METHOD OF STATEMENT
DISMANTLING WORKS

1.0 Preparation Works:

Prior to the dismantling works, the following preparation works shall be carried out.

a. Conductors and tower checking.

All conductors and tower at span to be dismantled shall be thoroughly checked for any defect or
potential hazards, like untightened bolts and nuts, or rusting parts.

b. Back staying
The section to be dismantled shall be properly secured with appropriate backstays. Each
conductor in the section to be dismantled shall have at least one (1) backstay to take the
resultant tension of the opposite conductor. The tower to be dismantled shall have backstays
parallel and perpendicular to the line.

c. Scaffolding
Appropriate scaffoldings shall be erected over any road, railway, LV line and telecommunication
line.

d. Signage
Proper signage shall be provided to mark the area where the dismantling works is in progress

e. Derrick/Crane
Where the dismantling will be using derrick or crane, the placement shall be away from any
potential hazards and all necessary precautions as per the erection requirement shall be
observed.

f. Communication
Proper communication equipment shall provide to be used throughout the dismantling work.
This communication equipment shall be available at all strategic positions at the dismantling
work section.

g. Tools and Equipment Check

All tools and equipment shall be thoroughly checked and tested for integrity and safety before
any dismantling works.

2.0 Dismantling of Existing Conductor:

a. In a single circuit line, the sequence in dismantling of the conductor shall be the middle phase
followed by the outer phases, and the earth wire and/or OPGW/ADSS last. These sequences shall
be maintained as closely as practical.

b. In a double circuit line, the sequence in dismantling shall start with the lower phases going up to
the upper phases, and the earth wire and/or OPGW/ADSS last. This sequence shall maintain as
closely as practical.

c. Every Conductor to be lowered shall be secured with conductor clamp and anchored properly with
a wire rope to a hand - winch that is in turn secured to the tower leg. The conductor shall then be
pulled to enable the removal of the shackle at the tension set.

d. In case of dismantling across highway or road, only after ALL the conductors are ready to be
lowered, the traffic shall be stopped whenever applicable. This is only applicable if the necessary
permission has been obtained from the relevant authority (ies.)

e. When the conductors reach the ground level, it shall be cut and removed properly. After this,
whenever applicable the traffic flow will then be allowed to continue.

f. The dismantled conductors shall be kept at a safe place at the site and at the end of the
dismantling works in that particular section; the conductors shall then be transported to TNB store.

3.0 Dismantling of Existing Tower

a. In general, the dismantling of an existing tower/pole shall be from top to bottom and shall only be
carried out after all the conductors have been dismantled.

b. The sequence in dismantling of the tower shall be the cross-arms, cross-arm body, top tower body
and bottom tower body. This sequence shall be maintained as closely as practical. In case of pole,
the sequence is the same except that there is no cross arm body to dismantle and the poles shall
be pulled up from its footing. The pole could also be dismantled without prior dismantling of its
cross arm.

c. Every section of the dismantled tower shall be lowered with a proper pulleys and rope system.
Alternatively, whenever the dismantling of a section is not practically possible, then each part of
that section shall be dismantled separately and lowered to the ground.

d. Whenever a derrick or crane is used, the tower to be dismantled shall be properly secured to the
derrick or crane with adequate ropes. The bottom portion of the tower/pole as close to the
foundation as possible shall then be dismantled or cut, whichever is practical. The tower/pole shall
then be lowered to the ground guided by at least two (2) secured guide ropes. Once the
tower/pole is on the ground every part of it shall be dismantled properly.

e. For pole and in case where practicality dictates, the dismantling could also be carried out by
securing the pole with adequate ropes to prevent premature falling. At least two (2) ropes on each
side shall be used for a total of four (4) ropes along the line. The base of the pole is then excavated
on one side, which is on the fall side, to the depth of the footing. The excavation shall be by either
manually or with machinery from the side, and care shall be taken to ensure the falling pole path is
not at the men/machine position. Once the footings have been exposed, the pole is pulled to fall
along the line.
