2 Force required in cable to resist BM & SF at section X-X

For preliminary calculations, the cable is placed at a dist (b/6) from the center of the section.
Doing this, there won't be any tensile(uplift) stress on the opposite side. This cable location gives
maximum force. The cable eccentricity can be further increased by providing additional cable on
the other side.
