What This Module is About

We have learned in the previous lesson about how to maintain hand tools, drawing
instruments, equipment, and paraphernalia. There are various activities that we encountered
such performing on safety procedures, following and identifying the procedures on cleaning
and identifying the malfunction hand tools, drawing instruments, equipment, and
paraphernalia. In this lesson we will discuss and give importance in following the standard
procedures in accomplishing and inspection forms such as Job order slip, Requisition slips,
and borrowers slip, and Inspection check list.

What Is It

CUSTODIANSHIP
A government official is mandated to exercise diligence in the custodianship of any
government property.

BASIC CONCEPTS
Property Custodianship refers to the guardianship of government property by the
accountable person. This includes the receipt, safekeeping, issuance, repair and
maintenance of supplies, materials and equipment. The designated property
custodian/officer is responsible, accountable and liable for any loss, misuse, damage or
deterioration of government property due to fault or negligence in safekeeping which may be
physical or constructive.

PROCEDURES IN RECEIVING AND STORING TOOLS AND MATERIALS


The Receiving Department has the function to unload and unpack incoming
materials; check quantities received against the shippers packing list; identify goods
received with descriptions on the purchase order; prepare a receiving report; notify the
purchasing department of descriptions discovered; arrange for inspection when necessary;
notify the purchasing department of any damage in transit; and rout accepted materials to
the appropriate manufacturer’s location.
The form also provides a space for the inspection department to note either the
complete approval of the shipment or the quantity rejected and the reason for the rejection,
in inspection does not take place immediately after receipt of the materials, the receiving
report is distributed as follows: The receiving department keeps one copy and sends another
copy to the purchasing department as notice of the arrival of the materials.
All other copies go to the inspection department, and are distributed when inspection
is completed. After inspection, one copy of the receiving report, with the inspection result is
sent to the accounting department, where it is matched with the purchase order and the
vendors invoice and the paid. Other copies go to various departments such as materials and
production planning. One copy accompanies the materials, so that the storekeeper knows
the quantity and the kind of materials received.

INVENTORY
Inventory is an idle stock of physical goods that contain economic value, and are held
in various forms by an organization in its custody awaiting packing, processing,
transformation, use or sale in a future point of time

INVENTORY FORM
The Inventory form contains information about items (name, number, sales and
purchase information, and cost of goods sold account information) that any business
purchases for sale, tracks in inventory, and displays on a balance sheet.

Personnel In-Charge

Inspection
Inspection is the process of examining and testing the procured supplies, materials,
equipment and services including raw materials and components to determine their
conformity with the contract requirements including all applicable drawings, specifications
and purchase description.
The inspection of items shall be done by the Inspectorate Team, whose members
shall be determined and designated by the HOPE.
Inspection shall be done in accordance with the standards and specifications and be
conducted in the presence of the suppliers and endorser’s representatives. The Inspectorate
Team and the Supply Officer/Designated Property Custodian shall prepare and sign the
Inspection and Acceptance Report (IAR). For textbooks, desks and armchairs, IAR shall be
prepared by Instructional Materials Council Secretariat (IMCS) and Physical Facilities and
Schools Engineering Division (PFSED), respectively. The same IAR’s shall be signed by the
Inspectorate Team and supply officer/designated property custodian of the recipient schools.

Inspection objectives and purpose


1. To distinguish good products from bad product
2. To determine if the process is changing
3. To determine if the process is approaching the specification limits.
4. To rate quality of product
5. To rate accuracy of inspectors
6. To measure the precision of measuring instrument
7. To secure products- design information
8. To measure process capability

Techniques for Inspection


Inspection by Item. Individual item is checked in conformity with the requirement stated in
the specifications. This method of inspection is applicable, but not limited to deliveries of
equipment and fixed assets.

Inspection by Sampling. Sampling is a process of obtaining information about a group of


data having similar purpose or function, usually ten percent (10%) of the total or lot delivery.

General Procedures in Conducting Inspection


1. Upon receipt of the request for inspection, check the following documents as to their
completeness and authenticity.
a. PO and Contract
 Date
 PO Number
 Name and Address of the supplier
 Supplier’s Acknowledgement or Receipt (date of receipt)
 Specifications
 Quantity
 Unit/Total price
 Availability of funds
 Approval of the HOPE or his duly authorized representative)
b. Supplier’s Invoice Delivery Receipt
 Pre-numbered and not just typed stamped or handwritten
 Date checked against the delivery date stated in the PO or contract
 RECEIVED” portion Receipt and date of item delivered, acknowledged by
the supply officer /designated property custodian.

c. Other required papers necessary for a substantive inspection such as


catalogue/brochures /government standard specifications, etc.

2. Conduct inspection and testing procedures when applicable.


3. Prepare inspection report immediately and give to the
Inspectorate Team and supply officer/designated property custodian for signature.

Inspection Procedures for Specific Item


Equipment
a. Examine the equipment as to the physical condition: brand new, second hand, rebuild or
reconditioned. See to it that no defective or old worn out parts are used/ attached to the
equipment.
b. Take hold of the manual, catalogue or handbook for the equipment delivered for
reference. All date/information contained thereon should conform with the delivery of the
serial number, point of origin, color and the accessories or tools that go with the
equipment.
c. Make a physical count and inspect the unit piece-by-piece or unit by- unit. Random
sampling is not applicable for this type of delivery because you have to request the
supplier or his representative to demonstrate the operation of the equipment (test run) in
your presence and that of the end-user. Observes the actual performance thereof.
d. Get the warranty card and note down the warranty card number in the original invoice.
Check if the serial number indicated thereon is the same as that of the delivery.
Lost/Damaged Equipment
Lost/Damaged Equipment
 Equipment lost while on loan or at the school area and facilities must be reported
immediately on the in – charge/subject or adviser teacher or property custodian.
 The equipment must be determined each complete details and stack card number by
the in – charge or property custodian projected on the Borrowers slip.
 Borrowers slip must be presented on the reporting of incident.
Damaged Equipment
 Any damage or malfunction in any of the equipment should be reported immediately
in – charge/subject or adviser teacher or property custodian.
 For Tools/equipment returned that are damaged but still repairable, the item must be
identified with the proper details and stock card data and a request for repair for the
equipment should fill out a Material Requisition Form by the in – charge/subject or
adviser teacher or property custodian.
 No student fees are required for the repair for those who took damage during activity
with unintentional attempts under circumstances.
 Borrowers slip must be presented on the reporting of incident.
Repair of tool
 Any under repair tools and equipment should be reported immediately to the in –
charge/subject or adviser teacher or property custodian written through the use of
Inventory form sited above, the forms must be secured with accurate details abided
with the teacher guidance.
 No student fees are required for the repair for those who took damage during activity
with unintentional attempts under circumstances.
 Borrowers slip must be presented on the reporting of incident.

Procedures on inspection/inventory of report

After retrieving the tools and materials from the technical drafting session,
procedures should be followed on the process with the different circumstances of the unit.
1. Identify all the items by stock card details.
2. Separate each items/tools/equipment according to
function/uses.
3. Enumerate the items according to function/uses into the
inventory forms if not pretended
4. Account each item with their corresponding status base on the
pre-checking method conducted by the students and teacher, and create other
table of data specifying the Malfunction, for repair, for replacement and lost tools.
5. The following data forms must be collected:
a. Inventory form
b. Borrowers slip
c. Additional collected papers for unspecified items with condition.
9. The following forms must be presented to the class/adviser teacher upon the retrieval
of the tools/equipment to the property custodian.
