32 Miloš Milovanović, Irena Kuletin-Ćulafić, „Vertical Time in Arts“ (у штампи):

This article is a result of a part of research on the Saint Sava’s heritage seen
through the prism of the application of aeropagite pattern of proportion and
establishment of the social order based on the principles of harmony. The
starting point for this research was an insufficient scope of the epistemological
analysis of the Nomocanon of Saint Sava (1219) and the Serbian national
constitution that stemmed from it, but also the pursuit for comprehensive
understanding of the cause and consequence of the continuous dedication
of the Serbian begetters to the idea of harmony. The aim of this article is to
expand the image of the cognitive basis and experiences built in our medieval
heritage, with a special review of the teachings on the principle of harmony
and consonance (which have been transferred among the Serbs through the
teachings of Saint Sava from medieval to modern times). The key aspect in
that regard is the generalisation of three principles (principle of consonance,
principle of the continuity of knowledge and the principle of relatedness),
which made the medieval foundation for the preservation of the harmonious
order within the ”proportioned to God” action and conciliarity of the Serbian
church, people and the state. The article offers a short overview of the ideas,
insights and approaches in relation to the understanding and application of
the principle of harmony achieved by the greats of the Serbian science and
arts in the period from the 18th to the 20th century. The purpose of this article
is to expand the awareness of the foundations and the historical scope of
the development of the idea of harmony in the achievements of the Serbian
people, through a multidisciplinary approach to research, i.e. the centuries
of effort to establish a harmonious measure and consonance in the spiritual
development of an individual and conciliar relationship between the social,
church and state life and actions. This article is dedicated to the marking of
eight centuries of the Saint Sava’s teachings.
Key words: Saint Sava, Nomoncanon, proportion, harmony, consonance

(Robert Jeffrey Stern-
(Charles Egerton Osgood)25

(Edmund Gustav Albrecht Husserl),

The general form of transfer, like an endless thread, connects the entire
existence of the created world, that multitude into one, but always accord-
ing to the current reaches of human knowledge and cognitive capacities. My-
thology of various nations that Petrović mentions in the context of transfer,
holds an important place in the development of the consciousness of the
human kind. He mentions that mythical transfer is still threading through
the entire knowledge, whereby losing its character of supernatural. Petrović
points out that phenomena from different spheres of human practices and
experiences (disparate phenomena) can be expresses by abstract essences
(phenomenological types of facts).
Starting from this, the main topic of the article is the application of Mihai-
lo Petrović’s transfer method in the analysis of the monomyth patterns and
their analogy with the modern methods of personal development or therapy.
For this purpose, we used anthropological analysis of Joseph Campbell from
his book The Hero with Thousand Faces, in which the author, using the ampli-
fication method, pointed out the common core of different myths as the es-
sence of the characteristic relationship that man has with the transcendent.
By applying Petrović’s typical facts, we obtained a point of view that re-
veals a new perspective in the understanding of patterns. As it turns out, the
transfer is multiple — it is possible to find a monomyth transferred onto the
rhythms of modern life, but it is also possible to see that they are a subject of
deeper structures of natural laws, which themselves also play an important
part in the processes of the dynamics of the psyche and the mythical Hero’s
journey. In that way, they have the potential to transform the relationship be-
tween the subject and the object and move the centre of the theory of cogni-
tion from the ego state and expand the borders of the Self, as understood
in the Jungian sense. The role of the Ego is revealed in an entirely different
order, in the dynamic transfer of perishable, concrete beings into unchange-
able and phenomenological, whose patterns become visible through analo-
gies. Since Petrović’s phenomenological approach implies that it is possible
to abstract a common essence from the multitude of phenomena, it can im-
ply return to the first philosophy — metaphysics. We believe that this kind of
approach would open numerous topics for further research.

The sudden surge in the consumption of fossil fuels in the past several
decades threatens to disturb the climate and endangers the life of Earth. This
has become a problem, which is now seriously dealt with by the Organisation
of United Nations, through the support of innovations that have the potential
to slow down the consumption of fossil fuels and promote the transfer to
renewable energy sources. Invention of lithium-ion battery, which appeared
in the market in the early 1990, has proven quite significant in that regard.
Namely, thanks to about four times greater energy contents compared
to its predecessors, these batteries have gradually been conquering the
exponentially expanding market of portable electronic devices, but in
accordance with the global policy of the fight against climate changes, they
are becoming a tool in the suppression of liquid fuels from the transportation
means. This is not all, since in accordance with the global policy of transfer to
alternative energy sources, the batteries are entering stationary facilities for
the accumulation of electrical energy with the aim to stabilise the voltage in
the urban power grids. Acknowledging the growing importance of lithium-
ion batteries in everyday life, three scientist who hold the most credit for
inventing them were awarded Nobel Prize for Chemistry in 2019.
In the period from 2011 to 2020, Faculty of Physical Chemistry coordinated
a national project titled Lithium Batteries and Fuel Cells — Research and
Development, funded by the Ministry of Education, Science and Technological
Development of Serbia, which has given significant contributions to the
advancement of lithium-ion batteries, represented by patents and numerous
publications in the international scientific journals.
The consumption or raw materials necessary for the production of lithium-
ion batteries will continue to grow up until the moment when it will become
limited by the amount of deposits available in the Earth’s crust, and the
analyses show that already in the 2030s, the resources can become the limiting
factor for further production growth. That is why the scientists face a short-
term task of inventing a new kind of batteries that would solve this problem.

