መግቢያ Introduction

የጤና ባሇሙያዎች የሚሰጡት አገሌግልት Whereas it is important to ensure that

Whereas, it is important to establish a

አሰጣጥና ቁጥጥር እንዯሀገር ወጥ የሆነ registration, licensing, and regulation
አሰራር መከተሌ አስፈሊጊ በመሆኑ፤ of health professionals;

በመሆኑ ምበኢትዮጵያ የምግብ፣
የመዴኃኒትና ጤና ክብካቤ አስተዲዯር እና
ቁጥጥር አዋጅ ቁጥር 661/2002 አንቀፅ 55
(3) እና የምግብ እና መዴኃኒት አስተዲዯር
አወጅቁጥር 1112/2011 አንቀፅ 73 እና
ዯንብ ቁጥር 299/2006 አንቀፅ 98 መሰረት
ይህ መመሪያ ወጥቷሌ፡፡

Now, therefore, this directive under
Article 55 (3) proclamation No.
661/2002 of the Ethiopian Food, Drug
and Healthcare Administration and
Control and the Food and Drug
Administration has issued this
directive under Article 73 of
Proclamation No. 1112/2011 and
Article 98 of Regulation No. 299/2006.

1. አጭርርዕስ
1. Short title
ይህ መመሪያ “የጤና ባሇሙያዎች
This directive may be cited as “Health
ምዝገባና የሙያ ስራ ፈቃዴ አሰጣጥ Professionals Registration, Licensing
አስተዲዯርና ቁጥጥር መመሪያ ቁጥር and Regulation Directive No.”770
“770/2013” ተብል ሉጠቀስ /2021”.
ይችሊሌ፡፡
2. Definition
2. ትርጓሜ Unless the context requires otherwise,
the following terms shall be interpreted
የቃለ አገባብ ላሊ ትርጉም የሚያሰጠዉ as follows:
ካሌሆነ በስተቀር በዚህ መመሪያ ዉስጥ፡-
1. "Health Professional" means a

ትምህርት” ማሇት አንዴ ሇሁሇተኛ
ጊዜ የተወሰዯ የተሇየ ስሌጠና (specific
training) የመጀመሪያውን የተሇየ
ስሌጠና (specific training) እንዯ
ቅዴመ ሁኔታ በአስገዲጅ ሁኔታ
የሚወስዴ ከሆነ ወይም በተማሳሳይ
ዘርፍ ትምህርቱን ያሻሻሇ ከሆነ ማሇት
ነው፡፡
13. “ሮቴቲንግ ኢንተርን " ማሇት
የመጨረሻ አመት የጠቅሊሊ ህክምና፤
የጥርስ ህክምና ወይም ፊዚዮቴራፒ
ህክምና ሌምምዴ ሊይ ያሇ ተማሪ
ማሇት ነው፡፡
14. “ትክክሇኛነቱ የተረጋገጠ
(Authenticated)” ማሇት ውጭ ሀገር
የተማረ ኢትዮጵያዊ ወይም ኢትዮጵያ
ውስጥ መስራት የሚፈሌግ የውጭ ሀገር
ዜጋ የትምህርት ወይም ተያያዥ
ማስረጃዎች ትክክኛ ስሇመሆናቸው
የኢትዮጵያ ውጭ ጉዲይ ሚኒስቴር
ፊርማ እና ማህተም በማስቀመጥ
ያረጋገጠው ማሇት ነው፡፡
15. “የውሌ ግዳታ ያሇባቸው” ማሇት የጤና
ባሇሙያው ትምርቱን ካጠናቀቀ በኋሊ
ስፖንሰር አዴርጎ ያስተማረውን ተቋም
ሇሚታወቅ የጊዜ ገዯብ (ሇተወሰነ ጊዜ)
ተመሌሶ ሇማገሌገሌ ወይም የታወቀ
የገንዘብ መጠን ሉከፍሌ ተስማምቶ
ውሌ የገባ ማሇት ነው፡፡
16. “ጊዜያዊ የሙያ ፈቃዴ” ማሇት
የትምርት ውሌ ግዳታ ሊሇባቸው የጤና
ባሇሙያዎች ግዳታቸውን እስኪጨርሱ
ዴረስ የውሌ ግዳታ ሇገቡበት ተቋም
የሚሰጥ የሙያ ስራ ፈቃዴ ማሇት
ነው፣
17. “ሚኒስቴር” ማሇት ጤና ሚኒስቴር
ማሇት ነው፡፡
12. "Directly related training or
education" means the second
specific training received for the
second time is either dependant
on or take a first specific
training as a prerequisite, or if
you improve your education in
a similar field of study.
13. "Rotating Intern" means a final
year student who is practicing
general medicine, dental
medicine, or physiotherapy.
14. "Authenticated" means an
Ethiopian-educated abroad or a
foreigner wishing to work in
Ethiopia certifying the
authenticity of educational or
related documents by signing
and stamping the Ethiopian
Ministry of Foreign Affairs.
15. "A professional with contractual
obligation”means after
completing the course, the
professional agrees to return to
the sponsoring institution for a
specified period of time (for a
limited time) or to pay a fixed
amount.
16. "Temporary Professional
License" means issuing a
professional working license by
a regulatory organ to
sponsoring institution of a
health professional who has a
contract until the end of the
term.
17. "Ministry" means the ministry of
health

