1. Opšte
U ovoj metodologiji opisane su metode rada tokom
perioda niskih temperatura. Hladne temperature su
definisane kao niske temperature, i one zahtevaju
posebne metode prilikom izvođenja radova kako bi se
zadovoljili svi uslovi kao i u normalnim vremenskim
prilikama.
Vremenski uslovi se konstatuju i mere svakodnevno i
to se dokumentuje u građevinskom dnevniku. U
hladnim vremenskim periodima, temperature
vazduha će se meriti pre početka izvođenja svake
aktivnosti i proveravaće se da li se ona izvodi u
posebnim uslovima tj. da li će se odvijati u hladnim
vremenskim uslovima (npr. betoniranje). Izvođenje
radova u posebnim uslovima će biti dobro osmišljeno,
organizovano i sprovedeno na svim nivoima ovog i
onako osetljivog tehnološkog procesa.
Posebnim uslovima smatraju se klimatski uslovi takvi
da je temperatura okoline duže vreme niža od +5C° ili
viša od +30C°.
Hladni vremenski periodi kod nas se mogu očekivati
između Oktobra i Aprila.
Temperature navedene u nastavku su dnevne
prosečne temperature.
2. Oprema i materijali

1. General
This Method statement specifies working
conditions during cold temperature periods. Cold
temperatures are defined as low temperatures,
requiring special construction methodologies to
satisfy the same requirements as during normal
working conditions.
The weather conditions are measured on a daily
basis and documented in the construction log. In
cold weather periods temperatures have to be
measured prior to activities requiring special
methodologies during cold weather conditions (e.g.
pouring concrete). Execution of works in special
conditions will be well designed, organized and
implemented at all levels of this already sensitive
technological process.
Special conditions are considered to be weather
conditions such that the temperature is lower than
+ 5C ° or higher than + 30C °.
Cold weather periods in our country can be epected
between October and April.
The temperatures mentioned in the following are
daily average temperatures.

3. Betoniranje u hladnim vremenskim
uslovima
Proces betoniranja u zimskim uslovima nosi veliki
rizik i odgovornost, ali je neophodno da se obezbedi
kontinualni proces rada. Najveći problem ugrađivanja
betona pri niskim temperaturama je pojava pukotina u
betonu zbog razlike u temperaturi betona između
površine izbetoniranog elementa i srednjeg
(unutrašnjeg) dela elementa konstrukcije. Problem
postaje još veći kada su u pitanju masivne betonske
konstrukcije. U srednjem (unutrašnjem) delu elementa
beton oslobađa toplotu zahvaljujući hidrataciji i
vezivanju betona, dok se na površini betona toplota
brzo opada ako nije obezbeđeno neko dodatno
zagrejavanje betona i zadržavanje toplote. Ova razlika
u temperaturama betona dovodi do pojave pukotina

Tako da , prilikom betoniranja u hladnim uslovima,
samo uz odgovarajuće mere možemo obezbediti
visokokvalitetni beton.
Temperatura betona pre početka samog
betoniranja, na temperaturi vazduha nižoj od +5°C,
treba da bude između +10°C i +15°C. Ugrađeni beton
mora da ima minimalnu temperaturu veću od +5°C,
kako bi mogao da počne proces hidratacije cementa.
Taj ugraženi beton treba da ima „rezervu“
temperature, s obzirom da će u trenutku ugradnje doći
do njegovog hlađenja oplatom i montiranom
armaturom. Proces betoniranja treba započeti što je
pre moguće kako bi gubitak temperature betona
tokom transporta bio manji. Temperatura betona
nakon ugradnje mora biti veća od +5°C kako bi beton
započeo vezivanje.
U slučaju da je nakon ugradnje temperatura
betona niža od +5°C, beton se mora zagrejati do +5°C