Abstract
In this article, we will give a brief overview of the key aspects of the
development of contemporary logic. Although it is a very old disci-
pline, it wasn’t until the 20th and the 21st century that the logic took
its current form. The first steps towards the shaping of logic in the
modern sense of the word were made by Gottfried Wilhelm Leibniz
and a great contribution in that direction was made by George Bull as
well. However, we can only talk about the logic as we know it today
from Gottlob Frege onwards, so the main focus of the article will be
on this period. Chronologically, we will introduce the key ideas and
figures that have contributed to the constitution of modern logic and
precisely point out their role and importance in the creation of this
discipline. We will then present some key aspects of non-classical ap-
proaches to logic, which are considered to have a significant place
within the contemporary logic. At the end of the article, we consider
how modern logic (including all its variations) has changed and im-
proved the mathematics itself.
Keywords: logic, non-classical logic, foundations of mathematics

1. Introduction
While it’s hard to pinpoint one year as the starting point of modern logic,
at least we have a clear idea about the identity of its forerunner. It can be
argued that Gottfried Wilhelm Leibniz is the main precursor of modern
logic, although he didn’t have a direct impact on its development.3 Leib-
niz’s most important works concerning logic were not published until the
20th century,4 but the early editions of his works were published as early
as the 18th and 19th century,5 and some of them could be relevant to con-
temporary logic. Even though his writings on this subject have reached
the public in the 20th century, we can find many elements that link them
to the logic as we know it today. Probably his most important idea is to
reduce the plain language to a precise, mathematical language, which
would remove all the ambiguities that exist in philosophical and scientific
language. He thought that ordinary speech lacks clarity which often leads
to misunderstanding, even when both sides agree. In order to avoid this,
Leibniz had the idea of creating a language suitable for calculus, which re-
sembles subsequent projects of a similar type in the 19th and 20th centu-
ry. A step further from this is his revolutionary idea of the alphabet of the
human mind, which advocates the possibility of breaking down ideas and
attitudes into subtle components for their detailed analysis. This view,
which is based on the position that even the most complex ideas consist
of a set of simple ideas, definitely has serious (logical) implications. This
may be best illustrated by the fact that, according to Leibniz, the simplest
ideas could be represented by unique inscriptions, which we encounter
in mathematics and in logic. Unfortunately, Leibniz lived in the period in
which logic was considered a rigid discipline, and he did not have enough
initiative and support for a more systematic handling of its problems.
The year 1847 is considered to be the year of the beginning of the de-
velopment of contemporary logic. That same year, George Boole pub-

of symbolic logic.

lished his work The Mathematical Analysis of Logic, Being and Essay To-
wards a Calculus of Deductive Reasoning,6 which led to the foundation of
what would later be called symbolic logic.7 His most important idea is
the statement that logic is the new form of algebra. The laws of Boolean
algebra have the class of all propositions and the class of all sets as the
most important models. In propositional calculus, the universe of Bool-
ean algebra is the class of all propositions with operations of disjunction,
conjunction, and negation, where 0 corresponds to contradiction and
1 to tautology. In the model of sets, disjunction corresponds to union,
conjunction corresponds to intersection, negation corresponds to the
complement, 0 is interpreted as the empty set and 1 as the class of all
sets. He further makes an analogy between logical and mathematical in-
terpretations so that logical operations behave in a similar way as math-
ematical operations of product and sum, thus providing a new approach
to the interpretation of logic. That same year, in his work Formal Logic: or,
the Calculus of Inference, Necessary and Probable,8 Augustus De Morgan
(who introduced the notion of mathematical induction in 1838) formu-
lated logical connectives (conjugates, known as junctures). Their works
represent systematic mathematical processing of logic, which opened up
new perspectives, not only within the frame of logic but also in math-
ematics. The rapid development of this discipline begins in the middle
of the 19th century. It greatly differed from the Aristotelian logic which
was tackling syllogisms and almost exclusively formal principles, so today
it is distinguished as the so-called syllogistic approach. What emerged
from Boole’s and De Morgan’s contributions to the study of logic drew
a great deal of attention from numerous mathematicians, logicians, and
philosophers. One of them was Charles Sanders Peirce, whose father was
an American mathematician Benjamin Pierce. Works of Benjamin Pierce
argued that logic could be reduced to mathematics. Similarly, his son,
who has abandoned a logical system primarily dealing with relations and
quantifiers, had a comparable opinion on this topic. What may have influ-
enced him the most was De Morgan’s relational theory. Pierce’s works
are also significant in this new understanding of logic, although he gained
little recognition for his work during his lifetime. For example, his idea of
adding the relations of inclusion and disjointness (which did not exist in
Boole’s work) is considered an immense contribution to the discipline.

