1.PURPOSE
Define a procedure to provide a proper and efficient sequence of works shall be performed
in safety manner & good working practice in accordance with the project specifications,
NAWAH codes & standards.

2.SCOPE
This covers the Excavation, Backfilling and Compaction activities to be carried out as per
subcontractor scope of works. This shall be read in conjunction with Construction Safety
Manual.

3.RESPONSIBILITIES
Project Engineer shall ensure that all operations have been risk assessed and
necessary control measures have been implemented to carry out the task in a safely
manner. He shall strictly implement and monitor the methodology of works.

Civil Supervisor ensure compliance by all labour and equipment operators and other
associated craftsmen to the requirements of this procedure, Project Quality Plan,
relevant drawings, HSE requirements as well as the project specifications. Secure all
necessary Work Permits.

QC-Civil Inspector shall monitor the daily activities and verifies its compliance to project
specifications. Conduct activities in accordance with the Project QA Manual and Quality
Inspection Plan.

Engineering department shall provide technical assistance to construction operation.


Ensure that IFC drawings at site shall be in its most recent revision together with the
relevant shop drawings shall be provided at site.

HSE Manager & its Safety Team shall ensure that all HSE requirements are met and
implemented while executing the works. The safety supervisor shall control, supervise
and record toolbox meetings, conduct inspections, approve or reject engaged resources.

4.RESOURCES
Contractor shall deploy adequate number of resources as per requirement and quantum of
work in compliance to work schedule and resource histograms.

5. METHODOLOGY
5.1 Excavation and Grading
 Excavation and grading shall be carried out in accordance to latest issued IFC
drawings and project specifications. The sequenced of work are as follows:
 Work Permit shall be obtained by assigned personnel to the proper authority prior to
commencement of any excavation works. Documents shall be kept at site at all times
in the event of verification by any authorized personnel of the client.
 Prepare and display of warning sign boards on the area to be excavated. Proper
barricade with blinker light shall be place during the night activities.
 All workers shall be worn a visible reflector safety vest with complete PPE (personal
protective equipment) required on the job site.
 Access tracks for equipment shall be cleared from the obstruction, abandon concrete
structures, vegetation and other parking equipment, etc.
 Contractor shall ensure that the movement and swing of the equipment are free from
workers to prevent from any untoward accident that might happen.
 Excavation shall commence only after the safety was confirmed to be adequate and
have been displayed and work permit was approved by the Company representative.

 All underground facilities shall be identified, and necessary precautions and protection
shall be taken into consideration.
 In this regard, slit trenches shall be prepared by hand excavation in specific locations
to identify and locate existing services. Location and elevation of all existing
underground utility lines in the work area shall be verified prior to commencing of
excavation work.
 Existing facilities and utilities, either overhead or underground shall be protected from
any possible damage.
 Excavated areas shall be barricaded with warning signs, guard rails & barricades as
required by the project. A minimum of about 0.6 m clear space shall be maintained on
all sides of the trench with entry and exit points provided according to HSE Standards.
 Where necessary, the surfaces of cut areas shall be sloped to prevent erosion.
 Shoring shall be provided should the depth of excavation exceeded 1.20 meter in the
required areas.
 Zones, if any, encountered with rock of sizes more than 1.0 m shall be fragmented
and removed by continuous drilling & wedging making the rock to the workable sizes.
 Zones encountered rocks with sizes less than 1.0 m shall be loosened by excavating
to the required depths and shall be removed with the help of dozers.
 All activities shall be carried out safely in accordance with MGS-HSE plan approved
by Company Representative.

5.2 Disposal
Unsuitable & excess excavated materials shall be disposed by MGS in the Area
designated by NAWAH.

5.3 Backfilling
 Area to be backfilled shall be free from debris, rubbish, and other unsuitable
materials.
 All the materials to be used for backfilling shall be inspected & approved by the
Client.
 All the necessary basic civil testing shall be carried out by an approved third-party
technician & laboratory.
 Placement of backfill material shall not be allowed unless it is moisture conditioned
within 3% of optimum moisture content.
 Backfilling shall be carried out in layers as specified in the NAWAH Standard
Specifications.

