Community Description
1.1. Location and Boundary

1.3 History
Barangay Doongan is among the oldest barangay of
Butuan City. The early establishment of inhabitant of Doongan
was situated in Hegad, now Lower Doongan Hegad which mean
along the river. It was said that the Chinese Traders used to
dock their boats in Hegad hence the place was called DA-
UNGAN which later named DOONGAN. Due to frequent visits of
floods in Hegad, most of the inhabitants move to Lup-an, now
Upper Doongan.
Barangay Doongan was formally established in 1950
through the creation and approval of the Barrio Charter and the
First Kapitan Del Bario was Bonifacio Asaytona Pulido.
According to sources, it was also in the period the Doongan
Elementary School was founded.
Barangay Doongan covers a large area, but due to creation
of Urban Barangays, like Holy Redeemer, Limaha, Imadejas and
Barangay Bayanihan in which portion of these areas were part
of Barangay Doongan. The latest area covered by the barangay
is more or less 383,176 hectares of which were bounded in the
South of Barangay Babag and Barangay Pequeño, North by
Barangay Bayanihan and Barangay Imadejas. West by
Barangay Libertad and Barangay Ambago: East by Barangay
Holy Redeemer and Barangay Limaha.
At present Barangay Doongan is one urbanized barangay.
It is the 2nd largest barangay in terms of number of population.
The last count conducted by the Barangay through Population
census on August 2017 revealed the population of 14, 211.
The increase population is due to the increase of
establishment of resettlement area and housing subdivisions.
Although Barangay Doongan was categorized as residential
area, a portion remains as agricultural area. Most common
occupational grouping are working in a private and government,
some are engaged in small and medium scale business, skilled
workers and a number of laborers and drivers.
The present administration leadership of Punong Barangay
Gilberto A. Enriquez provides various services to its
constituents, it maintains streetlighting facilities, Purok

Basketball Courts, Day Care Centers, Purok Centers, Laundry
Shop, SLP Convenience Store, Covered Court, Birthing Clinic,
Health Center, Senior Citizen's Office and Barangay Hall which
serves as the delivery of services. It provides a strong support to
the implementation of different projects and programs initiated
by the local and national government in terms of funding
support and logistics. These programs are Peace and Order,
Nutrition, Population Health, Educations, Livelihood, Social
Services and Solid Waste Management, The leadership and its
population are looking forward to the Vision by year 2020,
Brangay Doongan will be a model for a sustainable Urban-Agro-
forest Based Community, Mission to empower people of
Doongan in the effective planning and implementation of an
Agro-Forest Based programs and project geared towards Eco-
Tourism for economic opportunity of making Barangay Doongan
a God Fearing. Empowered to be productive and progressive
place to live in.
1.4. Vision, Mission and Core Values
Vision
By year 2020, Barangay Doongan will be the nodel of
sustenable agro-forest based community.
Mission
To empower people of Doongan in the effective planning and
implementation of Agro-forest Based activities and projects
geared towards improving them socio-economic
entrepreneurship.

Doongan has a total of individual 14, 247 with a 3,217 number of Household
and 4,433 families living in their barangay.

According to the figure no.2 the children also hold second
most large population in barangay doongan with the total
number of 5,510. Also in these table includes the total number of
persons with disability which according to the data 4 children is
part of PWD.

The table above shows the type of ownership of every household.
There are four classifications of ownership in barangay doogan , first
is the is the owned which was according to the cencus conducted in
2017 there are 2,327 houses are owned by the family, second type of
ownership is the rented with a number of 198 households, third is the
transiet which was label according to Webster as a person who is
staying in a place for short time. Gipapuyo has a total of 121
households. Therefore, most of the residence in the Barangay
doongan owned houses while 27.03 percent are rented, shared with
owner or renter, and even informal settlers.

According to the data there are 93.85 percent of the
people of doongan has water sealed while on the other hand
there is still 6.15 percent has no toilet in barangay doongan.

Similar to the data show in table no. 5 most of the people in
barangay doongan are landless which according to the data in
2017 there are 56.79 percent or 1,843 total of landless residents
while 39.71 percent has own their property and 4.50 percent
rent.

3.1.1 Who owns and control the means of production
Farmer and private business personnel living in barangay
doongan owns the land. Most of the residents had the power to

control the means of production specifically in terms of food. As
well as the consumer of their food or any types of production. As
they just rely on the resources available in the community for
their livelihood. Most of the community people are working in
public and private government although they have lots of land
barangay doongan is more on infrastructure. However, most of
families living in P-16 sell fertilizer soil which was one of the
means of living of the families there its like 12 percent of the
community people way of making money.
4. Political System
Barangay Doongan is a democratic community in which
the entire resident holds free and equal power to designate their
chosen leaders through electoral procedures. A set of Barangay
Officers - Barangay Captain, Barangay Kagawads, and
Sangguniang Kabataan Chairman and officers - is elected and
holds a term every three (3) years. Also, a group of leaders in
each puroks are elected within the purok level and is headed by
the Purok Presidents.
In terms of catering to community concerns/problems
and in formulating barangay development plans, a barangay
session will be conducted by the barangay officers only, it takes
place twice monthly; every first and last Thursday of the month.
During these schedules, the officers will discuss important
matters such as identifying and prioritizing problems, policy
making, as well as in budgeting, financing, and other planning
for development initiatives in every purok, and in the barangay
as a whole.

4.2 Who are the formal and Informal Leaders
The are formal leaders are the teachers, community
organizer ,social workers, administrators, missionaries and
community development field workers found inside the community.
The informal leaders that connect communities with the Institute
include many elders, youth leaders , barangay tanod , purok leaders
who serve a variety of roles — mediating disputes, serving as liaisons
with police and others outside the community, building community
centers and other institutions, and maintaining the community’s
traditional culture through festivals, the arts, and other events.
5. Socio-Cultural System
Butuan City celebrates its annual fiesta called Balangay
festival , Butuan city also known for its crafts made of gold
sash Golden dagger. However Barangay Doongan are known for
their religious and devotion which was annual events celebrate
on May 30 Viva Senor San Miguel Archangel. These only shows

that festival have major impact on the development of one
community.
