The main reason for the delay in project is Law & Order situation in the Project area i.e. North Waziristan Agency as
* working days are reduced as there are curfew imposed oftenly.
* working hours are less due to security threats and work is started in the morning when bomb disposal squad gives clearance given by the Armed forces.
* Night shift is not possible and only only work is done only in day time.
* Working on multiple and distinct sites is not possible.