This Directive shall apply to Ethiopian

5. የጤና ሙያ ስሌጠናውን በሀገር
ውስጥ ሊጠናቀቀ ኢትዮጵያዊ 5. Requirements for an Ethiopian
የጤና ባሇሙያ የሙያ ስራ ፈቃዴ Health Professional who has

2. ከተመረቀበት ኮላጅ ወይም ዩኒቨርሲቲ
የተሰጠ የተማረውን የሙያ ዓይነትና 2. Should present authenticated
academic credentials from the

የጤና ባሇሙያ ከዚህ በታች may obtain a professional license if

Any Ethiopian or an Ethiopian-born

foreigner needs to fulfill the following

ዝግጅት 1. Professional nomenclature shall
be based on the educational level
of the professional.
2. As mentioned in Figure 1, the
professional designation will be
labeled as Junior, Senior, Chief,
Expert, Senior Expert, Chief
Expert, and Consultant based on

መሰረት ሇተቆጣጣሪው አካሌ ሳያሳውቅ
በሙያው ሲሰራ ቢገኝ ባሇሙያው ያሇ
ሙያ ስራ ፈቃዴ ሲሰራ እንዯተገኘ
ተቆጥሮ በሚኒሰቴሩ ወይም በክሌሌ
ተቆጣጣሪ አካሊት አስተዲዯራዊ እርምጃ
ተወስድበት በዚህ አንቀጽ ንኡስ አንቀጽ
(3) መሰረት እንዱሰራ ይዯረጋሌ፡፡
3. በሚኒስቴሩ ወይም በክሌሌ ተቆጣጣሪ
አካሊት በዚህ አንቀጽ ንዑስ አንቀጽ (1)

በፈተና ተመዝኖ ማሇፍ ሲችሌ ወይም
የሙያ ዘርፉ አገር አቀፍ የብቃት ምዘና
የሚሰጥበት ካሌሆነ በሰንጠረዥ 1
መሰረት በበሳሌ ባሇሙያ ክትትሌ ስር
እንዱሰራ ተዯርጎ ሲያጠናቅቅ እና
ሇሌምምዴ ከተመዯበበት ተቋም የዴጋፍ
ዯብዲቤ ማግኘት ሲችሌ እና የሙያ
ፈቃዴ ሇማግኘት የሚያስፈሌገውን
ላልች ቅዴመ ሁኔታዎችን ማሟሊት
ሲችሌ በሚኒስቴሩ ወይም በክሌሌ
ተቆጣጣሪ አካሊት ፍቃዴ ይሰጠዋሌ፡፡
4. በሰሇጠነበት የሙያ ዘርፍ በተከታታይ
ከአስር አመት በሊይ ያሌሰራ ባሇሙያ
ተመሌሶ ወዯዘርፉ መግባት አይችሌም፡፡
14. Period of professional
license is not functional
1. If any health professional has not
performed using the given
professional license, he or she will
practice under the supervision of
experienced professional in
accordance with Table 1.
2. If it is found to be operating
without informing the regulatory
body following sub-article (1) of
this Article, it shall be deemed to
have been obtained without a
professional license and
administrative action shall be
taken by the Ministry or regional
regulatory bodies and will subject
to practice under supervision in
accordance with sub-article (3) of
this Article.
3. Based on this article sub-article

off duty, if their profession is
included on the national licensure
examination and pass the
licensure exam after three months

