Subject: Cold Mix Asphalt Preparation
Dear Sir,
We acknowledge the receipt of your letters Ref. No. J/D/221/13 dated 03/03/2021 whereby you stated
that since you ‘are on the verge of running-out of penetration grade bitumen (both 60/70 & 80/100)’ you
requested our office to provide you prior approval for using cold mix asphalt, for the remaining road
length (i.e. 307+000 to 352+000) of reference project. Besides, we have also noted your statement that all
required materials and equipments are available for the execution of cold mix asphalt, pursuant ERA
maintenance specification.
Nevertheless, during our site visit on the date 09/03/2021, we observed that you were executing the
project heavy maintenance work with cold mix asphalt around Jimma town. This is without getting our
prior consent/approval. We were surprised by the aforementioned letter, by which you requested our prior
approval to use cold mix asphalt. We believe this incident can be considered as the cart before the horse.
Hence, since such un-authorized works occurred occasionally by your side, we reiterate by advising you
to properly correspond with our office for any upcoming project works execution.
On the other hand, from your letter of clarification statement Ref No J/D/220/13 dated 03/03/2021, we
presume/consider that Jimma Road Network & Safety Management Branch Directorate were aware
of/recognize your earlier times performance. That is while you were using both 80/100 & 60/70 for the
reference project heavy maintenance work, before our firm commence the supervision work.
Therefore, we would like to request you to submit the Mix Design for the Cold Mix Asphalt preparation
for our subsequent proper required action. You are also advised to conduct all necessary tests of
construction materials with our assigned Inspector, as per ERA Technical Specification for the
Maintenance Works.