3. Concreting in cold weather conditions
Concreting in winter conditions has its own risk
but it is necessary for providing the continuous
schedule of works. The utmost problem of the
concreting during low temperatures is the
appearance of the cracks in the concrete due to the
difference of the temperature of concrete between
the surface and middle part of the construction.
The problem becomes even bigger when it comes
to the massive concrete constructions. In the
middle part of the construction, the concrete is
heated by the appearance of hydration, whereas
the heat is lost rapidly on the surface of the
concrete if heat retention is not provided. The
difference in the temperatures of the concrete
leads to the appearance of the cracks and low
quality of the finishing layer of the concrete. When
concreting in cold conditions, only with proper
insulation can we provide high-quality concrete

3.1 Posebne mere kod betoniranja šipova u

mogu se izvoditi sve dok se temperatura vazduha
ne spusti ispod -10°C, a to je zato što ne postoji
zone smrzavanja ispod 70 cm od kote terena. Ne
postoje posebne mere za betoniranje ovih
elemenata u hladnim vremenskim uslovima,
vodeći računa o temperaturi i upotrebi posebnih
aditiva po potrebi, a sve to prema PBAB ’87.
3.2 Posebne mere kod betoniranja u hladnim
vremenskim uslovima - kod Naglavnih
greda/ Stubova / Ležišnih greda /
Montažnih nosača
Kod betoniranja ovih elemenata konsktrukcije, u
slučaju da je temperatura vazduha niža od +5°C,
pre betoniranja, oplata i armatura će biti
natkrivena i obavijena najlonom ili drugim
materijalom koji će sprečiti gubitak toplote
(odlazak u spoljni prostor) koja se stvara
zagrevanjem kalorifikatorima ili mašinom za
zaparivanje (tzv.”parnjačom”).
Nakon procesa betoniranja, na isti način pokriva
se beton na tom elementu i zagreva se element
8 sati, kao što je gore objašnjeno. Nakon 24 sati
od završetka betoniranja i početka zagrevanja
elementa, testiramo uzorak betona da
proverimo da li je dostigao potrebnih 30%
projektovane marke betona, kako bismo prestali
da grejemo konstruktivni element u hladnim
vremenskim uslovima i krenuli sa demontažom
oplate. Ukoliko nije dostignuta gore navedena
čvrstoća, proces zagrevanja se nastavlja.

3.3. Zaštita betona od isušivanja vetrom
Pored niskih temperatura, naročitu pažnju treba
obratiti na nepovoljno dejstvo vetra. Zaštita se vrši
pokrivkama natopljenim vodom, koje istovremeno
zadržavaju neophodnu vlagu betona i sprečavaju
isušivanje gornje površine sveže izbetoniranog
elementa.
Potrebno je voditi računa o dnevnim
oscilacijama temperature, naglih padova
temperature u toku noći i iznenadnih promena
vremena u periodu manjem od 24 h, od vedrog i
suvog, do snežnih padavina, i od ovakvih promena
unapred se obezbediti na jedan od opisanih načina.
Na gradilištu će biti obezbeđena dovoljna količina
ćebadi i najlonskih pokrivki, koje su potrebne za
opisane vidove zaštite betona.
3.4 Posebne mere na fabrici betona
Fabrika betona koja će snadbevati gradilište
betonom je "Shandong Foreign Economic &
Technical Cooperation CO. LTD" koja je locirana na
petlji Lajkovac pored autoputa E-763. Posebne
mere koje će se tamo sprovoditi su:
 Zagrevanje vode
U samoj fabrici betona biće postavljena cisterna
za vodu sa grejačima koja će grejati vodu. Voda
unutra će se grejati do 80˚C a zatim će se mešati sa
vodom iz bunara dok njena temperature ne bude
takva da će moći da se upotrebljava (oko ≈50˚C).
Voda će se prvo pomešati sa agregatom pre
dodavanja cementa. Takođe, sve vodovodne
instalacione cevi su pod zemljom, te nema
bojaznosti od smrzavanja istih.

