mobilization & Design)

Project Completion Date: 30 Nov 2019

Introduction
Al Yamama is to design and construct the Primary (Base Bid) at the RSLF-AC base as

identified below:

One (1) Brigade Headquarters Building

One (1) Battalion Headquarters Building

One (1) Company Headquarters

One (1) Guard House

One (1) Fire Pump House

Associated site work, utilities, and infrastructure

Health & Safety

 Total Man-hours as of 10th May 2019 = 27,945 Safe


Man-hours.

 Total Manpower at site (Average) = 70

 Up to date no incidents, AYC committed to keep a high


focus on the Health and Safety level in the project.

Health & Safety
 Safety Toolbox Meeting conducted this week that focuses on safety topics related to
specific job such as,
1. Excavation Safety
2. Electrical Safety
3. Slips/Trips and Fall Hazards
4. Working at Height
5. Portable Power Hand tools

 Safety induction conducted this week for the new arrival site personnel.
Total- 01 Person.
 Daily inspection is conducted on daily bases for all the plant and equipment.

 Two persons attended training course of Rigger -3 and certified by TUV institution.
Their license has been uploaded on RMS.

 Four persons are under process of providing First Aid/CPR Training course and they
are waiting for training schedule.

Causes of Delays

• Main Causes: According to the approved baseline, AYC should have had
start soil improvement activities. Because of soil improvement activities
delays, AYC is behind schedule. AYC can't start these activities until the
Fast Track 95% Design Package is approved.

• Minor Causes: Delay of Mobilization due to the vendors, as they don’t


supply on time and as per the agreed PO’s.

8. Monthly invoice
Monthly invoice

• On the previous Payment Meeting that was held on 7th May 2019: USACE
asked AYC to assign CLIN for each activity in progress in the same
presented Spreadsheet that shows the actual completion percentage & then
send it to USACE via e-mail for their review.

• AYC sent the required Spreadsheet to USACE on 10th May 2019.

• AYC & USACE will have Payment Meeting # 2 on 14th May 2019 to discuss
the actual completion percentage.

Challenges and Actions
Challenges Action by AYC

Mobilization Progress Delay • Weekly, AYC mobilizing more skilled


manpower & equipment to work for
mobilization process.
• AYC following very compressed schedule to
over come the delay.

Overall Progress Delay • AYC & USACE should agree the actual
percentage of the project together in order to
prepare an accurate Updated – Modified -
Project Time schedule and submit it to
USACE as soon as possible.

• AYC will propose faster way of construction


to complete the project in time, The Schedule
will be submitted after reviewing the 95%
design package (Building Package).

Challenges Action by AYC

Re-submitting of the 95% AYC to push Tetra Tech to complete the


Design Earth work Package comments related to the Earth work package
submittal (95 %) as well as submitting the soil
improvement method statement.

Challenges Action requested from USACE

Overall Progress Delay • AYC & USACE should agree the actual
percentage of the project together in order to
prepare an accurate Updated – Modified -
Project Time schedule and submit it to
USACE as soon as possible.
