Read the experience of Ms. Cathy Martinez, a dev com practitioner, from an excerpt
of her diary. Identify from the excerpt how Ms Martinez showed the core values of dev
com as: purposive, pragmatic, and value-laden. Show also in your paper how she
accomplished, if there's any, the four (4) E's of dev com (empowerment,
environmentalism, entrepreneurship, equity) to make Philippine development a reality.
Include also her other qualities which you think relevant to the practice of
development communication.

1. Identify from the excerpt how Ms. Marinez showed the core values of development
communication as: purposive, progmatic and value-laden.

PURPOSIVE

Ms. Martinez want to educate and inform the up landers in Benguet that the use of azolla as an
organic fertilizer on their farm can help them save money and not spent big amount of money. But
it is not easy to convince the up lander especially the defeated barangay captain because of his
doubt on the government and to them, because the government proposed first the use of chemical
fertilizer and they did it and now the government is telling them to use organic fertilizer.
Misconception and misunderstanding has a great implication to this situation. And that time Ms.
Martinez spoke and came forward to explain their side. Through the declamation of Ms. Martinez,
she shows what their purpose is and that is not to be understood and not to be appreciated but just
to inform. After that the ex-barangay captain was amazed and moved by the declamation of Ms.
Martinez. The people in Benguet put now their attentions and trust to Ms. Martinez.

Ms. Martinez and Dr. Stella’s target is to encourage the people of Benguet not to rely on spiritual
traditions on treating their disease and put their trust in that kind of practices and help them to
have trust in going hospital and getting check up to a doctor.

PROGMATIC

Ms. Martinez’s campaign about azolla was successful because it really influences the people of
benguet. On December 8, 1980 that is the birthday of Ms. Martinez and Mang Tinoy’s wife cooked
“kilawing manok” and made fruit vegetable salad using vegetables fertilized with azolla compost. I
can see there is a good result to the campaign of Ms. Martinez.

Their campaign was successful and their hard work was paid off. Even Christmas day the people of
benguet are still visiting them. In fact, a lot of Telay’s patients invited them for a drink of tsokolate. I
can see that the campaign was just not successful but also it creates good relationship to each of
them.
VALUE LADEN

Because of being persistent, creative and being hard working the campaign was successful. I can see
the sincerity of Ms. Martinez and she is adaptive to the environment even she lives in lowland she
get along herself and adjust to the people where she is working.

ENVIRONMENTALISM

The campaign of Ms. Martinez on encouraging the uplanders to use organic fertilizer specifically the
Azolla, that Azolla can be used as an animal feed a human food, medicine, and water purifier. It
may also be used for the production of hydrogen fuel the production of biogas the control of
mosquitoes and the reduction of ammonia volatilization which accompanies the application of
chemical nitrogen fertilizer. Using this nature friendly and cheap fertilizer will possibly help the
development specifically in the Philippines environmentalism. The campaign of Ms. Martinez shows
the importance of organic fertilizer in farming and helps the farmers to save money.

EMPOWERMENT

Health awareness empowerment was utilized by Dr. Stella and Ms. Martinez on educating the
people about health. According on what I have read, the people of Benguet has not proper
education regarding health because of the place they are living, the people still believe in the old
practices of treating disease through ritual practices. On my own opinion the campaign oh these
two persons will empower the health awareness to Benguet and educate the people to come at
hospital and have their trust on medicines that is scientifically approved. If I will be going to apply
this in reality this is not a new happening in our country, Filipinos are spiritual and some of them
have doubt on doctors and we cannot blame them. But it does not end there, there is a need of
action to the problem and that is to make campaign pertaining to health awareness and by that
there will be a development.

3.Include also her other qualities which you think relevant to the practice of
development communication.

I have seen many good qualities to Ms. Martinez which I think relevant to the practice of
development communication and these are:

ADAPTIVE

Ms. Martinez has the ability to adapt in different situations. She used to live in a place that is not the
same in her place and she saw many practices that are unusual to lowland area. She used to adjust
and used to live how benguet people lived.
CREATIVE

In order to be a good development practitioner we must be creative just like Ms. Martinez on their
campaign in educating people regarding health. She knows the people of benguet are illiterate that
is why She made some visual aid or drawing to disseminate information so that the viewers will not
not having hard time to understand the piece. And also she makes connection to the priest of
benguet to patronize and make their campaign as part on his Sunday sermon so that the people of
benguet don’t need to read.

CONFIDENT

Having confidence is one of the most important qualities of a communication student. If we want to
influence and educate others we need to be confident on what we are saying. And if there is
someone have questions on us we need to be knowledgeable enough and be confident to answer
questions just like the declamation of Ms. Martinez.

OPEN FOR CRITICISM

In communication there will be always a different of opinion that want to be recognized and even
our works are for the benefits of the people someone will criticize us or will be against on us. But if
we will see Ms. Martinez on how she handle those kind of people, she just express herself and put
herself to the people of benguet so that she can get the trust of the people. We don’t need to be
aggressive or be against on people who are doing criticism but we need to keep doing what we are
doing so that those people who are against on us will understand the real purpose of our campaign
just like Ms. Martinez.
