Hazards and Effects Management Process (HEMP):

• This is the core of HSE MS.


• It is the process for identifying hazards in a HSE critical activity and
the effect with a view to eliminating them or controlling them to
reduce the effect as low as reasonably practicably.
• How it work on four steps:
• Hazards Identification
• Risk assessment
• Risk Control
• Recovery process – done as alarp: as low as reasonable practicable
(alarp).
WHAT IS SAFETY
• SAFETY :- Is the act of being protected from injury, damage of properties or
machineries, or deaths of persons or personnel.

• Who is a Safety Officer:- A trained and duly certified personnel that is responsible for
protecting people, environment, asset and providing reputation by giving HSE advice
to the company.

• As a SAFETY officer, you are trained to :-

RESPONSIBILITIES OF A SAFETY OFFICER
• The biggest priority as a Health and Safety Officer is to keep employees and
visitors safe and to protect the company from liability
1. To protect People or Personnel, Asset, Reputation and Environment (PARE)
• 2. To conduct risk assessment before any job commences
• 3. Implementing Health and Safety standards in the work place
• 4. Conducting safety induction trainings for new employees
• 5. To intervene in Unsafe Act and Unsafe Conditions

• 6. To endure compliance with HSE rules and regulations

• 7. Organizing tool box meeting and explaining work related hazards and
precautions to workers.
• 8. Ensuring valid work permit obtained and available at the site for all jobs
RESPONSIBILITIES OF A SAFETY OFFICER
8. Identification and development of health and safety trainings
and ensuring delivery of those training
9. Development, Implementation and maintenance of Health and
Safety Management System.
10. Conducting safety awareness campaigns and safety incentive
programs.
11. Being able to reduce hazards As Low As Reasonably Practicable
(ALARP)
Note:- The core duty of HSE officer is providing advice and
assistance to the workers and the management for prevention
of accidents, injuries, work-related illness and property loss in
workplace.
HAZARD
• WHAT IS HAZARD :--- Anything that has the potential to cause harm

• TYPES OF HAZARDS:

• Physical hazards e.g heat and cold stress, radiation, ergonomic,


noise e.t.c
• Chemical hazards
• Biological hazards e.g virus, blood and body fluid, sewage, stinging
insects e.t.c
• Psychological hazards e.g alcohol in workplace, bullying, customer
aggression, fatigue e.t.c
QUALITIES OF A SAFETY OFFICER
A Health and Safety Officer should
• 1. Good observation skills
• 2. Leadership and decision making quality.
• 3. Must have a good power of persuasion.
• 4. Must be an effective communicator and posses good analytical
skills
• 5. Must have knowledge of computer IT skills and documentation
skills
• 6. Must be encouraging, and a good report writer.
• 7. Must posses strong organization skills with the ability to multi-
task in a fast paced environment.
• Note:- A safety officer should not do anything that would loose his respect, such as inventing
facts or violating safety rules.

hard hat. Safety boots, Safety glasses.

• P.T.W:- Permit to Work
• SCBA:- Self Contained Breathing Apparatus.
• SCUBA:- Self Contained Underwater Breathing Apparatus.
IN SUMMARY.
IMPLEMENTING HSE-MS.
Where do we start ?
A suggested strategy:
➢ HSE Policy and Commitment (Endorsed by CEO)
➢ CEO appoints HSE – MS Custodian
➢ Compile Hazard Register (Understand what to manage)
A. Hazards/Threats/Potential Consequences identified
B. Location/Activities/Tasks/Controls identified
C. Positions/HSE competence/Training needs identified
D. Gaps identified and documented in a Remedial Action Plan
Now set up the HSE organisation required to maintain the necess
ary barriers and controls
SAFETY SIGNS
• Safety Signs are signs that are combined with sharp, colour and pictograms to
convey specific health and safety informations or instructions
• While there are some variations, the standard safety signs are divided into five categories.
• 1. PROHIBITION/CAUTION:- Directed at stopping dangerous behaviors e.g. No smoking.

• STAY CLEAR SIGN NO SMOKING SIGN DO NOT WORK THROUGH

• 2. WARNING: Tell people to be careful of a particular hazard e.g
Fork lift trucks operating in the area.
