Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Education is one of the basic needs of people. Without Education, our life

is garbage that you can throw it in one place anytime. Education is very important

because it gives us knowledge and information about life and things. We can

find Education not only in school but also in our home because our parents can

educate us also. We can also educate our self from painful experience or in our

mistakes because Education is not all about the subject in school but it is the

activity where we can get a lot of information and we can learn from it. Education

is learning and we need to learn something new every day.

There are some class suspensions that we are not really expecting just

because of heavy rains or not a good weather.

Class suspension has a huge effect in terms of education. It may cause

the delay of lessons that are really needed to be tackled in that moment. So that

the students are cramming in understanding the lesson because they need to

discuss another topic on that day and doing the activities really fast for them to

make it in time of submission.

To support the aim according to DepEd Order no. 43, stated that:

“DepEd Order No. 43 “to streamline the procedure

on the suspension of classes and work in government
offices” and spare the public “from unnecessary dangers” in
times of typhoons, flooding and other disasters or calamities.”
2

Chapter 4

The DepEd order explains that we are responsible for what is happening

in our area if it is affected by different calamities. The students are affected

because they need to study quickly for the lessons that need to tackle on the day

that the classes were suspended. They cram for what they are doing in every

subject and not emphasize some important ideas.

. Most of the students are happy if there is a class suspension but some

students are not because they are really focusing on their study and they really

want to go to school. School activities/demands make students’ life hard and it is

also the main source of stress that’s why sometimes some student is hoping for a

class suspension especially when the rain is heavy or when they are really tired

because of school work.

Setting of the Study

The study will be conducted at Tomas Claudio Colleges.

Tomas Claudio Colleges is one of the pioneer in higher education in

Eastern Rizal. Tomas Claudio Colleges is located at Taghangin Morong, Rizal.

The name Tomas Claudio is from one of the hero of Morong, he was a Filipino

soldier who enlisted in the U.S. Army. He was considered as the first Filipino to

die overseas in the midst of an international conflict. Biggest Campus in terms of

land area among private institution in Eastern Rizal.

Statement of the problem

Specifically, it seeks to answer the following questions:

1. What is the profile of respondents in terms of:

1.1. Age

1.2. Sex

1.3. Strand/Block

1.4. Others (please specify)

2. What is your feeling when the classes are suspended?

2.1. Happy

2.2. Sad

2.3. Others (please specify)

3. Is there any significant relationship between class suspension and the

behavior of the students? Why?

Hypothesis

This study test the alternative hypothesis, considered that there is

significant relationship between the Suspension and the behavior of the Grade

12 STEM of Tomas Claudio Colleges SY 2017-2018

Significance of the Study

School Administrators. The result of the study could be their basis in

adjusting their time. The administrators can make a new schedule for the skipped

lessons or activities.
6

Students. The result of the study is to give more knowledge to the

students on how to handle their time.

Teachers. This could provide an applicable data on how to give more time

to the students.

Parents. This study will serves as the basis of the parents on how they

monitor the unpredictable class suspension.

Scope and Limitation of the Study

The subjects of the study were the Grade 12 STEM students of Tomas

Claudio Colleges.

The variables used in this study were sex, age and block/section.

The questionnaire was the principal instrument used in this study, which

divided into two parts. Part one dealt with the profile of the respondents. The

second part consisted of the question to assess the problems in study habits

encountered by the respondents.

Definition of terms

The following terms were conceptually defined for the purpose of giving

the meaning of the words used in this study.

Academic. A courses of study taken at school or college.

Performance. The act of doing a job, an activity, etc.

7

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents the related literature and studies after the thorough

and in-depth search done by the researchers.

Local Literature

Finally, in January 2012, President Benigno Aquino III issued Executive

Order No. 66 which includes the complete rules on the cancellation or

suspension of classes.

It has been over a year since the executive order was issued, but a little

reminder won't hurt as we welcome the rainy season.

1. When there is a storm signal, cancellation or suspension of classes is

AUTOMATIC.

