1.0 PURPOSE
The purpose of this procedure is to give a quick guideline on the measures to be taken for sub-
structure works.

2.0 SCOPE
This procedure applies to employees and on-site contractors engaged in operations covered by
the Company HSE program.
This HSEP does not apply to pile driving or oil well drilling operations.

3.0 DEFINITIONS
Authorized Examiner Any person (whether an officer of the Government or not) who is
approved by the Commissioner by a certificate in writing for the
purpose of carrying out examinations and tests of boiler, air
compressor hoist and lifts, lifting gears or lifting appliances and lifting
machines, as the case may be, in accordance with and for the
purposes of satisfying the requirement in the WSH Act and its
regulations.
Professional Engineer A person registered as a professional engineer under the
Professional Engineers Act (Cap. 253)

PPE Personal Protective Equipment

4.0 RESPONSIBILITIES
Specific HSE Program implementation responsibilities are stated in HSEM 1.4. Additional
management, staff, employee, and subcontractor responsibilities are stated in individual
procedures that address responsibilities specific to the HSE topic.

5.0 PROCEDURE
6.0 The following have to be conducted prior to excavation or ground opening;
6.1. Cable detection;
6.2. Identified utilities to be marked and peg adequately;
6.3. Notice of work near utilities to be forwarded to relevant authorities;
6.4. Submit excavation permit, which is duly signed;
6.5. All exposed utilities to be protected.

7.0 Piling work, where applicable:


7.1. Support of adjoining structures;
7.2. Pile driving equipment inspection and follow up action;
7.3. Safe hoisting and joining of piles;
7.4. Safety precautions to be taken during pile tests.
7.5. Vibration

8.0 Safe working procedures and measures shall be taken during excavation.
9.0 Safe working procedures and measures to be taken during steel erection.
10.0 Barricades to be provided around excavation areas.
11.0 Warning Sign such as “Danger – Keep Out” or “Danger – Deep Excavation” to be displayed
around the excavation area.
12.0 Excavated materials and other materials must be placed at least 1m away from excavation edge.
13.0 Access ways and ladders to be provided to enable workers to gain access to and egress from
excavations as necessary.
14.0 Any excavation more than 1.5m in depth Such shoring or other means of protective system shall
be designed by a professional engineer, unless:
14.1. A professional engineer has examined and certified that it is safe without any shoring or protective
system; or
14.2. The excavation is solely for the purpose of constructing any pile cap, footing, sump, lift pit or
trench that does not exceed 1 0 m² in area and 2 m in depth.
15.0 Any excavation more than 4.0 m in depth, the piling shoring and bracing shall be designed by
Professional Engineer (P.E.).
16.0 Water pumps and air compressors to be on stand-by as required to prevent flooding of
excavations.
17.0 Appointed person to inspect the ground after every rainstorm or other hazard-increasing
occurrence. Protection against landslides and cave-ins to be provided, if necessary.
18.0 All workers to be equipped with the necessary PPE.
19.0 Workers handling cement and concrete to be provided with appropriate gloves, safety boots and
eye protection. Additional face protection and apron is required when handling the concrete
discharge hose from concrete pump.
20.0 Concrete buckets used with cranes must be free from any potential of loose materials which,
posses struck by falling hazards.
21.0 Movement of concrete buckets must be governed by signals in conformity with accepted signaling
standards/practices.
22.0 Concrete buckets to be guided into position by guy lines where necessary.
23.0 Shuttering and supports to be continuously checked for defects during concrete pouring.
24.0 Ensure that at least 2 men being task to carry robin engine and the other for handling of
concreting vibrator.
25.0 When concrete is being tipped from buckets, workers must be instructed to keep out of range of
any possible “kick back”.
26.0 When concrete pump being used, the machine, hoses or any other accessories must be inspected
prior to commencement of concreting.
27.0 Shuttering to be adequately braced in both longitudinal and transverse directions.
28.0 Dismantling operation operations must be carried out systematically.
29.0 Dismantled materials must be properly stacked away in a designated area.
