Reporting to: Emergency Program Coordinator
Hierarchical Managing: Wash Project Officer, FSL Project Officer and Child Protection Officer
Relationships: Administration Manager, Logistic Manager, Communication
In technical cooperation with:
Officer and local partner staff
Work Location: Paletwa, with some travels to Yangon
Purpose: To provide and ensure project management, coordination with local partners, technical support,
data analysis, monitoring and reporting of a WASH & Multisector Project.
TGH has been working to respond to emergency needs of IDPs and host communities in Paletwa
Township, Chin State from January 2019. The Emergency Response includes a multi-sectoral
approach (Education; Food Security; Protection; and Shelter & Non-Food Items).
From August 2019, TGH and local partner, RCDF/Raiki extend the project activities with further
WaSH activities (Water facilities, Sanitation facilities and Hygiene Promotion)

This is full-time, fix-term position for forty (40) hours per week during at least ten months (until
the end of the project (30th July 2020), renewable depending on project extension and funding
availability.
Remuneration will be based on TGH‟s salary grid and budget agreed with MHF. TGH provides
medical allowance to their staff.

Process:

Responsibilities and Duties


Project Management and Reporting
 Ensure proper implementation, supervision, and monitoring of all project activities in compliance with the project
proposal, donor‟s requirements and TGH‟s best practices. This includes providing support to the local partner for activity
planning, problem-solving and technical advice
 Monitor activities and file, compile and analyse data in TGH‟s monitoring system
 Propose changes to the implementation strategy as needed, in consultation with the local partner and all relevant
stakeholders and in compliance with TGH‟s regulations and donor‟s requirements
 Provide capacity-building support to the local partner in terms of programme management and monitor and assess
progress throughout the project
 Participate in designing and implementing the project exit strategy, incl. writing of potential project proposals
 Contribute to writing reports for Myanmar government‟s authorities and for TGH HQ on a monthly basis
 Draft intermediary and final narrative reports for the donor, including photos and case studies.

Human Resource Management


 Participate in team members‟ recruitment process as needed
 Provide capacity-building support to team members (and other staffs within TGH) as needed
 Work in close collaboration with the Administration Manager for HR-related team needs

Logistics and administration/finances


 Support logistical and administrative tasks related to project and handled by the Finance & Logistics Officer, in
compliance with TGH‟s procedures and donor‟s requirements
 Prepare procurement plan and requests to be sent to Logistic Department
 Report any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of
fraud, corruption or bribery, to Head of Mission
 Ensure project budget monitoring and forecasting, and validate project-related expenses in compliance with TGH‟s
procedures
 Monitor the project efficiency and advise on changes as needed/relevant

Coordination
 Actively participate in internal coordination meetings with TGH colleagues
 Organize regular meetings with the local partner and report on these to line manager
 Liaise with TGH Head of Mission and with technical experts at HQ with regards to project achievements and needs for
modification, any technical problem faced, potential risks and proposed solutions or mitigation measures
 Actively participate in regular cluster and sector meetings, when relevant
 Liaise with Myanmar Government‟s authorities as needed (in Yangon, in Paletwa, at Union level)
 Represent TGH with beneficiaries, local partners, donors, authorities and other stakeholders as needed

Security
 Ensure compliance with safety & security rules and regulations by project team members as well as local partner
 Compile security notes on a biweekly basis, including information on the context of the Paletwa and any change in the
stakeholders‟ presence/attitudes/relationships
Other
 Assist Head of Mission in programming and partnership development
 Participate in field visits as requested/needed
 Observe confidentiality when performing the tasks above.

Candidate Profile
 Degree in WASH related studies (engineering, public health, geology, etc.)
 Management experience in a WASH context;
 Technical WASH skills within a humanitarian setting
 Working experience in Chin State, especially in Paletwa, is highly appreciated
 Ability to work under pressure in a conflict affected area
 Demonstrable experience in managing humanitarian projects, including experience with all relevant stakeholders
(beneficiaries, partners, other NGOs, authorities, suppliers, etc.)
 Demonstrable excellent English and Myanmar skills both verbal and in writing
 Demonstrable computer skills, including mastering of WS Office
 Demonstrable experience in building capacity of colleagues or local partners, or an attitude towards capacity-building (as
opposed to a directive management style with high expectations on colleagues‟ skills and abilities). Ability to say „no‟ and
to ring „alarm bells‟ as needed
 Organisational skills
 Knowledge in administration, financial management and logistics; strong analytical skills
 Flexibility, creativity and enthusiasm
 Ability to work to a high standard of accuracy and quality
 Proactive, problem-solving action orientation is essential
 Immediate availability is requested.

 Desirable assets: experience with INGO, Khumi language