culus of Deductive Reasoning (Cambridge: Macmillan, Barclay, & Macmillan, 1847).

Arithmetic (Die Grundlagen der Arithmetik)12 and will continue in the Basic
Laws of Arithmetic (Grundgesetze der Arithmetik)13. What is outlined in
The Foundations of Arithmetic is the concept that almost all mathematics
can be reduced to logic, which directly opposes the standpoint of Ben-
jamin and Charles Peirce who state that logic can be reduced to math-
ematics. In addition to logic, Frege also contributed to the development
of the so-called linguistic turn, which was guided by the idea that all, or
almost all philosophical problems are in fact linguistic problems and that
they can be solved with the help of linguistic analysis (which should be
precise). The development of contemporary logic made the spoken lan-
guage more precise in the sense that its analysis could be done in a math-
ematical way, although it was not conceived in the way Leibniz imagined
it in his writings. It is also believed that his works provided the basis for
a new understanding, both of the propositional and the predicate logic,
which has largely remained to this day. Unfortunately, Frege’s contribu-
tion to logic, mathematics and philosophy remained unnoticed for a long
time. It was only with Alfred North Whitehead and Bertrand Russel and
their work Principia Mathematica14 that his teachings had found some15
affirmation among logicians. Inspired by Frege’s work, they accepted the
logistical approach and made significant discoveries in the field of logic,
such as Russell’s paradox (which points out the weaknesses of one of the
axiomatic foundations of the theory of sets), the theory of logical types
and antinomy of the set. This antinomy refers to the case when “r is the
set whose members are all sets x such that x is not a member of x. Then
for every set x ∈ r ↔ x ∉ x. Substituting r for x, we get a contradiction”.16
It is important to note that this does not apply to Ernst Friedrich Ferdi-

nand Zermelo’s axiomatization of set theory from 190817 and its sub-
sequent reworkings, but another axiomatization suggested earlier by
Frege, which in essence has unlimited axioms of comprehension.

30 To be precise as early as 1910, when Lewis introduced modal logic. It has been
claimed that his work was inspired by Principia Mathematica: Sandra B. Rosen-
thal, C. I. Lewis in Focus: The Pulse of Pragmatism (Bloomington: Indiana University
Press, 2007), 14.
31 Even though many argue that modal logic belongs to a set of classical logi-
cal theories, it does not reject the principle of exclusion of the third, as it is the
case with most non-classical logics. What is not controversial is that the critical
examination of Aristotle’s system of modal syllogisms, which could be found in
Prior Analytics (chapters 3 and 8–22 of the first book) gave impetus to the devel-
opment of modal logic (for example, Lukasiewicz “was compelled”, he tells us,
“to construct an entirely new system of propositional modal logic in order to do
justice to Aristotle’s insights” Storrs McCall, Aristotle’s Modal Syllogisms (Amster-
dam: North Holland Publishing Company, 1963), 4.), although the influence of
contemporary logic on it is indisputable.

Logic (Berlin: Springer Science & Business Media, 1999).

Having all of this in mind, it should also be pointed out that logic has con-
tributed (and is still contributing) to the development and organization
of the 20th and 21st-century mathematics. Its development reminded
mathematicians of the necessity of supplying proofs for their claims and
that there are standards that must be respected for any correct proof.
One example of this influence is the opening of new mathematical areas
in the 20th century that use language and methods of logic. The develop-
ment of contemporary logic in its deeper branches has contributed not
only to the new areas of mathematics but also to the classical ones. We
believe that because of such applications, logic (including its non-clas-
sical elements) will continue to develop in the future as a vital part of
mathematics (as well as philosophy and other areas of research).