In the event of a storm signal raised by PAGASA, the executive order provides

for a cancellation or suspension of classes following a standard set of guidelines:

Signal No. 1: Cancellation or suspension of classes at the pre-school level in the

affected area.

Signal No. 2: Cancellation or suspension of classes at the pre-school,

elementary, and secondary level in the affected area.

Signal No. 3 or higher: Cancellation or suspension of classes at the pre-school,

elementary, and secondary and tertiary levels, including graduate schools in the
9

affected area. Weather forecasts by PAGASA and NDRRMC must come not later

than 10 am of previous day and 4:30 AM of the day of the intended cancellation

of classes. For the afternoon session, the forecast must be issued not later than

11 am. (President Benigno Aquino III, 2012)

This local literature gives the researchers an idea or basis for their topic. It

shows that if there is a typhoon or when heavy rain is falling the government will

announce the class suspension for the safety of the students.

Foreign Literature

The Hyogo Framework for Action (HFA) came out of the World

Conference for

Disaster Reduction held in Kobe, Hyogo, Japan, from 18 to 22 January 2005.

(Turner, Nigg & Heller-Paz, 1986; Lindell & Perry, 1992; Edwards, 1993; Palm &

Carroll, 1998; Tierney, Lindell, & Perry, 2001; Tierney, 2001; Wachtendorf &

Sheng, 2002).

The idea of this literature is to make us more knowledgeable on how we

monitor the rain thru its signal classification. He also added that flood events and

impacts appear to be increasing on a global scale.

Local Study

Sectional declaration of class suspension under study. The Provincial

Disaster Risk Reduction and Management Council (PDRRMC) will study the

possibility of declaring sectional suspension of classes in Pangasinan whenever

10

there is no typhoon signal but only monsoon rains. Avenix Arenas, PDRRMC

spokesperson, said she will recommend this to Provincial Disaster Risk

Reduction and Management Officer Reuben Oro, noting reports that while there

were no classes from pre-school to elementary in Pangasinan on July 15, the

monsoon rain was not felt at all in eastern Pangasinan. "That is a good

suggestion (sectional declaration of suspension of classes). We will bring this

suggestion to the governor who is the chairman of PDRRMC," said Arenas on

Thursday. She said the PDRRMO recommends to the governor the suspension

of classes whenever it is necessary and based on its assessment of the situation

and the reports of its men on the ground. Arenas said it is now the 13th day that

there is monsoon rain prevailing in Pangasinan, causing flooding in certain areas

particularly Sta. Barbara, Calasiao and Dagupan. She said the suggestion is

worth studying considering that atmospheric conditions may vary section by

section in view of the province's big size. Last July 15, the Provincial Information

Office (PIO) sent an advisory to the media and posted it on the province's

Facebook that Governor Amado Espino Jr. has declared the suspension of

classes from pre-school to elementary all over Pangasinan. Mayor Belen

Fernandez also did this for Dagupan following the recommendation made by the

City Disaster Risk Reduction and Management Office. But when newsmen from

Dagupan and Lingayen went to cover the grand opening of a USD$10-million

Corn Seed Processing Plant in Salvacion, Rosales, they found the area not

affected by monsoon rains and there was no swelling of the Agno River either. In
11

fact, the umbrellas reserved for guests during the inauguration of the corn seed

processing facility were not used at all. (Arenas, 2015)

This study tells about how we classify the suspension of classes in

different areas. In this part, Pangasinan was having a hard time due to typhoon

and their Disaster Risk Reduction and Management Office studied about on how

the suspension will be and on what level will be the suspension of classes will be

effective.

Moreover, Arenas was on point even though there’s no typhoon but rain is

heavy the students were in danger. This study will give us an ideas on how we

monitor if the classes will be suspend or not.

Foreign Study

School Suspension and Student Outcomes

Does suspension impact student achievement and dropout rates?

