This contingency planning guide will provide the step process for schools
to come up with a contingency plan.

MNHS-ALION CONTINGENCY PLANNING GUIDE

I. BACKGROUND

A. Introduction

This Contingency Plan for the Education sector places emphasis on building
resiliency for the institutional level in a systematic approach by promoting
preparedness measures that are built for disaster risk reduction education and it
engages all partners in the sector. It aims to empower all persons involved to take
responsibility for risk reduction and preparedness in their daily lives.
The situation analysis carried out in early 2019 which indicated that earthquake, fire
and typhoon are the most likely disaster events that education institutions may face.
however, the actions proposed are, in the main, generic as the same measures may
apply in different circumstances and institutions.
This document presents the Vision, Mission and Strategic Objectives of the
Contingency Plan, its scope and the assumptions on which it is based, its operational
procedures, the specific objectives and activities to be undertaken by the main
parties involved. It also outlines a process for monitoring and periodically reviewing
the plan.

B. SCHOOL PROFILE

BRIEF HISTORY OF MARIVELES NATIONAL HIGHSCHOOL-CABCABEN (Annex)


ALION

Barangay Alion is located at the northern part of Mariveles, bounded by


Barangay Batangas 2 on East, on west Mariveles mountains on the south is Lucanin
and on the north is Camp Gen. Luna Arsenal. The Barangay has a distance of 27
kilometers from town proper, 2.7 kilometers from the Roman Highway and 33
kilometers from the Provincial Capitol. With its distance from nearby high schools,
parents were burdened with the transportation expenses and risks involved in
students who traveled every day.
These serious problems encountered by the parents and student pushed the
barangay officials headed by Punong Barangay Jovito P. Espanola to establish high
school in the barangay to lessen the risks of the students who travelled every day,
avoid cutting classes, tardiness, necessary drop-outs and failures. Through the joint
efforts of the Sangguniang Barangay and with the support of the Municipal
Government headed by Punong Bayan Jessie I. Concepcion, Dr. Romeo M. Alip, SDS,
Mrs. Aurea G, Parbo former Mariveles District Supervisor, Mr. Almario S. Rubia TLE
Supervisor, SB Marimel A. Lopez, the Mariveles National High School-Cabcaben
(Annex) Alion has finally established on July 15, 2009. It was housed at the New
Alion Elementary School with three classrooms, 100 students, 4 teaching staff, 2
non-teaching personnel and one officer-in-charge. After a year, MNHS-Cab. Annex
Alion has moved at the adjacent site of New Alion Elem School with 6 newly
constructed classrooms and 3 seaters Comfort room.
From then on, enrollment had increased in number together with the
teaching and non-teaching staff. Despite of the limited facilities and resources, the
school eventually making its name known in the division of Bataan through its active
participation in varied district and division activities and contest with the support of
the municipal, barangay officials and the GPTA under the mentorship and training by

C. LOCATION/MAP
Barangay Alion is located at the northern part of Mariveles, bounded by Barangay
Batangas 2 on East, on west Mariveles mountains on the south is Lucanin and on the

Cabcaben Alion Annex
Occurrence of Earthquake is the only priority hazard of MNHS-ALION.
However, there are no active fault where MNHS-ALION is located which makes the
impact of earthquake minor or moderate only as most cases of earthquakes
originated from neighboring provinces. Meanwhile, flood and fire are most unlikely to

MNHS-ALION has Classroom complex or buildings as of the latest. Seven among


these classrooms are used for instruction purposes and one is used for
administrative and other non-instructional purposes. 4 Buildings are in Good
condition while 2 need Minor Repair. Overall, there are 10 instructional rooms and 3
non-instuctional rooms in MNHS-ALION.

I. OBJECTIVES

This Contingency Plan aims to:

Mainstream disaster risk reduction in the MNHS-ALION to ensure the protection


of people, property and their immediate environment. Provide clear guidelines for
establishing optimal levels of preparedness at systemic, institutional and
individual levels.
This 2019 Contingency Plan covers MNHS-ALION of the Division of Bataan of
Region It focuses on earthquake as the priority hazard of the school. Thus, in line
with this, the primary objective of MNHS-ALION DRRM Team is to prevent any
harm to learners and staff or loss of lives due to inadequate preparation or wrong
practice when an earthquake occurs in the school.

GOALS
The rights of all students to education must go hand in hand with their right to
safety. This Contingency Plan aims to help safeguard both these rights. It starts
from the premise that all disasters can be mitigated with knowledge and good
planning, taking physical and environmental protection measures and developing
response preparedness at all levels in the education system.

II. HAZARDS

This section presents the hazard that are projected or deemed susceptible to
occur in MNHS-ALION. Included in this section is the table on Hazard Prioritization
which the MNHS-ALION DRRM Team and school head filled out.
Earthquake has been chosen as the priority for the Contingency Plan as it is
deemed ‘more likely’ to occur as shown on the table on Hazard Periodization.
However, the occurrence of earthquake in MNHS-ALION is only due to earthquake
originating on neighboring provinces of Bataan.
Further, the basis on making earthquake a priority of MNHS-ALION in the
Contingency plan is because one previous incidence of earthquake that affected
MNHS-ALION brought minor to moderate impact which damage cost Php 15,000 and
above.

From the table, it can be gleamed that MNHS-ALION is prone to experiencing
earthquakes which is why it earned a rate of 4 that translates to a probability of

2.5 which translates between Minor to Moderate impact. Meanwhile, Fire and Flood
were rated 1 in probability of occuring which translates to occuring ‘most unlikely.’
Moreover, both Fire and Flood had 1 as average rate of impact which translates to
having ‘negligible’ impact.

III. HISTORICAL DATA ON DISASTER AND ITS IMPACTS

This section presents the historical date on disasters and its impacts taken
from RADAR reports and other official documents. Particularly this section presents
the table of the past incident of a Magnitude 5.5 Earthquake in Castillejos Zambales
on April 22, 2019. Included in the table are the impacts of the earthquake on the
population, infrastructure and non-infrastructure of MNHS-ALION.
