NARRATIVE REPORT ON THE ORIENTATION OF TEACHERS ON THE


IMPLEMENTATION OF MOST ESSENTIAL LEARNING COMPTENCIES
INCLUDED IN THE BUDGET OF WORK AND OBSERVANCE OF ACADEMIC
EASE

The COVID-19 pandemic as a global health issue poses a great impact to


education. In spite of the challenges brought about by this circumstance, the
Department of Education still ensures the continuity of learning among learners
through coming up with the list of the most essential learning competencies (MELCs)
to be used in the field nationwide for SY 2021-2022. In line with this, Bangsud
Integrated School conducted a faculty meeting on the orientation of teachers on the
implementation of Most Essential Learning Competencies to be included in the
budget of work. The said meeting was spearheaded by the schools' school head, Mr.
Adam B. Besinga and was attended by all the teachers of the said school. The
meeting summarizes on the importance of using the MELC in the delivery of the
lesson and crafting of instructional materials and the observance of academic ease
and provision of flexibility among learners. Most Essential Learning Competencies or
MELC, according to DepEd, refers to “the knowledge, understanding, skills and
attitudes that students need to demonstrate in every lesson and/or learning
activity.”This is defined as what the students need, considered indispensable, in the
teaching-learning process to building skills to equip learners for subsequent grade
levels and subsequently, for lifelong learning. On the other hand, desirable learning
competencies were defined as what may enhance education but may not be
necessary in building foundational skills.The MELC’s will enable the Department to
focus instruction to the most essential and indispensable competencies that our
learners must acquire, as we anticipate challenges in learning delivery.It was
stressed in the meeting that these essential Competencies will be the basis in
crafting the budget of work for teachers. Budget of Work (BOW) is a resource
material for teaching multi-grade classes that contains K to 12 basic education
curriculum competencies, skills, and objectives; topics for specific skills and

competencies; and teaching strategies, activities, and time allotment arranged into
columns for easy reference and notation. It will serve as teacher’s reference in
preparing daily and/or weekly lesson plans. Teachers are also oriented to observe
academic ease and provision of flexibility to learners in managing face-to-face
classes. Transitioning to the "new normal" of learning in this unpredictable times is
very challenging both for the students and teachers. The Department of Education
(DepEd) suggested measures to foster ‘academic ease’ and help teachers and
learners for the upcoming limited face-to-face classes. Some of the measures
recommended are the reconsideration of time allotment for the completion and
submission of activities by the learners; and the expansion of mental
health/sociolect-emotional well-being support to teachers, learners, and parents
through group wellness sessions.Schools are also advised to put a premium on
instructional management tasks for teachers, such that they should not be burdened
with printing and distributing modules. Class hours are also adjusted and the
alternate schedule will be adopted. Students will only spend 4.5 hours in the
classroom l and will only spend two weeks in a month in an alternate basis to ensure
limited physical interaction and promote academic ease. This will help both the
teachers and learners to slowly go back on the traditional face-to-face classes and
still experience quality education despite this challenging times.