(Wilhelm Conrad

(John Dalton,
(Edwin
(Thomas Alva Edison, 1847–1931)

At the end of 1895, new rays, which had characteristics that were very
different from the characteristics of all the known rays at the time, were
discovered and then presented to the public. Wilhelm Conrad Röntgen
(1845–1923), a German physicist and professor, was the “culprit” for
the discovery, which in a very short time, occupied a large number of the
representatives of the world of science, mostly physicists. Mihajlo Pupin and
Nikola Tesla, Americans of Serbian origin, who in many ways marked the
development of scientific knowledge and technology of the United States of
America and the world, gave a significant contribution to the development of
knowledge of the newly discovered rays. The aim of this article was to point
out their contribution, but also to show their presence in the newspapers
and professional journals, as well as their overall engagement in the period
in which they were working on the X-ray research.

the Sava river. The period in which the Fairground existed was characterised
by continuous development of the complex and dynamic construction of
the new exhibition pavilions not just by foreign countries, but by private
companies as well. The completion of the development of the Belgrade
Fairground complex resulted in a physical structure consisting of five national
pavilions of the Kingdom of Yugoslavia (the construction of the sixth pavilion
was only commenced, but not completed), central tower, national pavilions
of Italy, Romania, Hungary, Czechoslovakia, Turkey and Germany, pavilion
of the Nikola Spasić Foundation, Philips pavilion, building of the Fairground
Administration, parachute tower and a dozen of smaller private company
pavilions. The dynamic development of the physical structure of the complex
was followed by even more dynamic sequence of international events at the
Belgrade Fairground. It is definitely worth emphasizing the First Belgrade
Fair held in 1937 as the first event realised in the newly constructed complex.
The daily press covered all the events at the exhibition and that practice
continued for all the following events at the Fairground, thus preserving
an immeasurably valuable evidence of the industrial, economic and cultural
impact of the Fairground on the life in the former Kingdom of Yugoslavia.
Apart from the articles, surviving photographs also represent an important
source of information on the character of the space and the activities held
within the complex created as the place for international gatherings. War
devastations in the World War II drastically changed the role of the complex
in the life of the city and its residents and made indelible scars on it. Because
of the devastation and destruction of the material elements of the structure
of the Belgrade Fairground complex, archival material represents the most
direct evidence of the creation and existance of the first modernist complex
in Belgrade.

Abstract
This article presents a synthesis of the research and possible archi-
tectural project integration in the area between the Sava waterfront
and Kosančićev venac hillside in Belgrade. The study and the analysis
aim to give a thorough explanation and reveal the motives behind
the decades of continuous discontinuity in Belgrade’s oldest neigh-
bourhood and give an insight into the important historical and urban-
istic developments of the city. The main goal is to provide a practi-
cal explanation for the complexity of the Sava waterfront area and
Kosančićev venac, offering a potential pragmatic architectural solu-
tion, based on spatial limitation defined by the Detailed Regulation
Plan. This plan provides an active protection of the zone with con-
temporary approaches to development of structures and new urban
elements in this location. One of the main priorities is increasing cul-
tural awareness and improving cultural identity of the Belgrade’s old-
est neighbourhood with introduction of cultural facilities. Performing
Arts Center K13 fits in the physical parameters of the city’s historical
framework and sets a new sequence of concentrated cultural com-
plex functions. The intervention should rehabilitate the area, creat-
ing a social space that regenerates life and restores memories of the
place. This project is one of the many solutions for the Belgrade’s
waterfront along Karađorđeva Street, whose value lies in the offered
new social scenarios by creating a new city generator for residents
and visitors.

1. Introduction
Located at the crossroads between the East and the West, caught in a
place where various political, ethnical and cultural currents of our conti-
nent intertwine, Belgrade is one of the oldest and most frequently de-
stroyed towns in Europe. Razed and rebuilt numerous times, its cultural,
artistic and architectural heritage has been endlessly ripped apart and
reshaped. All the major events in European history have unfolded at this
very place. The significance of the Belgrade’s geographical position has
changed several times during various historical periods. Acting sometimes
as a boarder, or just simply lying on the confluence of two rivers — the
Sava and the Danube, this city maintained its original position, refusing
to cease to exist, just like a phoenix, always rising from the ashes. Bel-
grade’s oldest neighbourhood, between Kosančićev venac and the Sava
waterfront, is the subject of this research and the place of proposed archi-
tectural intervention. The complexity of the historical entity and physical
structure of the city is evident in fragments of different cultures that have
remained to this day as traces of the past and physically formed the last
layer at the end of the 19th century. Later development in the remarkably
contrasted Belgrade radically deformed the urban structure of the city
centre. The unevenness of development across the urban area and most
notably, the condition of disconnectedness between Kosančićev venac,
the inner city and the waterfront are confronted in this article. Gradual ur-
ban transformation that happened over time shows us the changes origi-
nating from clear orientation towards Western models and the ambition
of the public authorities to follow after the European trends.
Considering the above-given observations, as well as the examination
of the Belgrade’s potentialities on an urbanistic and architectural scale,
new questions about the potential use of the urban fabric in the histori-
cal context arise. This article will focus on examining the reasons for city’s
neglection, isolation and discontinuity in historical developments for de-
cades, as well as the detailed methodological approach for improvement
and urban revitalization of the researched zone offering an architectural
proposal as a final result.
At the beginning of the 19th century, Belgrade was a small, ruined and
neglected Ottoman fortification consisting of a civilian settlement with

