1. PURPOSE
This method statement for process painting work in PETRONAS RAPID P28B Project. It is
prepared according to work characteristics and design requirements of this work. The
purpose of this procedure is to describe the work items, content and workflow of painting
application to be followed during construction to ensure that the client’s requirements for
quality can be meet.

2. SCOPE
2.1 This method statement is applicable to the painting work for piping, steel structure, etc
including material claim, storage, application and inspection.
2.2 All the applicable project specifications, standards, procedures (including HSE
requirements) and drawings shall be followed.

3. RESPONSIBILITIES
3.1 Painting Superintendent
With enough relevant knowledge and working experience regarding the painting
application and capability to manage it under the supervision and follow the instruction
of Construction Engineers (Supervisor) and Inspection Engineer so that the application
will meet the requirements of safety, quality and schedule.

3.2 Painting Supervisor


With the professional capability of drawing interpretation, progress appraisal,
management, etc and carry out the selection of the foreman. The supervisor shall carry
out the work for areas designated under the supervision of Construction Engineer
(Supervisor) and Inspection Engineer and follow the instruction of the Site Manager.

3.3 Painting Inspector


The painting inspector shall be responsible for the selection for the adequate
instruments, equipment, tools, materials, filing-out of the required forms, and
completion of the work using correct methods under the supervision of the Painting
Supervisor. Checking the Painting work (touch-up) is done well or not. If any problems
is found, stop the painting work (touch-up) and correct it.

4. WORK METHOD
4.1 Prepare Workflow for Painting Construction
4.2 Preparation prior to construction
4.2.1 The Painting Construction Engineer (Supervisor) shall review and study
thoroughly the provisions as stipulated in the Contract and Construction
Specifications and prepare the Construction Procedures accordingly.
4.2.2 The Painting Construction Engineer (Supervisor) shall prepare “Table of Painting
to be used as the bases for determining the material, color, number of coats, type
of surface finish required, and thickness for the application of painting.
4.2.3 The Painting Construction Engineer (Supervisor) shall prepare Painting
Construction Planning Schedule based on the Master Schedule and construction

schedule of equipment,piping, steel structure, and manpower and equipment/tools
mobilization plan based on the construction period and work quantity.
4.2.4 The material certificate and inspection records shall be attached to the materials
along with the delivery. For the materials supplied by EPCC or client, the
Inspection Engineer shall assist the Material Warehousing Group to review the
above-mentioned documents. Materials for which the inspection by third party is
required, the Inspection Engineer shall prepare the sample on the spot together
with client and subcontractor.
4.2.5 The Painting Construction Engineer (Supervisor) shall coordinate with the HSE
Group to advocate the affairs with regard to HSE and security.
4.2.6 Operations prior to Construction
The piping inspection record shall be numbered and in according with project
specification.
A. The Equipment, Piping, and Structure Construction Engineers (Supervisors)
shall prepare and submit the application form which lists all the equipment,
pipe lines, and steel structures for which the painting and coating/ wrapping
can be applied next week for the Inspection Engineer's review and
confirmation
B. The Painting Construction Engineer (Supervisor) shall supervise the
subcontractor to prepare the three-weekly schedule and manpower planning,
review and check the materials required, stock materials, and arrange the
purchase of materials.
C. Equipment, piping, and steel structures, which are temporarily not necessary
to be painted, shall be executed in accordance with the Contract and
specification. In the event that the temporarily un-painted portion, which is not
mentioned in the Contract or the specification, shall be noted on the
application form or field marked and the application shall be carried out after
the confirmation of the Painting Construction Engineer (Supervisor).
D. The existing scaffolding shall be inspected in advance for its safety. All the
other required scaffolding and personal protective equipment required for each
worker shall be erected and prepared respectively by the subcontractor.
E. The materials required for each working day shall be delivered to and stored
at the place close to their location to be installed. Adequate protective
measures
shall be prepared if the materials will be damped, wetted, damaged, or fire
hazard exists at the area for temporary storage. The damped, wetted, or
damaged materials shall not be used anymore.