3.3 Preventing concrete from drying out from
wind
Beside the extremely low temperatures, careful
attention will be paid to adversely effects of wind.
We use sodden covers which hold the necessary
humidity of concrete and at the same prevent the
upper surface of concreted element from drying
out too quickly.
It is necessary to take care of daily oscillations of
temperature, sudden temperature drops by night
and sudden changes of weather conditions in less
than 24h period - from clear and dry to snowing. It
is necessary to ensure concreted elements from
those conditions in advance.
There will be enough blankets, nylons and
awnings that are necessary for preventing
concreted elements in cold weather conditions.
3.4 Special measures at concrete plant
The concrete factory that will supply the
construction site with concrete is "Shandong
Foreign Economic & Technical Cooperation CO.
LTD", which is located on the Lajkovac loop next to
the E-763 highway. The special measures that will
be implemented there are:
 Heating of water
A water tank with heaters will be installed inside
the concrete factory, which will heat the water. The
water inside will be heated to 80˚C and then mixed
with water from the well until its temperature is
such that it can be used (around ≈50˚C). The water
will first be mixed with the aggregate before adding
the cement. Also, all plumbing installation pipes are
underground, so there is no fear of freezing them.

Za zaštitu agregata od smrzavanja i vlaženja,
agregat će se iz velikih boksova prebacivati u manje
boksove. Ti manji boksovi su zatvoreni sa tri strane

4. Mere za bezbedan i zdrav rad pri radu
sa građevinskom mehanizacijom
Mehanizacija, odnosno oprema koja se
koristi prilikom izvođenja radova mora biti u
ispravnom stanju, što znači da je održavana u
skladu sa uputstvima proizvođača, i da je
pregledana sa aspekta bezbednosti za upotrebu
u skladu sa Zakonskim odredbama.
Mehanizacijom mogu da upravljaju samo radnici
koji poseduju odgovarajuće uverenje da su
obučeni za rad sa njom i da su zdravstveno
sposobni za to.
Raspored mehanizacije vrši se po nalogu
rukovodioca radova.
Ukoliko se mehanizacija uzima u zakup od
trećeg lica, odgovorno lice na gradilištu je dužno
da od zakupodavca obezbedi dokaze da je
mehanizacija ispravna i da su na njoj primenjene
mere zaštite.
Pre svakog prekida rada rukovaoc je dužan
da isključi mehanizaciju iz pogona, i da je
obezbedi od uključenja od strane neovlašćenih
lica.
Po završetku dnevnog rada mehanizaciju
treba parkirati na bezbednom mestu u skladu sa

Organizovanje prve pomoći na gradilištu
Svim povređenim i naglo obolelim licima na
gradilištu mora se pružiti stručna prva pomoć
(PP) radi otklanjanja neposredne opasnosti po
život ili zdravlje radnika uz istovremeni poziv
hitne pomoći i transport povređenog do najbliže
zdravstvene ustanove Dom zdravlja ili bolnice.
Gradilište poseduje ormariće za prvu pomoć:
kod rukovodioca gradilišta, kod stabilnog
cirkulara i po potrebi na drugim mestima,
snabdevene potrebnim sanitetskim materijalom
i sredstvima za pružanje prve pomoći (u daljem
tekstu ormarić za pružanje prve pomoći).
U ormariću PP mora da stoji propisana
količina sanitetskog materijala sterilni prvi zavoj,
kaliko zavoj i kompresivni zavoj, flasteri i

5. Measures for a safe and healthy work when
working with construction mechanization
The machinery or equipment used to perform the
work must be properly and correct, which means that

for safety in accordance with the legal provisions. The
machine can only be operated by workers who have
the appropriate certificate that they are trained to
work with it and are medically fit to do so.
The mechanization schedule is done at the

If the machinery is leased from a third party, the
responsible person at the construction site is obliged
to provide the lessor with evidence that the
machinery is correct and that safeguards have been
applied to it.
Prior to any interruption of operation, the
operator is obliged to disconnect the machinery from
the plant and to secure it from being switched on by
unauthorized persons.
After the day's work is completed, the machinery
should be parked in a safe place in accordance with
the instructions of the work manager.
Organizing first aid at the site
All injured and terminally ill persons at the site
must be provided with first aid (PP) to eliminate the
immediate danger to the life or health of workers,
with the simultaneous call of an ambulance and the
transport of the injured person to the nearest health
care institution or hospital.