8 Emilijan Josimović (1823–1897) was the first Serbian urban planner and the
first professor of architecture at Lyceum/Great School in Serbia, known for
drafting the first urban plan of Belgrade in 1867 (“Explanation of the Proposal
for Urban Regularization of that Part of Belgrade which Lies within the Moat”)

along the moat. Josimović planned all the land within the former moat to
be turned into six interconnected public parks of varying sizes. 13
Josimović’s starting point is a well-known model of forming a ring
zone of green and open urban character in place of the demolished ram-
parts, therefore, he introduces what he calls the town wreaths / ghirlanda
della città / gradski venci. The planning of the town wreaths connecting
the parks in the areas of the former moat represents the most charac-
teristic feature of the plan. The wreaths are shaped as a loose sheaf of
traffic roads, riding paths and wide pedestrian promenades set into a
lush plantation landscape of interconnected free-form parks. In this way,

the proposal provides the most pleasant connection and scenic route be-
tween the banks of the Sava and the Danube rivers, which encircle the
inner town.14
The town wreaths form an innovative seam between the inner and
the outer town, making the connection between the two most attractive
public spaces in the whole city. The line of wreaths clearly emphasized
the frame of the city, by accentuating the centre of Belgrade and divid-
ing the suburbs from it. In the old town of Belgrade these wreaths are
still entirely present. They spread in the direction from the Sava to the
Danube in a continuous line: Kosančićev, Topličin, Obilićev, Andrićev and
Gundulićev venac.
The researched wreath, Kosančićev venac, was and still is one of the
most important wreaths of the city, because of its strategic position on
the Sava waterfront. It’s characteristic dividing path leads from the Sava
bank towards today’s Great Stairs, encircling lower part of the Sava river
slope and following the continuing line of the wreaths. In this way, the
explored slope beneath the Kosančićev venac, the Karađorđeva Street
zone, remained excluded from the previously mentioned inner part of
the city. One of Josimović’s ideas was the construction of a tunnel be-
neath Kalemegdan, which would enable a better connection of the set-
tlements on the Sava and the Danube banks and clear the area beneath
the Belgrade Fortress and along the river banks.15
Some of Josimovic’s ideas were partially incorporated into the later
plans of the regulation, but they were implemented mainly in other parts
of the city, while on the Sava slope only some of the streets were remod-
elled, without making deeper changes in their structure. The only inter-
vention was in the space around the Cathedral Church, where the orthog-
onal scheme of the streets was regulated, and the area of Kosančićev
venac and the Sava bank was left with a previously formed spontaneous
irregular structure.16
In the following decades, until the end of 19th century, the reconstruc-
tion of the inner city central parts and the areas towards the Sava was
carried out in parallel with the rapid development and regularisation of
the parts of the outer city.17 The dynamics of first regulation plan of the

During the entire last century, Belgrade has been raising major questions
regarding changes and mutations on its urban territory. The most impor-
tant one is connected to the identity of the city. Is it even possible to attri-
bute such a term to a city itself, especially nowadays, when technological
and contemporary (r)evolution is so fast and could have a greater impact
on it? Different understanding of the contemporary visions of the urban
core and its demand to change, seem to be influential and dominant dur-
ing design process and in architecture in general. Contemporary cities,
as well as the ancient ones, are shaped by geographical position, cultural
level, as well as their individual, traditional and sociological character. For
this reason, the production of elements of which the city is composed
results in a number of images and perceptions trying to represent and
interpret the character of the examined territory. Some of the most im-
portant conceptions of the city such as Belgrade, its identity and how the
urban territory is perceived, conceptualized and designed, are explained
in the works and writings of contemporary architects and theorists.
Relationship between contemporary city and architecture is categori-
cally explained in postmodern urbanism work Architecture of the city, by
Aldo Rossi, where he tackles the issue of identity and the city through
several disciplines such as urban geography, urban topography, architec-
ture, etc. He attempts to use form, drawn from history and context, in or-
der to create or preserve local urban identity. This example can be directly
applied to the Belgrade situation, where connection to historical heritage
is one of the main arguments for its reconstruction. In contrast, in his
work Generic City, Rem Koolhaas decisively dismisses this intention and
rejects strategies of form, space and order in favour of strategies based
upon identity and perception. According to him, identity is very dynamic,
unstable and transitory, and it is able to regenerate itself in order to ad-
dress evolving circumstances. In this very rapid change of architecture
perception, rehabilitation of directly involved public areas bears great
significance. In other words, the current identity of Belgrade, and also
its individual suburbs, is reflected onto our political, economic, and social
actions, so consequently our conception of its identity is transformed.
Also directly related to this are the residents of the city, whose behav-
iour is an indicator of how they identify themselves with the changeable
identities of their surroundings. According to Aldo Rossi, the relationship
between the users and the city, how they feel and orient within it, as
well as the development of their sense of the space, is important. This as-

of public greenery, aesthetic and the ambient values of the public space
is forbidden. In order to improve the system of urban greenery in the
Kosančićev venac zone, the plan is to keep the existing ones along the
street avenues that are already in good condition, with possible gradual
reconstruction or replacement of inappropriate species. New establish-
ment of tree-lined avenues are required in some streets in the vicinity.
2) In terms of the land use, Kosančićev venac is divided into three
zones: 1) the upper plateau area that consist of public and other cultural
objects, embassies, education buildings and other construction land; 2)
Zone along Karađorđeva Street with numerous temporary buildings and
with neglected green surfaces in the surrounding area. The rest of the
construction land holds dwellings with commercial contents, that are
generally of poor credit rating. Some parts of this zone are inadequately
occupied by warehouses and illegal construction facilities. 3) The zone
along the Sava river mainly belongs to construction land intended for
road, pedestrian, bicycle and rail traffic, and also includes parts of the
area that are in the function of an international and domestic inland pas-
senger port. The rest of the construction land is intended for business
and warehousing and refers to the Beton Hala facility.
3) Infrastructure system and utility services — the concept of a street
network is based on the Belgrade Master Plan until 2021. The street
network of the premises in question changes in response to the exist-
ing situation. The subject area, as a central city and high-traffic area, is a
crossroad between different capacity infrastructure networks and with
a high concentration of different types of traffic. The plan for the relo-
cation of the railway and bus station leads to the exclusion of certain
categories of traffic — rail, intercity bus and freight transport, from this
area. Karađorđeva Street puts the whole area in question because of
the highfrequency transit, which divides the Sava waterfront from the
Kosančićev venac entity even more. The plan enhances the network of
pedestrian paths, raising the quality of existing pedestrian path pave-
ments and planning new, attractive pedestrian paths and environments.
Planned walking surfaces allow continuous connection of contents and
buildings within the boundaries of the plan, and connection with the sur-
rounding contact spaces of the city centre.
4) As regards to the general building requirements, due to the great
diversity of the existing buildings in terms of volume, style, age, quality
and degree of protection of the facilities present within the individual
blocks, as well as the specificity of the configuration and geological com-
position of the terrain, new buildings within the future zone of interven-

trije Krsmanović’s house and the Hotel Nacional.40 These, and other build-
ings, are material evidences of the historic development of Kosančićev
venac as an administrative, ecclesiastical and cultural centre, as well as
a residential neighbourhood. Kosančićev venac keeps the elements that
have been preserved in continuity from the moment they were created
as the first important institutions after the establishment of the Serbian
state.41 Traditional dwellings, due to their historical importance, would
sustain minor changes, in terms of façade restoration and structure
stabilization. Inner and boundary streets of the zone are protected and
would be partially restored in order to better constrain the new polyva-
lent structures. New interventions are planned on the upper plateau of
Kosančićev venac area, along Fruškogorska Street and it will undergo
permissible complementary repurposing that would not damage, but
rather improve the basic character of the zone and its cultural and edu-
cational offer.
2) The second zone consists of streets and buildings along the for-
mer border of the “Burrough in the moat”: Kosančićev venac Street, Za-
darska Street, Pariska Street, Great Stairs Street and others. This zone
mostly contains residential houses — sometimes in combination with the
trading shops on the ground floor.42 This zone is considered very impor-
tant because of the most effective relationship between the hillside and
the Sava River. Until 2021, according to the General Regulation Plan, a
specific treatment for reconstruction and reformation of this zone will in-
clude improvement of the urban tissue and better define a specific char-
acter of the cultural buildings in the context. Planning of the new cultural
institutions (national museums, theatres, opera, ballet, libraries, national
galleries, Museum of Contemporary Art and other new comparable insti-
tutions) are considered of the utmost importance for the development
of culture in Belgrade, and therefore, they can be built in all-purpose ar-
eas, including greenery, with appropriate professional and public analysis
and suitable solutions.43 The very meaning of this space lies in the deniv-
elation of 20-25 m, which, although it introduces a number of useful ele-
ments that we can use, still represents somewhat significant barrier in
the communication between the city and the waterfront. To make this

