INTRODUCTION (5 MINS)
In this lesson, you will learn an overview of the status of the senior citizens here in the country as well as the
benefits, privileges, and policies that concerns them.
B. MAIN LESSON
SENIOR CITIZENS
− Refers to any resident citizen of the Philippines at least sixty (60) years old (R.A. 9663: Expanded Senior
Citizens Act of 2010).

• BENEFITS AND PRIVILEGES
− R.A. 9994 affords senior citizens to enjoy a
20%
discount on basic food and medicine purchases.
The Senior IDs are required to be shown while
purchasing medicines at the counter or while
dining in a restaurant.
− It also provides for the implementation of a social pension program (SPP) to select indigent senior citizens
to supplement food and medicine expenses. The current amount is pegged at P500 and released
quarterly.
− Provision of public homes for the aged managed by Department of Social Welfare and Development
(DSWD) which are located at (1) Haven for the Elderly, formerly known as the Golden Acres Home for the
Aged (Tanay, Rizal), (2) Golden Reception and Action for the Elderly and Other Special Cases (Graces),
located in Bago Bantay, Quezon City, and (3) Homes for the Aged (Zamboanga City and Tagum City)
• POLICIES FOR CARE MANAGEMENT
− According to R.A. 7876: Senior Citizens Center Act of 1995, cities and municipalities are mandated to set up
a senior citizen center to provide livelihood opportunities for the elderly as well as promote their
general health and well-being.
− Section 6 of R.A. 9994 mandates the establishment in all cities and municipalities of an Office for Senior
Citizens' Affairs (OSCA) to be headed by a senior citizen appointed by the mayor for a term of three
years. Its main function is to serve as a general information and liaison center for senior citizens. It
issues the national individual identification cards to the older persons, free of charge.
