Dear Madam,

I am Sumen working at New Zealand High Commission, Kuala Lumpur. I have been
informed that you shall be meeting with MFAT Staffs at Kuala Lumpur on Monday, 23 rd May
2022. I have requested for an appointment slot with you. I sincerely hope that I will be
granted a slot to meet you. On that note, I would like to provide you a brief summary on what
I experienced in case if I cannot meet you on Monday.

(The contents of this message were initially delivered to Nankivell Bridget and Barbara
Walton).

1. My first spark occurred with the Executive-Admin (EA) Mr. Izak on June 2021. This
was caused as I declined his offer to invest a minimum of $1000 USD for a money
investment scheme, which is not approved by the Malaysian Government. I noticed
several behavioural changes in him when I declined his offer. In fact, he increased
pressure in my workloads by delegating secretarial tasks which I am not trained for.
Besides that, Mr. Izak assumes control, dominance and influence upon Madam Pam
Dunn’s family members including Dr. Ross (Her Excellency’s husband).

2. My second drawback occurred with the High Commissioner Madam Pam Dunn on
13th November 2021. This misunderstanding began as I was not provided with a clear
itinerary or a program guideline during my driving task. In fact, the Executive-Admin
barely provided me with a clear handwritten note to drive to various locations.
Besides that, I was merely informed to drive just before reaching each destination. On
the same day, I have started driving from 8.00AM-5.30AM without proper meal
breaks. The High Commissioner also didn’t stop for meals as she took snacks for
herself. Apart from that, I was uncomfortable with the unscheduled visits to
Butterworth’s war cemetery. Furthermore, I was keenly concerned with the High
Commissioner’s and my own safety given by the fact that I was driving during harsh
weather conditions such as rains, thunders accompanied with lack of food, rest and
tiredness.

3. My third dilemma took place during the addressal of post-mortem refurbishment


meeting on 20th January 2022. I was not pleased when the Deputy High
Commissioner, Mr. Aidan interrupted my speech halfway as he reprimanded me not
to mention about other staff names in the meeting. My only concern was, how could
Mr. Aidan halfway interrupt me for describing the partiality that I have faced with Mr.
Izak since June 2021? Besides that, he also exercises favouritism in the High
Commission with Mr. Izak. Furthermore, the backup driver Mr. Azhar’s task fell upon
my shoulders as he deviated from his chief responsibilities to be involved with the
refurbishment project. However, I don’t mind when my fellow colleague is involved
in the task but his workload fell upon my shoulders. To summarise, I perceive Mr.
Aidan’s actions on halfway intervening my conversation as both unprofessional and
impolite as it demotes my personal self-image.

4. My fourth misunderstanding took place on several occasions with the High


Commissioner, as follows:

(A) Firstly, her excellency Madam Pam Dunn unethically delegated my usual driving
task to the Royal Palace of Pahang during 24th February 2022 -29th February 2022
to an external driver outside of the post. This scenario threatens my work stability
as the High Commissioner has significantly reduced my driving tasks as I have
constantly depended on my basic salary and overtime claims.

(B) Secondly, the High Commissioner unethically remarked me for dropping her off
at the wrong entrance at the Banquet Hall of the Parliament hosted by the United
Nations on 23rd March 2022. However, other High Commission drivers were also
dropping of their High Commissioners at the same entrance of the Banquet Hall as
well.

(C) Thirdly, the High Commissioner subjected me to severe mortification in the


presence of other High Commission drivers during Iftar Dinner (Ramadan
Breaking Fast) at the Malaysian Prime Minister’s Official Residence at 13 th April
2022. In this scenario, her excellency applauded other High Commission drivers
for their punctuality despite I too had drove to her desired destination on time.
Apart from that, her excellency indirectly attempted to limit my social interaction
amongst my fellow peers by restricting me to leave the Office building after work
hours which is 4.30PM onwards. Finally, the High Commissioner also
intentionally delegated my scheduled driving task to my backup driver, Mr. Azhar
on the following Monday which is on 18th April 2022.

(D) Fourthly the High Commissioner, has unethically accused me for intentionally
choosing to drive on highways with immense level of traffic conditions during my
driving task with her excellency during May 2022. In this scenario, her excellency
has irrationally compared my choice of driving routes and navigation systems
with my backup driver Mr. Azhar. To further emphasize, I have always been
exercising a decent technique of driving navigation with the use of a GPS app
called “waze” that allows me to manually access specific driving routes which
reports a significant volume of traffic, speed traps, police road blocks, roadworks
and peak hours far ahead my driving tasks to maximize my punctuality and
minimize delays. Nonetheless, the High Commissioner has inconspicuously
overlooked my efforts.