The Regulation Plan suggests that in the works of the structure renova-
tion, the original traditional style should not be changed. Balanced and
solid, monumental values should be preserved, while improvements
should be made on the buildings that have less monumental value and
are in poor condition. Since in the public buildings near the Cathedral
Church plot plans, architectural configuration and interior design have
already been established, only individual reconstruction work can be car-
ried out.48 Particularly important part is the treatment and revitalization
of Karađorđeva Street zone and the formation of a contact zone with old
city tissue. It opens the question of connection with the Terazije Plateau
with the initial desire for the formation of an entity such as La Villet in
Paris or the London Docklands. The natural expectation is the more in-
tensive use of the bank, and the treatment and affirmation of the square,
block and street level is also important.49
Unfortunately, this zone is in the poorest condition and the great-
est modifications have been requested in terms of strengthening physi-
cal structure and utilization of supplementary functions. By intensifying
the activity of the port, the Sava waterfront is set to introduce new and
healthy environment for travellers and tourists. This includes primary ser-
vice and commercial sectors (cafés, restaurants, bars, hotels and similar),
which have been present at the waterfront area since the beginning of
the 18th century. In the last decade, parts of old rail tunnel, the so-called
Beton Hala next to the Sava Port, were restored by offering numerous
attraction points which significantly increased the number of visitors and
tourists in this part of the city. As a result, private investors, as well as the
city and republic authorities were stimulated to invest in the reconstruc-
tion of buildings and public spaces in the port area —which attracted
new commercial and cultural activities. In 2006, some parts of the old
Sava Port facility (Beton Hala) were converted into an exhibition space,
a jazz club and an exclusive shop. Lot of concerts, exhibitions and other
cultural events started to take place in the Port area. In 2010, new Mu-
seum of Sport settled in the same building, confirming yet again the cul-
tural character of the new city–river integration. It became clear that the
passenger port and the city life can benefit from each other.50

bishment of the old city block, constrained by the margins of two former
parcels that played a great role in the history of the city (Đumrukana and
Hotel Kragujevac). Parameter of the block is limited by the horizontal and
vertical axis of the streets on two sides (Karađorđeva Street and Great
Stairs Street). Starting point for urban and architectural master plan is
geographical position and its potential for connection to the river. Logic
of formation of the space and its natural frame is very important in this
context since centralization of the location makes significant impact
on its users. The site is formed through a series of cascading terraces,
flanked in slopped terrain by stone walls, while architectural develop-
ment is embedded in the terraced landscape with various descending re-
connections to the Sava waterfront. It suggests improved and enhanced
network of pedestrian areas, attractive terraces and public spaces that
work together as multiple points of attraction.
The expected improvement of the physical and visual connection of
the city with the riverside (waterfront) should create a more solid con-
nection in the structure of the city. The connection between new urban
elements, such as terraced public spaces, offers panoramic points with
a great view of the city, that re-establishes visual connection towards
the confluence of the two rivers, and connects the objects with the ob-
server. Seen from the other side, these urban elements create unified sil-
houette of Kosančićev venac with improved changes in the architectural
balance. Intervention project ensures continuity of the space and ambi-
ent integrity by confirming the idea of centralizing Kosančićev venac and
restoring the process to link what has been disconnected. Some public
spaces and terraces on the slopped terrain are set to be open; others
should remain covered spaces, with inviting character and scenic façade.
The plan proposes an interesting contemporary approach to design, in a
space characterized by the historical stratification, where façade rhythm
of covered terraces is imagined as playful movement, leading to a dy-

sign and manage projects, how to draw conclusions, find reliable information
sources, as well as to upgrade their communication skills.
The main goals of PSC educational programs are:
– To identify gifted secondary school and university students from all parts
of the country, especially from provincial and poor regions, and to pro-
vide them with intensive, individualised extracurricular education;
– To enable the most active and the most interested students to imple-
ment scientific projects based on real-world problems using appropriate
professional, scientific equipment, under the supervision of professional
scientists and the best science teachers;
– To train early-career science teachers how to apply state-of-the-art scien-
tific concepts, knowledge and educational methods in their teaching;
– To encourage cooperation and the exchange of knowledge, experi-
ence and ideas among students enrolled in different types of secondary
schools and university programs, and those interested in different scien-
tific fields.
The main goal is to help students learn and develop critical thinking skills,
data collecting methods, and communication techniques, as well as the abil-
ity to continuously learn and enrich their knowledge and experiences. PSC
encourages participants to think freely, logically and critically, and to collabo-
rate with people from different regions and cultural backgrounds.
PSC science and technology training activities cover a broad spectrum of
disciplines such as Astronomy, Life-sciences, Electronics, Psychology, Chem-
istry, Geo-sciences, Physics, Anthropology, Archaeology, Mathematics, In-
dustrial Design, and many others.
In parallel with the regular training programs for teenagers, PSC hosts
many specialised meetings and conferences, mostly focused on early career
researchers and PhD students. In recent years, such activities successfully
covered a broad range of topics – from Archaeology, Astrophysics, Analytical
Chemistry, Bio-medicine, Psychology and Life-sciences, to Musicology, Pho-
tography, Design and 3D printing.
PSC is always happy to share its experience and ideas with partner or-
ganisations. From time to time, PSC hosts training courses for groups of
teachers from Slovenia, Croatia, Macedonia, Russia, Israel and many other
countries from the region and all over the world. It also promotes active co-
operation between similar projects abroad, such as exchanges of students
with institutions in Germany, Croatia, Italy, and Israel.

