Manpower planning of Supervisors :


1. Notification issued under GDCE to select JE/Drg/S&T for 05 posts. Exam was held on
07-03-19, Results are also announced, posting to be done.

IX. The list of Statements to be sent regularly to Railway Board and to other Officers is
enclosed.
Handing over notes of Shri. R. Baskaran, proceeding on 47 days leave from
29-06-09.

1. The road map for signaling in SWR for 2009-10 has been clearly defined
after discussion during Sr. DSTE’s meeting on 02-04-09, meeting minutes
issued and may be perused. (Copy enclosed for ready reference).

2. BYPL goods cabin replacement work was targeted to be completed before


15-05-09 with the existing Signalling plan issued by CSTE/CN. Work
order has already been finalised. The work is under progress & is to be
monitored.

3. Overhauling of BI & LF etc., annual inspections of Stations by Sr. DSTEs


have already been given in a month wise programme for the current
financial year. This should be monitored closely.

4. A month wise target for completion of signaling works have been finalised
after taking particulars from Sr. DSTE’s during meeting on 02-04-09.

5. Cable cuts ( both Signalling & Quad) are on the rise, critical sections are
ASK-RRB, b. DWR-KBI, c) UBL-HBS.

Sr. DSTES have been advised to monitor this very closely & take
action to prevent/ immediate restoration when the failure is there.

CSE is given immediate information of Block Failure in I). ASK-RRB


section II) HBQ-Kundagol section by test room MYS (which was also
critical earlier.)

6. RRB indents: Statement ‘A’ shows the replacement indents required from
all Divisions, DRM’s to be pursued for obtaining the replacement indents.

Statement ‘B’ shows the replacement papers sent to Chairman, RRB/BNC


from CPO’s Office. To be pursued with RRB/BNC for early replacements. 13
papers have been sent by RRB recently.

7. No P.Way plan is pending in the CSTE’s office for clearance. CSE is the
secretary IRSTE chapter/SWR/Hubli. Executive committee meeting
conducted.

8. No sanction / Paper is pending for CSTE’s sanction for signaling works.

Handing over notes of Shri. R. Baskaran, proceeding on 12 days leave
from 15-02-2010.

1. SSPN Station is nominated to CSE on “own your station” scheme.

2. SBC Division BYPL (Ex) - DBU section is nominated to CSE on “own your section”

scheme.

3. CSE is Secretary of IRSTE.

4. BYPL goods cabin replacement work is to be carried out with the existing

Signalling plan issued by CSTE/CN. The work is being progressed very slowly by

Sr. DSTE/SBC.

7. No sanction / Paper is pending for CSTE’s sanction for signaling works.

8. Taking over of stations from Construction: Many stations have been taken

over from construction even with pending works, , documents are yet to be

received from Construction .

9. The documentation of signaling plan, TOC and circuit diagram in SW Rly is not

proper, for most of the stations, may be due to lack of staff and no system
being followed by open line units and Construction units who are executing

works, This requires to be streamlined. Implementation of policy guideline

already issued is to be followed up. Proposal for creation of staff in drawing

office is enclosed for following up. XSTE/Sig/HQ has been instructed to put up

along with previous correspondences. Most of the matching surrender for

creation of HQ organization by parent railways has already been consumed in

creating field staff for additional assets.

10. The basic document of circuit diagram (bell tested copy) seems to be is missing

for many stations in UBL Division, where open line has carried out signaling

works. Details are yet to be received from Sr. DSTE/UBL. This may be the

case at other Divisions also.

11. Construction has not handed over “as made” diagrams, i.e. signalling plan, TOC &

circuit diagrams for most of the stations commissioned in the last 3 to 4 years.

This issue has been taken up with Construction for the past one year, but not

even a single as made document has been submitted to HQ in the last one year.

As made circuit diagram submitted earlier for Ballekere station by CSTE/CN

had more than 100 vital mistakes, which was got corrected after detailed check

up in the field. Since there has been delay in submission to the documents, the

correctness / authenticity may be required to be ascertained through sample

check by open line also before the records are finalized. SSI circuit diagrams

have not been prepared by CSTE/CN & CSTE/Proj for most of the stations. This

also is required to be pursued.

12. Pending indents on RRB: Chairman RRB has been constantly pursued for

supplying the papers for the pending indents / replacement indents, details are

with Mr.Kishore, Hd.Clerk.

13. For the training programme of ESMs CSTE/S.Rly has agreed to conduct the

class room traings at zonal training centre (S&T) /PTJ starting from April 2010,

which is required to be pursued. Alternatively CSTE/SCR has also agreed to

conduct training for 25 ESMs in ZTS/SC.


14. Quality of Construction works have been very poor. Most of the stations

recently commissioned have got power supply problems due to improper initial

charging of batteries for which a detailed procedure order has been issued to

associate open line staff, which is not being followed by Dy.CSTE/CN/UBL The

same should be pursued with all the construction units for following CSTEs

procedure order.

15. A list of policy circulars issued in the last one year (18 Nos.) is enclosed for

your reference, giving clear directives to the field units.

16. Policy circulars which are required to be issued immediately.

a) Bonding diagram with double TLD.

b) Extention of power supply to LC gates.

c) In the absence of clear directives, there has been confusion in finalizing

signalling plans. Draft policy is being processed for approval of COM & CSTE.

Copy is enclosed for following up.

17. Use of 1000V relays in major yards: Relay voltage at some of the

UCRs/HRs/ECRs and TPRs (where the station is located on one side) is very

critical (less than 20V). This can be improved by providing of 1000 ohms/24V

relays to improve the reliability of signaling system.

18. A trial made with 1000 Ohms Relay brought from BZA division has shown

considerable improvement in relay voltage (more than 3V). Procurement of this

type relay to be initiated.

19. UBL Division is having the practice of connecting fuses in the bus bar with 1.5

sq mm cable. This has got an inherent disadvantage of reduction in bus bar

voltage on some of the relay racks, which can be improved by the order of 3

volts by providing separate wires to relay racks. This has been successfully

implemented at UBL B cabin and C cabins. Similar arrangement is required at

other major yards in UBL Divn for improving reliability.


20. Video conferencing with SSE/Sig on trial basis was implemented in CSE’s room

& SSE/Sig./BAY successfully. Video cameras are being installd for all SSE/Sig

in UBL Division to enable CSE to speak to all SSE/Sig directly.

21. AAC for 2010-11 is required to be finalised by all divisions by March 2010.

Action plan is advised. SBC division has not finalised any imprest stores from

2003. Vetted proposal is required to be submitted by Sr. DSTE/SBC to

DMM/AP immediately. (only un-vetted proposal was sent.)

22. Month wise action plan for Improvement of signalling systems for 2010 (Jan to

Dec) is enclosed for guidance.
