1. INTRODUCTION

1.1. Project Description

The Menzel Ledjmet East (MLE) gas field is a commercial project being jointly developed by
Sonatrach (SH) and First Calgary Petroleums Ltd. (FCP) now in the ENI asset. The MLE field
lies within the Ledjmet Block 405b in the Berkine Basin of Algeria approximately 220 km south-
east of Hassi Messaoud.

The development concept consists of a field gathering system, Central Processing Facility
(CPF), infrastructure, and export pipelines for sales gas, LPG, condensate and oil. Most of MLE
equipment shall be sized to cater for both MLE and the Central Area Field Complex (CAFC).
Future CAFC oil processing facilities will be built adjacent to the MLE CPF in a future phase.

The MLE Gas Plant and relevant impacted utilities (i.e. MLE NGL Recovery Plant) is to be sized
to a nominal sales gas capacity of 300 MMSCFD (guaranteed 350 MMSCFD).

The MLE project included mainly:

• No. 24 oil/gas wells


• No. 6 gas gathering Manifolds;
• A Central Processing Facility (CPF), including sales gas compression , LPG recovery ,
Oil and Condensate stabilisation products storage and pumping system
• Associated utilities
• No. 4 export pipelines for sales gas , LPG Condensate and Oil (overall 550 km)

1.2. Scope

This specification covers the procedure for tightening and tensioning the bolts of flanged
connections for use in the Menzel Ledjmet East Project.

1.3. Definitions and terminology

The following definitions are generic to the Menzel Ledjmet East Project and may not be
referred to in this document:

1.4. Codes and Standards

1.4.1 General

The design, construction and supply of the equipment shall be in accordance with the latest
revisions of the following specifications, data sheets, codes and standards.
The National & International Codes and Standards applicable to the design and fabrication shall
be the latest revisions available at the time of EPC Contract award (February 2009).

1.4.2 Order of Precedence

In the event of any conflict between this specification and the documents listed herein, the
decreasing order of precedence shall be:

4. Referenced Codes, Standards and Regulations (latest edition)

1.4.3 Algerian Government Requirements

The design shall meet the requirements and regulations of the Algerian Government and
Sonatrach including all laws, decrees and ordinances.

2 DESIGN

2.1 The calculation for minimum bolt load has been based on ASME Boiler and
Pressure Vessel Code, Section VIII, Division 1, Pressure Vessels: Appendix S,
Design Considerations for Bolted Flange Connections.

2.2 Bolt Stresses have been compared against the Design Stress Values for Bolting
Materials found in ASME B31.3 Table A-2.

2.3 The bolt loads to be applied have been selected to satisfy the following conditions:

• Applied tensioning loads must be higher than the minimum design loads
• Bolt load must ensure joint tightness under operating and hydrotest conditions

Recommended tensioning loads have been selected to induce a tensile stress


equal to 0.4 SMYS. Maximum applied loads shall not exceed values which induce
a tensile stress equal to 0.5 SMYS.

2.4 Torque values have been evaluated using the standard API 6A/ISO 10423, Annex
D, approach with a coefficient of friction equal to 0.13.

2.5 Tensioning loads and torque values are reported in Appendix D.

2.6 In preparation for the application of bolt tensioning equipment, the following
information shall be available for each flange of the equipment to be tightened:
• Required bolt stress, from the flange calculation, load factor and hydraulic
pressure(s).
• Tool size and number of tools to be applied.
• The maximum work load that can be applied by the tool at maximum pressure.
• Provision of bolts with extra threaded lengths for attachment of the bolt
tensioners.

3 COMPONENTS

For this specification, components shall consist of flanges, gaskets, bolting and
lubricants for bolting.

Lubricants used for bolting shall be anti-seize lubricants suitable for the operating
temperature of the piping.

