1 GENERAL

1.1 Scope

This Specification deals with the requirements to be adhered to for


assembling and testing pipes and piping components for plants.

Underground and aboveground, onshore and offshore piping are within


the scope of this specification.

2 FUNCTIONAL NORMATIVE REQUIREMENT

2.1 Operative environment

During the assembling and inspection of metallic piping the environmental


conditions of the place of installation shall be taken in consideration as
defined in the documents issued for the specific project.

Anyway the following factors shall be considered:

- minimum and maximum temperatures;


- danger of explosion and fire;
- presence of dusts or grease;
- presence of condensate and umidity.

2.2 Functional requirements for assembling piping

The assembling and inspection of the underground piping shall be in


accordance with ASME B31.3, with the additional requirements of this
specification, with the “Piping Project Specification” and with the
documents issued for the specific Project.

2.2.1 Cleaning before erection

It shall be Contractor’s obligation to carry out the internal cleaning of the


piping to fit up.
The contact surface of flanges and threaded joints shall be checked before
joining; any dust, oxide and grease shall be removed.

2.2.2 Mechanical assembling of piping

During the assembling any possible care and suitable devices shall be
used, in order to prevent possible damages to the materials to be installed
(e.g. for coated piping, whether underground or not, slings coated with
rubber or plastic material shall be used).

2.2.2.1 Layout of pipelines

All pipe systems shall be fitted up in the exact position requested by the
assembling drawings. In order to fit up the pipe system in its own exact
position the Contractor could use temporary supports that shall not
anyway be welded to the piping without Company authorisation. For
underground piping proper lean concrete supports shall be placed in order
to bring the piping to be installed to the erection elevation prescribed by
the assembling drawings.

All piping components that may obstruct inspection or washing operations


or be damaged in the process, shall be removed before such operations
and subsequently re-installed .
“Piping components” means any equipment installed in pipe system: as,
for example, orifices plates, flow controllers, differential pressure meters,
turbine and magnetic meters, rotameters, flow indicators, Venturi meters,
filters, etc.

Gaskets shall not be re-used after having been removed from the flanges.

The handling of safety valves, control valves, level indicators and


controllers and thermowells, being classified among the most important
and delicate components of the plant, must be handled with special care
to prevent shocks and mishandling.

Particular care shall be taken for stainless steel and non ferrous materials
(nickel and copper alloys etc.) piping components handling, in order to
prevent contamination by carbon.

2.2.2.2 Installation and positioning of the pipe supports

After laying the pipe line in the correct position, the Contractor shall take
provisions for the positioning of the final supports, welding of piping and
installation of all components.

Preparation of edges to be welded, joining of pieces, execution of welding,


and heat treatments, shall be performed in accordance with the
Company’s welding specifications mentioned in the “Piping Project
Specifications” and in the isometric drawings.

The following prescriptions shall be adhered to:

- in case the final supports already exist or have been previously


positioned, it shall be Contractor’s care to verify their positioning and
to adjust the piping during assembling;

- during piping erection the spring supports and the expansion joints
shall be in their locked position;

- during heat treatments, if any, the piping shall have sufficient


possibility of expansion;

- generally speaking, threaded joints shall not be seal welded. To


ensure seal tightness it shall be necessary to coat the threads with
teflon tape (for operating temperatures up to 200 °C only) or suitable
sealing mixtures.

In case the seal weld on threaded joints is requested, it shall be performed


in accordance with the following presciptions:

a) any threaded connection subject to seal welding shall be made


without the use of sealing mixtures or teflon tape;

b) all traces of oil shall be removed;

c) for butt welded piping systems which need heat treatment, such a
treatment is not required for any seal welds. However, in case of
piping in low alloy materials (P5, P7, P9 and P22) the seal welds, not
submitted to heat treatment, shall be performed with austenitic or
nickel alloys electrodes.

d) after the joint has been tightened, the seal welds shall cover all
remaining exposed thread or at least 6 mm of it.

No joint shall be carried out between flanges without insertion of gaskets.


Whenever a risk of misalignment exists due to welding shrinkage, the
flanges shall be joined with temporary gaskets and then welded to the line.
All stud bolts and bolts shall be coated with graphitized oil before
installation. All bolts heads shall be installed from the same side; stud
bolts shall protrude from nuts for at least 1 or 2 engaging threads.

The existing misalignment, if any, between equipment and piping flanges


after their assemblying, shall be verified before making the connections to
the equipment itself. If misalignment between flanges cannot be corrected
in cold condition, hot methods may be used, provided that such methods
shall be suitably monitored and allowed by the welding specifications.
An acceptable misalignment between flanges, after tightening of bolts,
must not move the alignment between machine and driver more than 70%
of the allowed tolerances.
During tightening of the piping, a dial gauge for misalignment check shall
be installed.

Contractor shall isolate safety valves, control valves, lever indicators after
their erection from the remaining part of piping by means of blanks (see
section 2.6.3.3).

Thermowells shall not be welded.

2.2.2.3 Unlocking of spring supports and expansion joints

On completion of all erection operations, Contractor shall unlock the spring


supports and expansion joints.

2.2.2.4 Insulation and painting

Piping insulation and painting shall be in accordance with the


Specifications issued for the specific Project.
If not otherwise indicated in the documents issued for the specific Project,
the insulation shall be applied after the piping test and tracing.

After the piping test, all circumferential welding shall be painted using the
full cycle.

The correct installation of the insulation shall be certified on the form


MOD.MEC.FTC.033.

2.3 Ergonomics

There are no ergonomic requirements applicable to the activities


described in this Specification.

2.4 Safety

The safety requirements to be adhered to are those strictly connected with


the activity of assembling, laying and testing.

2.5 Requirements for Quality Management and Quality Assurance

Any requirements concerning Quality Management and Quality Assurance


are included in the appropriate Specifications attached to the Request for
Bid.

2.6 Additional requirements for review

Contreactor shall adhere to ASME B31.3 code requirements and to what


is specified below:

• The tests and inspections requested and to be witnessed by the


Company are indicated in the Inspection Data Sheets (IDS -
MOD.MEC.PLI.129).

• The Contractor shall present an own plan of inspection for approval,


complete of the description of the available equipment.

• The form MOD.MEC.FTC.033 shall be used for certifying the phases of


verification, inspection and refurbishing of the pipe system and the
relevant Company authorisations.

2.6.1 Preliminary checks before installation

Before beginning the installation of the material, Contractor shall check the
material in such a way to establish the correct compliance with the piping
specifications and drawings.

The following is a non-limiting example of the checks to be performed:


- compliance of the materials of all piping components;
- compliance of sizes;
- compliance of thickness;
- compliance of type of flanges;
- compliance of type of valves;

- compliance of type of gaskets;


- compliance of type of bolting (length, size and material);
- check for any damage due to material handling and transportation
which can be detected visually.

The Contractor shall carry out the following checks:

- check of the compliance between the dimensions reported on the


assembling drawings and the materials, whether or not pre-fabricated,
to be installed;

- check of the compliance between elevations at equipment connection


points or structure support points with the elevations shown on
drawings;

- check for non-interference between structures, equipment, piping


already erected and the piping to be installed;

- for underground piping, check for dimensions and bottom of pipe


laying depth.

2.6.2 Checks of welding

Not destructive examinations on welds shall be performed in the


percentage foreseen by the “Piping Project Specification” and with the
procedure made in accordance with the welding specifications mentioned
therein or on the isometrics.

After performing the checks and possible heat treatments, Contractor shall
fill the relevant sections of the form MOD.MEC.FTC.033.

2.6.3 Testing of piping

2.6.3.1 Hydrostatic test

After the completion of piping, the Contractor shall perform hydrostatic test
according to the pressures specified in the Line List.

The hydrostatic test shall be normally carried out with sweet water.
In the case of austenitic stainless piping, the content of chlorides in water
used for hydrostatic test shall be less than 30 ppm.

For piping systems having design pressures above 430 barg, other fluids
shall be used (mixtures of oil and gas-oil) according to dedicated
specifications and particular prescriptions.

The Company reserves the right to request that the pressure gauge in the
lowest point should be replaced by continuous recorder of pressure and
temperature for the whole duration of the test. After completion of the test
Contractor shall submit the record chart attached to the test certificate.
The full - scale values of the recorder used shall not exceed 1.5 times the
test pressure.

The piping working at atmospheric pressure (i.e. drains, vents etc.) shall
not be subjected to pressure test but only to visual inspection or to filling
test.

2.6.3.2 Alternatives to Hydrostatic test

Alternatives to the hydrostatic test may be proposed by Contractor


provided that all the requirements stated by the design code ASME B31.3
and PED shall be met. The Contractor shall issue a dedicated procedure
which shall be submitted to the Company for approval.

In case of pneumatic test the fluid to be used for testing shall be free of
traces of condenses and oil.

