What is a Nation? A nation is defined as people, or aggregation of people, existing in the form
of an organized society. This society usually inhabits a distinct portion of the earth, speaks the
same language, and upholds the same customs. A historic and cultural continuity can be
recognized for the particular mass of people, who may or may not grouped by racial origins and
characteristics. Everyone lives together and generally, but not necessarily, abide by the same
government and sovereignty.
What is a State? A state is a community of persons, more or less numerous that occupy a
definite territory, possess an organized government, and enjoy independence from external

common heritage, and harness their common potential for the general well-being of the state’s
citizens. Under international law, a state is not equivalent to a nation. While a state is more of a
political concept, a nation usually pertains to racial or ethical features.
What is the difference between a nation and a state? The State is characterized by four
crucial elements—population, territory, government, and sovereignty. The absence of simply
one of these elements renders a state incapable of being a state. On the other hand, a nation is
a group of people who have a strong sense of unity and identity. Common territory, race,
religion, language, history, culture, and political aspirations are aspects that forge a nation, and

the security and welfare needs of its people. It is concerned with external human actions. It is a
legal entity. While a nation is a countable population united for various reasons, the bonds that
provide the foundations for a nation consist of emotional, psychological, and spiritual
components. A nation has little to do with the physical needs of the people. It is vital for each
state to possess a fixed territory because its people need somewhere to live. It is the physical
realm of the state, and its borders can also be increased or decreased. A state is therefore a
territorial entity and must retain its land to survive; however, land is not a necessary requirement
for a nation. Love for a common motherland acts as a source of unity for a body of people. For
example, the Jewish community was a nation without a fixed territory of their own until 1948.

Additionally, a nation’s “borders” can extend further than a state’s established limits. The French
nation extends into Belgium, Switzerland, and Italy because many people in these countries
were once part of the French state. They are still tied by a common ethnicity, history, and set of
traditions as well as aspirations. This blending of nations over borders causes multinational
states to arise, as is seen prevalently in Europe. Before World War I broke out, Hungary and
Austria were actually one state but two separate nations. Now they are two states and two
nations with a great deal of overlap nationally speaking. Sovereignty is a must for a state to
exist. It is the soul of the state. In the absence of sovereignty, there is no ruling power to see

populations. It is not essential for a nation to possess sovereignty. The most basic requirement
of a nation constitutes the strong connections of emotional unity amongst its people, which
develop due to several common social and cultural elements. For example, India was only a
nation until the mid-19th century because it was governed by Great Britain. While the latter had
a state, India did not. When India gained its independence in 1947, it then became a state and
thus, ended British imperial rule. History has shown that most nations aspire to be sovereign
and independent. A nation’s unity of the people emerges slowly and steadily. No special efforts
or equations go into the formulation of a nation. Because it takes a long time for a nation to

not have the same boundaries, there is a tendency for a nation and state to be one and the
same, or at least greatly overlap. Most of the modern states are multinational states. The
modern state is called a nation-state because all of its nationalities live in one state and they
stand integrated into one nation. It is important to bear in mind that a state continuously pursues
the objective of integrating the nation. The state attempts to secure this objective by procuring a
voluntary blending of both the majority nationality and its minority nationalities. This is done
through a collective living: sharing the same experiences the state undergoes, which helps the
people develop strong emotional, spiritual, and psychological bonds. Unity in diversity stands

and withstands the test of time. When sovereignty ends, the state dies, but the nation does not.
A nation can survive even without sovereignty. For example, after their defeat in World War II,
both Germany and Japan lost their sovereign statuses and outside powers began to control
them. They ceased to exist as states, but both Germany and Japan continued to live as nations
for some time until they were eventually granted the right to regain their sovereign status and
become independent sovereign states again. A state can be created with the conscious
endeavors of a people once its four ingredients are assembled. As seen previously, the physical
elements of territory play an important role in a state and its birthing. For example, after the

can merge, they can also break apart into smaller pieces. Pakistan emerged from India in 1947
as its own separate state. A very notable difference between state and nation is that the state
has police power. Those who dare to disobey its rulings are punished. A nation does not have
any form of law enforcement to penalize perpetrators, meaning it has no police or coercive
power at its disposal. Nations are backed by moral, emotional, and spiritual power backed by