 Fill and backfill materials shall be laid, levelled, and graded mechanically, or
manually lay or spread depending on site conditions.
 Backfilling materials shall be from either on-site excavation, designated borrow
areas, or off-site resources that conforming and shall match to the geotechnical
report.
 No backfill materials shall be brought to site from other sources or borrow pits unless
it was approved by the Client.
 Fill materials shall be used for all fills except where 'Select Fill Material' is specified.
 Fill material shall consist of material as specified in NAWAH Standard Specifications.
 Fill material shall be free of frozen lumps, organic matter, trash, chunks of highly
plastic clay or other unsatisfactory material.
 Water to be used for compaction of fill materials shall be free from salt, oil, acid,
alkalis, organic matter or other deleterious substances complying with the NAWAH
requirements.
 All areas to receive fill, foundations, or pavement or areas to be used in the future to
support structural loads shall have the in-situ soil proof rolled and inspected, after
clearing and grubbing, for spots or loose zones.
 All observed soft spots or loose zones shall be compacted in place or excavated to
firm soil and replaced with properly compacted fill.
 In-place density and moisture content of soils shall be determined by the nuclear
method as per ASTM D 2922.
 Acceptance testing of in-place density and moisture content (field density testing) on
compacted fill shall be performed accordingly.
 Each layer of fill material shall be compacted mechanically to the required density
before filling with successive layers until the completion of fill to the required grade or
level is achieved as per IFC drawing.

5.4 Compaction and Testing:


 A systematic and methodical compaction and testing shall be maintained during
backfilling and be carried out as follows:
 Compaction shall begin only after the fill or backfilling has been properly placed
and the material to be compacted is at the proper moisture content.
 Compacted surfaces of fill and backfill shall be finish graded to the cross section,
lines, grades, and elevations as indicated on the drawings.

 Backfilling shall be compacted using tired roller and vibratory roller compactor or
plate load compactor or any equipment suitable to the site conditions for achieving
the required compaction specification as specified in NAWAH Specifications.
 After completion of compaction works, tests shall be conducted to determine the
desired density of consolidation as required in the project specifications. All
compaction tests carried out shall be inspected, checked and certified by an
approved third-party testing agency per ITP for Excavation and Backfilling Works.
 All compaction test reports shall be kept and preserved as project records for
future references.
 All compaction tests and its due course during the progress of work shall properly
planned in advance and programmed with third party testing agency according to
project requirements.

6. QUALITY ASSURANCE AND QUALITY CONTROL


 The quality of the works shall be performed in line with the NAWAH Quality
Standards. Relevant Inspections shall be made at stages as per the approved
ITP’s.
 Contractor QA/QC Inspectors shall closely monitor and assure all general materials
are complying with the project specifications.
 Frequent inspections shall be conducted and all records shall be maintained as
required by project QA/QC Program in accordance with approved Project Quality
Plan & ITP’s.
 All the tests to be performed shall be in conformance with the Nawah Specification
standards.
 Only approved third party testing laboratory technician(s) shall be responsible for
performing all related civil tests.

 Any materials and works not conforming to the NAWAH Material specifications
shall be rejected by the relevant discipline approved QC Inspector(s).

7. HEALTH, SAFETY AND ENVIRONMENT


All excavation/backfilling works shall be done safely in accordance to the requirements of
NAWAH Specifications, highlighted as follows:
 A safety officer shall be at site during the execution of works.
 Daily toolbox meetings shall be conducted as mandatory
 Following safety requirements shall be fulfilled
 Safety barricade shall be provided wherever necessary
 Necessary safety signboards shall be displayed as required.
 All workers shall be provided with job specific PPE’s.
 Safety flickering lights shall be provided for vehicles working on longtime hours.
 The approving authority prior to start of the work shall inspect all equipment.
 Working equipment shall be equipped with amber lights, horns, safety guards,
backup alarms etc. as required per safety provisions.
 Any incident at site shall be immediately reported to client and recorded.
 Weekly safety statistics reports and safety performance reports etc. shall be
prepared and recorded.
 Daily safety task assignment to be prepared
 Man, shelters shall be provided to protect the workers from adverse climatic
condition, i.e. sand storm, high temperature, etc.
 Potable water source shall be located within 100m walking distance and in all
designated break/rest areas.
 Toilet and eating area shall be provided for adequate number of workers.