2.6.3.3 Operations before admitting the test medium


Before to proceed to a test of any circuit of piping and/or any single pipe
system, the Contractor shall provide to:
- submit for approval to the Company the form MOD.MEC.TUB.006
completed for each line to be tested;
- prepare two pressure gauges for each testing circuit, correctly
calibrated and set to zero, and install them in two points of the line or
circuit to be tested; if possible, one should be placed in the highest
part and the other in the lowest part of the line, and anyway at the
maximum possible distance from each other. The full - scale value of
the pressure gauges shall not exceed by 1.5 times the test pressure;
- Isolate by means of blind disks the following components:
• safety valves;
• control valves;
• heat exchangers and tube bundles of air coolers;
• equipment;

• machinery;
• instrumentation in general;

- remove the control valves and valves with non metallic seals during
flushing of the lines;
- positioning of the ball valve with non metallic seals with ball partially
opened (about 45°) in order to prevent damages to the seal seats;
- the valves for low temperature service, i.e. with operation
temperatures lower than -29° C, shall be internally cleaned from any
trace of moisture and grease before the line commissioning.

It shall be noted that bolts of the above mentioned insulation points shall
not be tightened until water is drained from them.
Each blank shall be provided with one red coloured hub.

2.6.3.4 Admitting the test medium

Once prepared the pipelines the Contractor shall admit the test medium
into piping concerned keeping drain points opened to the maximum extent.

As soon as the fluid coming out of the drains, in the unobjectionable


opinion of the Company, is clean the Contractor shall close the venting
and draining valves and tighten the connecting flanges, leaving the shutoff
blanks installed.

Depending on test pressure of the equipment and on the degree of


cleanliness attained by piping before testing, with the Company approval it
shall be possible time by time to include in the circuit under test
equipment, heat exchangers and air coolers as well.

The Contractor shall supply all necessary temporary gaskets and shut-off
blanks.

2.6.3.5 Pressurizing

As soon as all flanged connections and/or threaded joints are closed, the
Contractor shall pressurize the line and the loop to be tested, providing (in
case of hydrostatic test) to vent the air still contained in the system
through the vent valves foreseen (or partially loosing the connections
where no vent valves have been provided).

Once the test pressure specified in the Line List is reached by the
pressure gauge in the lowest part of the line, the test shall start.

2.6.3.6 Acceptance criteria and final checks


The pressure measured in the lowest part of the line pressure shall be
maintained constant for the time necessary to test the whole system.
The test shall last not less than 4 (four) hours.
In the case of hydrostatic test, the pressure gauge located in the highest
part of the line shall reach a value equal to the test pressure, less the
corresponding value of pressure head.
Pumping or venting operations during inspection shall be allowed only as
consequence of the ambient temperature variation, in order to restore the
test pressure.
In order to certify the test execution the Contractor and the Company shall
proceed to the following checks:
- check of the test pressure and of the temperature values;
- welds check, in order to ascertain possible leakages (by visual
inspection if a liquid is used as a test fluid, by a soap solution in the
case a gas is used as a test fluid;
- check of the flanged connection leakages;
- check and removal of welding spatter and tack welds, whenever
necessary.

The inspection may be repeated (at Contractor’s expenses) in the case of


minor defects, such as small leaks or sweating from welds, and in case of
addition of welded parts (such as thermowells sheats, small sizes
connections etc.).

In case of tests performed during rainy periods the Company, in his


unobjectionable opinion, may or may not accept the tests outcome.
Acceptance will depend on whether the lines being tested have
maintained the test pressure during all period of the test.

2.6.3.7 Refurbishing of the pipe system

On Customer approval, at the end of the tests Contractor shall proceed to


the refurbishing of the pipe system with the following activities:

- discharge from the pipe system of the fluid used for inspection by air
blowing;

- removal of the blanks, with exclusion of the ones placed on lever


controller and indicators, control valves and safety valves;

- installation of final gaskets where temporary gasket had been used;

- final tightening of bolts;

- protection of the circumferential welding with primer;

- possible repairing of the bitumen and fibre glass coating of pipe to be


buried.

In case of leakage from some connection, if this may not be eliminated by


tightening, it shall be necessary to proceed, at the end of the inspection, to
the check of the tightness surface of the flanges, to its possible repair and
to the substitution of gaskets.

Any additional inspection of the pipe system at Contractor’s charge shall


not be performed only if a subsequent tightness check on whole plant at
Contractor expense is requested (as in Internal Normalization specification
06570.COO.AVV.FUN).

2.7 Documentation

2.7.1 Test documentation

The test documentation is indicated in the “Inspection Data Sheets” (IDS -


MOD.MEC.PLI.129) and shall contain as a minimum the following
information:

- list of inspections, checks and tests performed;

- indication of test execution development and relevant results;

- test execution procedures;

- description of instruments used;

- certification relevant to checks and inspections performed on materials


and components;

- inspection record (MOD.MEC.FTC.033).

2.7.2 Final documentation

The final documentation shall contain as a minimum the following


information:

- documentation issued for approval and approved by the Company.