አገሌግልት ሇሚያዯርሰው የሙያ
ስህተትና ጉዲት አግባብ ባሊቸው
ሕጏች ተጠያቂ ይሆናሌ፡፡

 16. Granting replacement
professional license

ከኢትዮጵያ ውጪ ያሇ ላሊ ተቆጣጣሪ
ወይም ቀጣሪ አካሌ የሙያ ስራ ፈቃደ
እንዱረጋገጥሇት (verification) ወይም
በኢትዮጵያ ውስጥ ቆይታው ስሇነበረው
ሁኔታ ጉዴስታንዱግ ላተር (Good standing
letter) ሉጠየቅይችሊሌ፡፡ በዚህ ጊዜም፡-
1. የሙያ ፈቃደን የሰጠው አካሌ
የተጠየቀውን የማረጋገጥ (verification)
ወይም ጉዴስታንዱግ ላተር (Good
standing letter) ይሠጣሌ፤
2. በዚህ አንቀፅ ተራ ቁጥር '1' ያሇው
እንዯተጠበቀ ሆኖ ጠያቂው አካሌ
የክሌልችን ምሊሽ ሇመቀበሌ ፈቃዯኛ
ካሌሆነ ሚኒስቴሩ ከክሌልች ጋር
በመነጋርና መረጃውን በመሇዋወጥ
የማረጋገጥ (verification) ወይም
ጉዴስታንዱግ ላተር (Good standing
letter) ሉሰጥ ይችሊሌ
17. Regarding the verification
of a professional license

20. የ ሙ
ያ ስራ ፈቃድን የ ሚያሳግደጥፋቶች
ማንኛውም የጤና ባሇሙያ ከሚከተለት
ምክንያቶች በአንደ ጥፋተኛ ሆኖ ከተገኘ
ሚኒስቴሩ ወይም ክሌሌ ተቆጣሪ አካሊት
የሙያ ስራ ፈቃደን ሉያግዴ ይችሊሌ፡-
1. ከሁሇት ጊዜ በሊይ ከሙያ ትግበራው
ጋር በተያያዘ የጽሁፍ ማስጠንቀቂያ
ተሰጥቶት ተገቢውን ማስተካከያ
ሳያዯርግ ሲቀር እንዯአግባቡ ከሶስት
ወር ሊሌበሇጠ ጊዜ፤
2. ባሇሙያው በሙያው ሇማገሌገሌ
ብቃት የጎዯሇው መሆኑ አግባብ ባሇው
አካሌ ሲረጋገጥና ሲወሰን፤ ውሳኔው
የእገዲ ጊዜውን የሚያካትት ይሆናሌ
3. ባሇሙያው በአዕምሮ ህመም ምክንያት
ሙያውን በሚገባ መወጣት ካሌቻሇ
የጤና ሁኔታው እስከሚሻሻሌና በሀኪም
እስኪረጋገጥ፤
Part Three
Special Provisions
18. Professional Licensing System
States may establish their own
professional licensing system.
19. Administrative Action
If any health professional commits an
offense that entails suspension,
revocation, or has committed a
criminal act,the Ministry or the
regionalregulatory bodies shall take
appropriateadministrative action
or prosecute him/her.
20. Misconduct resulting in
Prohibitions
If a health professional is foundguilty
of any of the following reasons, the
Ministry or the regional state
regulatory body may suspend the
professional license.
1. More than twice a written warning
in connection with the professional
practice and found without proper
corrections for not more than three
months period accordingly.
2. If the professional is found
incompetent to practice his profession
by an appropriate entity and the
decision includesthe subject to the
suspension period.
3. If the professional is not able to
perfo-rm the profession due to mental
illness until the condition
improvesandis confirmed by a doctor.

የትምህርት ማስረጃ በማቅረብ መሆኑ
በማስረጃ ሲረጋገጥ፤
2. የጤና ሙያ እውቀቱንና ክህልቱን
ተጠቅሞ ከባዴ የወንጀሌ ዴርጊት

ማንኛውም ባሇሙያ በአስር የስራ ቀናት
ውስጥ ፈቃደን የመመሇ ስግዳታ አሇበት፡፡

የሚመሇከታቸው ማንኛውም የጤና ባሇሙያዎች
እና ጤና ተቋማት የመተባበር ግዳታ

21. Miss conducts which may
result in the cancelationof
professional work license
Any health professional if found to
be violating the following sub-articles
its professional work license may be
canceled by the minister or regional
state regulatory authority
1. If confirmed to be the professional
license is given in providing false
educational evidence
2. If comit a heavy crime using
his/her professional skill and
knowledge and found to be guilty by
court.
3. If he is found practicing his/her
profession violating the sanction
imposed under Article 20, sub-article9
4. If the appropriate entity decides
that the professional license shall be
canceled due to violation of
professional ethics
22. Restitution of Professional
Licensing
Any professional whose license has
been suspended or revoked or who
voluntarily relinquishes his or
her profession is obliged to return his
or her license within ten working
days.
23. Obligation to cooperate
Any health professional and health
institutions who is concerned should
cooperate in order to execute this
directive.

በዚህ መመሪያ ተሸሯሌ፡፡በተጨማሪም
Supervision Directive No. 20/2006 has