4 INSTALLATION

4.1 Pre-bolting inspection

SUB - CONTRACTOR shall:


ƒ Inspect the gasket material for possible defects such as bends or creases.
ƒ Inspect the mating flanges for dirt, mechanical damage and corrosion and use
a suitable solvent to clean the surfaces. The contact area of the flanges shall
be free from excessive pitting, radial tool marks and scratches.
ƒ Inspect the studs and nuts. They shall be free of dirt and corrosion, be straight
and the threads free from nicks, burrs and chips.
ƒ Ensure that mating flanges are under no external strain and are properly
aligned.

4.2 Flange and Gasket Assembly

SUB - CONTRACTOR shall use the following procedure steps:

• Align the flanges properly. The bolt holes shall match so the studs can be
inserted freely.
• Refer to Appendix A of this specification, “Stud Tightening Pattern.” Use for
studs in positions 1, 2, 3 and 4 as centering guides for the gasket. In the case
of spiral wound gaskets, insure that the centering ring is at all points within the
outside diameter of the raised face. Clamp securely in place.
• Insert the balance of the studs. Apply a suitable lubricant (heavy graphite and
oil mixture) to the threads, the face of the nut that contacts the flange.
• Finger tighten all studs and nuts. Center studs between nuts so an equal
number of threads project at each end. When tensioning is required a threaded
length of one (1) times bolt diameter should protrude at the end where the bolt
tensioner is to be placed.
• The gasket shall be properly handled to avoid and/or minimize damage to it,
prior to installation.

4.3 Stud Bolt Tightening

Bolt tightening shall be applied in accordance with Bolt Tightening/Tensioning


Chart in Appendix D and/or specific equipment specifications.

For bolt sizes 1 inch and smaller, a manual torque wrench may be used. For
larger bolts, a suitable hydraulic torque wrench should be used, i.e., Ingersoll-Rand
or approved equal.

Use the final torque values specified in Appendix D. SUB - CONTRACTOR should
torque the nuts not more than 30 percent of the final torque value on the first pass,
then follow the tightening sequence from Appendix A.

SUB - CONTRACTOR shall make the second pass. Following the same sequence,
torque the nuts not more than 60 percent of the final torque value.

SUB - CONTRACTOR shall make the final pass and bring the nuts up to the final
torque value. Following the same sequence.

Repeat the last step again after 24 hours.

4.4 Bolt Tensioning

Bolt tensioning shall be applied in accordance with Bolt Tightening/Tensioning


Chart in Appendix D and/or specific equipment specifications.

The application of bolt-tensioning equipment shall be in strict accordance with the


Manufacturer’s instruction manual and safety procedures.

The personnel using the equipment shall be adequately trained in its application.

The tensioning of the bolts is carried out in a number of stages or cycles,


depending on the number of tools that can be applied simultaneously. See
Appendix B for bolting-up sequence.

To facilitate loosening of the nuts when required at some later date, it will be
necessary to treat the thread of the bolts with a suitable lubricant before fitting the
nuts. The Manufacturer’s instructions shall always take preference.

All relevant information and bolt tensioning details shall be recorded for such
application for subsequent reference and reapplication.

5 VENDOR DATA REQUIREMENTS LIST (VDRL)

The SUB - CONTRACTOR shall provide the following information.

• Equipment Description – SUB - CONTRACTOR shall provide a detailed


description of the equipment, including lubricants.
• Compliance Reports - A method shall be devised which documents compliance
with the instructions in SECTION 4 “INSTALLATION”, including the 24 hour re-
check.
• Bolt Tightening/Tensioning Records - A record of bolt tightening/tensioning by
joints and line numbers shall be maintained.
• Report – SUB – CONTRACTOR will make a report with the following
information: (equipment or ISO drw number, flange connection number, piping
class, condition of the flange face, deviation of plan parallel, misalignement,
condition of gasket, bolt size, tools used number with date of certificate).

4. Unless indicated otherwise in the above chart, the following bolt-tensioning criteria shall apply:
