EXECUTIVE ORDER NO. 01 SERIES OF 2019

AN ORDER ORGANIZING THE BARANGAY PEACE AND ORDER COUNCIL


(BPOC) OF BARANGAY KIBUCAY MUNICIPALITY UPI, MAGUINDANAO.

WHEREAS, Section 116 of Republic Act 7160, otherwise known as the Local Government
Code of 1991, mandates the establishment of every province, city and municipality of a Local
Peace and Order Council pursuant to Executive Order No. 309, Series of 1988;

WHEREAS, Executive Order No. 773, Series of 2009, further recognized the Peace and Order
Councils of which the membership at the National, Regional and Local levels expanded;

NOW, THEREFORE, I, EVELYN A. LINTO., Barangay Chairman of Barangay Kibucay


Upi, Maguindanao, by virtue of the powers vested in me by law, do hereby order and direct the
following:

Section 1. Further Reorganization of the Peace and Order Council. The Barangay Peace and
Order Council is hereby reorganized to be constituted of the following:

Chairman: Hon. Evelyn A. Linto, Barangay Chairman

Vice Chairman: Hon. Mario P. Linto Sr., Vice Chairman

Section 2. Duties and Functions of BPOC. The BPOC shall have the following duties and
functions:

1. Formulate plans and recommendation to be incorporated in yearly budget;


2. Provide forum for dialogue and deliberation of major issues and problems affecting peace
and order, including insurgency;
3. Recommend measures which will improve or enhance peace and order and public safety
in the area of responsibility, including anti-insurgency measures;
4. Recommend measures to converge and orchestrate internal security operation efforts of
civil authority and agencies, military and police;
5. Apply moral session to and/or recommend sanctions against local/barangay officials who
are giving material and political support to the communist’s rebels,
6. Monitor the provision of livelihood and infrastructure development programs and
projects in the remote rural and indigenous population areas adopted to isolate them from
the communist rebels “Agitate/Arouse, Organize and Mobilize” and ideological,
political, and organization works.
7. Perform all other functions assigned by law, the President on the NPOC.

Section 3. BPOC Secretariat. There shall be a BPOC Secretariat to be headed by the DILG
Field Officer stationed in the municipality which shall be assisted in its functions and duties by
the regular staff of the Council Chairman.

Section 4. Effectivity. This order shall be take effect immediately.
