According to Gemma Garcia (2022), as the 19th Congress comes in, the senate is in discuss about the

proposed creation and implementation of a new law that makes ROTC Mandatory in the levels of Grade
11 and Grade 12 both public and private schools; this is in relation to the proposal of President Bong-
Bong Marcus and Vice-President Sarah Duterte. While this matter is still in process, it is unlikely that
many high school students are excited about it for they/some might have no knowledge about ROTC.

ROTC is a program component designed to provide military training to tertiary level students in order to
motivate, train, organize and mobilize them for national defense preparedness. It is within that level
that they undergo the different activities of ROTC. With that being said, high school students are only
informed of the specifics of this program after they graduate and enter college. Though some secondary
students especially Grades 11 and 12 are well informed they still lack the proper knowledge with regards
to this program which they might need if ever ROTC is proclaimed mandatory in senior high school.

As the ROTC continues to be processed for its implementation, the researchers, basing from their
experiences and interaction among their fellow students, noticed that most don’t have an idea or are
lacking on information on what the program is about to the point where they are even clueless on what
each letter of ROTC stands for. There are also times when the students equate the purpose of ROTC and
its activities to other programs like Citizenship Advancement Training (CAT) which is another form of
citizenship education in the Philippines.

The users of various professions and vocations like doctors, engineers, scientists, scholars etc. acquire
and apply information in order to do their job more effectively and efficiently. i.e. application of
information for practical purposes.

The Occupational Safety and Health Administration states that untrained workers are more susceptible
to injuries. This happens when workers lack the knowledge and skills required to use equipment and
supplies safely. The problem could be fatal in work environments that contain heavy-duty machinery
and hazardous materials.
According to Joahna (2022), President Marcos mentioned that ROTC aims to motivate, train, organize,
and mobilize the students for national defense preparedness, including disaster preparedness and
capacity building for risk related situations.

Reserved-Officers training corps (ROTC) is one component of National Service Training Program (NTSP),
it is a program designed to provide military training, prepare students for possible defense
establishment during the events of an emergency. ROTC is allowed not only for boys but also for girls.
ROTC is planned to be implemented as a mandatory for senior high students in the Philippines. Some
students are not familiar with this program. This ROTC aims to help students prepare for national
defense. It provides military education and training. ROTC program is uncommon among Senior High
School students. Some students are unaware of the program's nature and its activities and are not
familiar with the purpose of this program. Since it's not common, this study is to ascertain the responses
of OBNHS students regarding the ROTC if implemented.

The main of the study is to determine if the students of OBNHS Grade 11 and 12 have the knowledge
regarding ROTC programs. It involves their skill in different aspects such as their intellectual and physical
skills. By gathering opinions and reactions from the students, researchers intend to know if they can
carry out activities from easier levels to the more difficult ones. Through data analyzing, researchers aim
to estimate how far OBNHS Senior students can achieve while participating on ROTC activities if
implemented.