(Charles-Édouard Jeanneret, Le Corbusier),

Balkan Architectural Biennale, Belgrade
Finding a key point in the past that marks an exact turning point in
architectural era, is sometimes not an easy task for a historian or a theorist
of architecture. These turning points cannot often be determined more
precisely, but it is especially important that they are not related to a typical
chronological periodization. Like all other styles and movements, modernist
architecture was not tied solely to the revolutionary or utopian ideas of its
protagonists. In order for it to be promoted and finally accepted by the official
state apparatus, certain political interests had to crystallize. The adoption
of modern architecture by the architects and the governing leadership of
the FNR Yugoslavia, during the period from 1950 to 1956, when two most
important architectural expert symposiums were held in Dubrovnik, can
be used as a clear example of such processes. The central figure of both
symposiums, though in a different light, was the architect Le Corbusier and
his life work — The Athens Charter.

The first factory built in Čukarica after the World War I was Petar
Arambašić’s First Belgrade Leather Factory. During the first years, it tanned
and processed mostly raw cowhides and to a lesser degree, sheep and
goat hides, and also manufactured opanci. In 1929, Arambašić additionally
modernised the factory and also changed its name to Petar Arambašić’s
First Belgrade Factory for Processing and Manufacture of Leather, Footwear
and Different Leather Products. At the time, apart from the processed hides,
the main products were work shoes made of clean boiled leather, classical
shoes with water-proof soles, sandals, belts and bags. During its lifetime,
the number of workers in the factory changed from around 20 in the first
years to over 80 in 1939. Petar Arambašić successfully managed the factory
until 1937, when he retired and leased his company to his sons Svetozar, who
took over the rawhide processing section, and Dragoslav, who took over the
sector for shoe manufacture. That same year, they registered their separate
factories and managed them independently until the liberation of Belgrade in
1944. Both factories were confiscated in 1946 and their names were changed
to State Shoe Factory 9 Maj. Dragoslav Arambašić emigrated to Brazil in 1945,
while Svetozar Arambašić remained in Belgrade.

Reaserch in the field of physics, conducted in the late 19th century, led to
an increased interest for the use of electromagnetic waves. Since the devices
based on similar principles, such as telegraph and radio, had already existed,
the scientists made a step further, discovering that electromagnetic waves
can detect objects in space. The precursor of the radar was constructed by
German physicist Christian Hülsmeyer. Work on the construction of a device
for locating objects in space has been under way simoltaneously in several
countries. Apart from German, French and Soviet, American and British
experts made new discoveries and found new solutions for the contruction
of the radar. Such significant results immediately drew attention of the
military structures all over the world. Armies took an active part in the work
on radar systems. Prototypes of radars were presented one after the other.
The first operative, serially produced radar was constructed in Great Britain,
thanks to the work of engineer Robert Watson Watt and his collaborators.
Watson’s device shall become an integral part of the British defence
surveillance system, placed on the shores of Great Britain. Apart from the
radar, a complete defence system also included a chain of organisational
units for reception, analysis and use of information emitted by the radars.
Conceptual and organisational designer of the system was British Air Force
commander Marshall Hugh Dowding, after which this defence system was
named the Dowding System. This anti-aircraft formation will play a key role
in the Second World War, significantly contributing to the British victory over
the German Air Force in the early stages of the war. The radars were also
developed by other contries, with varying results. American and German
research and work achieved great results, which in certain aspects, even
surpassed the British. However, no contry has reached the level of British
organisation and efficiency. Thanks to their revolutionary role, proven during
the warfare, after the Second World War, the radars got an irreplacable place
in numerous spheres of human activity.
Key words: radar, aviation, anti-aircraft defence, Second World War

(The Chicago Manual of
Style. (Humanities
Style), Notes-Bibliography

I НАУЧНИ ЧЛАНЦИ
резултати сопствених истраживања научним методом);
тата);
ра);
објављено);
тоду (искуства из праксе, баштина, казуистика, студије случаја и сл.);

445
Phlogiston 28/2020 http://www.muzejnt.rs
прихваћеним међународним извором (попис, речник или тезаурус;
447
Phlogiston 28/2020 http://www.muzejnt.rs
