EPC Technical Query:

According to employer requirement Section V – Chapter 7 : Standard Design Criteria (StDC) for Civil Jetty
Clause 8.2 : “the value of deflection is 72% as in design”. Contractor would like to proposed 70% as rated
deflection.

As per meeting on September 12th 2022, the principal (CPGP/Sumitomo Rubber Industries) told that “Based
on PIANC2002-Section 3.2-DESCRIPTION OF VARIOUS FENDER SYSTEMS, it has been stated that
the manufacturer of the Fendering System bears the responsibility in defining the rated deflection and we at
SRI would like to state that at 70% Rated Deflection our Hyper Omega Fender achieve its optimal
performance.”

Contractor hopes, SBI/Prosys can approve our proposal.

We, SUMITOMO RUBBER INDUSTRIES, LTD. OF JAPAN (SRI) having its principal business address at

In layman terms, Rated Deflection can be described as the relation between the deflection
and reaction load. Deflection itself is expressed by a ratio to height of Fender.

Based on PIANC2002-Section 3.2-DESCRIPTION OF VARIOUS FENDER SYSTEMS, it has been


stated that the manufacturer of the Fendering System bears the responsibility in defining the
rated deflection and we at SRI would like to state that at 70% Rated Deflection our Hyper
Omega Fender achieve its optimal performance.

As a fully responsible and 1st tier manufacturer, we strive to bring the most efficient and
optimum design, out of our product. The 70% Rated Deflection is the most efficient relation
between Energy Absorption Value (E) and Relation Load Value (R), it is also where the
deflection at which the ration of E to R makes the maximum value.

We are also please to inform to you that our manufacturing process is fully in-line with
PIANC2002-MARCOM-Guidelines For The Design Of Fenders System-Report of Working Group 33,
being proven by the obtained Certificate Of Compliance (Appendix A)-Test Apparatus//Test
Protocol//Supporting Protocol & Certificate Of Type Approval.
We have attached with this Statement Letter, 2 (two) documents that would support our above
statement for your perusal :

- PIANC2002-MARCOM-Guidelines For The Design Of Fenders System-Report of Working
Group 33-Section 3.2

Please kindly instruct us should a factory audit at our Manufacturing Facility and Rubber Mixing Plant
