    II. BACKGROUND/SITUATION ANALYSIS

    San Mateo Senior High School based on the LESF decided to have modular printed
    and modular digital as the learning delivery modality for the students. The school at the middle
    of the pandemic is sorting all the possible resources to give quality education to our learners.
    Despite all the efforts still the school encountered problems along the way.
    The school received messages from parents that there are students who are
    experiencing emotional breakdown due to the hardship of understanding lessons. The parents
    find it really very difficult for their children to understand the lesson with the absence of the
    teacher explaining the lesson.