F. Plan for power tool rust removal


a. Extreme care shall be taken to the protection of the adjacent facilities to
avoid
any environment pollutions to the surrounding areas or disturbance to the
other construction activities due to the power tool rust removal.
b. After coating material be approved, the similar model should be made in
accordance with the specification, and to specify the number, description of
color for (primer / intermediate paint / finish) of each layer. There is no need to
specify the layer's thickness and model's size, easy to identify would be
required. This process is to confirm that correct method was taken for work,
and as a basis for further acceptance.

c. Before Primer and intermediate coating on damaged area ,should make
sure
the damaged area is meeting the standards . The Surface should be clean
enough.
4.2.7 Establish the Construction Quality Management Standard with the Contract
and Code requirements. The contents shall
include management standard, acceptable tolerance, inspection time, inspection
method, inspection frequency, disposition of non-conformities, etc.
4.3 Surface Preparation
4.3.1 Surface preparation (power tool cleaning to IS08501-1:2007,ST3) shall not be
carried out under the conditions of strong wind, raining, low temperature, and
humid, if possible. Generally speaking, if the temperature of atmosphere drops
below 5 deg. C and relative humidity higher than 85 %, the surface preparation shall
not be performed.
4.3.2 Ensure Surface Preparation is in accordance with Project Specification and
PTS
requirement, i e: power tool, surface finish, climate conditions etc.
4.4 Preliminary Judgment
After the completion of the surface preparation, perform the preliminary inspection
by the Painting Inspection Engineer. Regardless whether use of the pictorial
Surface Standard or Thickness Gauge Modulus method, the surface preparation
shall be in compliance with the requirements of the specifications. For the surfaces
not acceptable shall be marked and repaired until they meet the requirements of the
specifications. The Painting Inspection Engineer shall endorse on the Inspection
and Checking List and prepare the records for those are qualified by the preliminary
inspection.
4.5 Application of Painting
4.5.1 Equipment, pipelines, and steel structures, which are temporarily not
necessary to be painted such as field welding joints, steel structure connection
plates, bolted joints, etc. shall be properly protected using the adhesive tapes. Inner
surface of pipes at joints shall also be protected as practical. The nozzle at fork tube
opening should be properly covered.
4.5.2 When requested by the specification to apply temporary corrosion protection
coating to the inner surface of pipes, the coating material shall be of water-soluble
product in accordance with the specification.
4.6 Inspection of Painting/ Coating Thickness
4.6.1 After completion of the first coat of the primer, the Painting Inspection
Engineer shall perform the visual inspection for the surface to see if the painting is
completely dry, clean, or without damage, etc. The dry film thickness of the painting
shall be
measured and recorded accordingly. The subcontractor shall immediately repair the

defect and insufficient thickness found during the inspection. The next coat of the
painting can only be applied after being inspected and qualified by the Painting
Inspection Engineer.
4.6.2 After the completion of the painting, the Painting Inspection Engineer shall
perform the inspection in accordance with the method, density, and tolerance for dry
film inspection as specified in specifications. (The dry film gauge shall be calibrated
and reset to zero every time prior to the use.)

4.7 Final Inspection
The Painting Construction Engineer (Supervisor) shall perform the preliminary
Painting Inspection with Subcontractor and then inspect together with the Inspection
Engineer. If any punch works are found, the Painting Construction Engineer
(Supervisor) shall request the Subcontractor to perform accordingly. Upon their
completion, and shall notify the Painting Inspection Engineer, together with the
client if required, to perform and witness the final inspection. The Inspection
Engineer and the client shall endorse the report. The inspection includes the
checking of the surface of where should not be painted. The unpainted surface
including inner surface of pipe shall be free from contamination of painting and clear
of all foreign materials and construction debris.
4.8 Integration of the Inspection Report
The painting inspection report including method of surface preparation, primer coat,
intermediate coat and finish coat. The contents, at least include work items,
handling method, variety of paint, dry film thickness, weather condition during
application such as temperature, relative humidity, etc., shall be submitted by the
Subcontractor and reviewed by the Painting Inspection Engineer. However, the
surface preparation and punch work shall be inspected and the report is endorsed
together by the Painting Construction and Inspection Engineers, than send Site QC
manager for collection .

5. SAFETY INSTRUCTION
5.1.1 All required work permits and documents will be obtained and kept available at
site in permit boxes.
5.1.2 All personnel involved will wear necessary PPEs at all time.
5.1.3 The workers will be made aware of safety requirements related to this activity
through Tool Box meeting.
5.1.4 Good housekeeping should be maintained at all time.
5.1.5 Fire extinguisher and fire hose shall be available at working area.
5.1.6 When working at height, fall protection measures shall be taken.
5.1.7 Remove all materials and tools from site after completion of job