Why is this question important? Student suspensions are an intervention

frequently used in schools to control student behavior. During the 2011–2012

school year in the United States, 3.5 million students were disciplined by in-

school suspension and 3.45 million by out-of-school suspension (U.S.

Department of Education Office for Civil Rights, 2014). These statistics are

especially troubling because African American and economically disadvantaged

students are overrepresented in school suspension data. The most common

rationale for suspending students is to deter students from future infractions of

12

school conduct rules. Unfortunately, many students find school far more aversive

than the punishment. With our knowledge of human behaviour, this suggests that

suspensions may in other ways negatively impact the very students who are at

the greatest risk for failure in our schools, increasing the frequency of suspension

and the number of students who drop out of the system. This data mining piece

seeks to answer the following question: Does suspension produce significant

unintended consequences that harm the students it was intended to help.

(Christle, Nelson, & Jolivette, 2004; Shirley & Cornell, 2011; Skiba et al., 2011;

Sullivan, Klingbeil, & Van Norman, 2013).

Class suspension has a huge effect on the academic because it can

cause the delay of every lesson that need to be discussed on that day.

Suspension can ‘cause of cramming of school works. It can be a rest day/s for

students and teacher but it has many consequences to be followed.

METHODOLOGY AND SOURCES OF DATA

This chapter dealt with the research design, respondents of the study,

instrumentation, validation of instrumentation, procedure of study and statistical

treatment of data.

Research Design

The researchers used were survey research method. A type of quasi non-

experimental design. As a method in collecting data thru giving a questionnaire

checklist to the respondents to determine the connection of the research to the

study.

Respondents of the study

The respondents of the study were the 50 grade 12 STEM students of

Tomas Claudio Colleges, Senior High school department for the school year

2017-2018. The respondents were described in terms of name, sex, age, grade

and section,

The grade 12 STEM students was used as respondents because the

researchers were aiming to know how class suspension due to typhoon affects

their academic performance.

14

Instrumentation

The main tool in gathering the data was the researchers-made

questionnaire-checklist designed. The questionnaire was based on some

information that were gathered from the books. The respondent’s profile. It

includes sex, age, and grade and section. The study habits of the students.

Scale Range Verbal Interpretation

5 4.50-5.00 - Strongly Agree

4 3.50-4.49 - Agree

3 2.50-3.49 - Neutral

2 1.50-2.49 - Disagree

1 1.00-1.49 - Strongly Disagree

Validation of the instrument

The research instrument underwent through validation process. For the

content validation of the instrument, the researchers consulted knowledgeable

persons in the field of research for their suggestions, comments or

recommendations.

Procedure of the Study

It begins after our lesson 2 in Practical Research 2. The students were

respectively group by their subject teacher. Each group was instructed to do

15

fifteen (15) different research titles. The researchers went for their title defense

and one of their title was approved by their teacher, “The Effects of Class

Suspension due to Typhoons to the Academic Performance of Selected Grade

12 STEM Students” was chosen. In chapter 1, the researchers were used their

own knowledge for what was the meaning of education in their own words. The

researchers cosulted their teacher in preparing for the instrument in for of

questionnaire checklist.

The selected grade 12 STEM students were chosen to be their

respondents. The selected grade 12 STEM students were answered the checklist

questionnaire for their answers. The researchers come up to chose the grade 12

STEM student to be their respondents because they think that they were very

affected by this topic.

Statistical treatment of data

To analyze and interpret the data gathered. The indicate the statistical tool

below:

To determine the profile of the selected respondents in terms of the

selected variables the researchers made use of frequency and percentage

distribution.

To determine the significance of class suspension of the student-

respondents, mean and standard deviation were applied.

was interpreted as agree in the verbal interpretation and it was ranked third. The

fifth and the last question collected 3.88 weighted mean that was interpreted as

agree in the verbal interpretation ant ranked fourth. The overall weighted mean

was 3.996 that was interpreted as agree in the verbal interpretation of the

researchers.

This implies that the respondents agreed that class suspension due to

typhoons has big effects to their academic performance.