The chief reason on why I drafted this message as I might not be able to discuss this
matter with you in person should Madam Nicole arrives at Kuala Lumpur.

To recapitulate, I am honored to serve in the MFAT Team at Kuala Lumpur.


However, I would greatly appreciate if the hurdles and shortcomings that I have faced during
my career in the New Zealand High Commission is addressed with a professional approach in
regards to my situation. With that being said, I would like to sincerely thank you on your
consideration in this matter.

Dear Madam,

I am Sumen working at New Zealand High Commission, Kuala Lumpur. I have been
informing to the speak-up divisional managers concerning my experience working alongside
MFAT Staffs at Kuala Lumpur, since June 2021. On that note, I have requested and had
elaborate discussions with the speak-up officers of this Ministry. Nonetheless, my plight has
been cared with minimal consideration accompanied with orchestration of momentary
setbacks. As of that, I would like to provide you a brief summary on what I have been
experiencing ever since my efforts to politely voice-out issues since last year. Below here,
are my accounts on how the HOM has meticulously veiled her displeasures against me, that
jeopardized my status as an Employee of this Ministry.

(The incidents contained in this message occurred after my discussion with divisional
officers).

1. The first hindrance that was orchestrated by HOM ever since my complaints reached
the higher divisional authorities was when, she meticulously assigned backup-driver
Mr. Azhar (0.5) as the chief driver. Nonetheless, the Locally Employed Staff Code of
Conduct clearly states that the chief driver (0.1) only should be assigned at all times
with exceptions of emergency cases i.e. unexpected death of an immediate family
member, and spouse’s labour delivery arrangements then the backup-driver may be
assigned. As of a consequence, the responsibilities of the admin-paper work of the
backup-driver has fallen upon my shoulders. In that regard, I have politely voiced out
to the MFAT Team that this action breaches the New Zealand High Commission’s
work policy. However, I was unreasonably treated as incompetent to drive as the chief
driver despite my qualified certificates of defensive driving that I have been awarded
by the Ministry since 2013.

2. My second drawback that was planned by HOM Madam Pam Dunn, is inextricably
linked to the first case which is reduced amount of overtime pay. In this scenario,
when Mr. Azhar was delegated with the tasks of the chief-driver it significantly
affected my driving routine and monthly wages, as the overtime payment was granted
to him. However, I am in no place to raise criticism against my fellow colleague but it
is rather unethical to delegate the backup-driver to execute the driving tasks of the
chief-driver especially when it suggestively affects my monthly income. This
unexpected change was conducted by HOM without consulting both of us ever since I
politely voiced out my plight during the refurbishment meeting on 20th January 2022.
3. My third dilemma is methodically orchestrated by HOM in regards to issues of career
limiting in the MFAT Team. In this scenario, her excellency Madam Pam Dunn,
deliberately assigns the backup-driver Mr. Azhar whenever Divisional Managers of
the Ministry such as Madam Nicole are present in Kuala Lumpur. This keenly
calculated decision is executed to drastically limit my interaction with the higher
authorities of this Ministry that would successfully hinder my attempts to voice out
my arduous plights I have been experiencing with Mr. Izak and Madam Pam Dunn.
Therefore, the efforts of her excellency indirectly plants seeds to evade herself from
being consulted in enhanced discussion sessions with Divisional Managers. In
correlation to that, the HOM has also minimised the duration of my discussion session
with the Higher Divisional Managers of this Ministry below 10 minutes as a safety
measure to avoid me from explaining my gruelling difficulties that I have faced since
June 2021 including the current incidents sparked from the post-mortem
refurbishment meeting in 20th January 2022. In a greater perspective, I personally feel
that my wellbeing as an Employee of the New Zealand High Commission may be
threatened with the momentary setbacks and artful efforts to suppress the issues that I
have experienced. Besides that, I perceive that the Employed Staff meetings only
provide minimal consideration to my plights as there is lack of receptive response on
the matter at hand from the other side.

4. Fourthly, the HOM, Madam Pam Dunn alongside Deputy High Commissioner Mr.
Aidan have falsely subjected me to severe allegations for mentioning the names of
other staffs during the post-mortem refurbishment meeting which took place during
20th January 2022. During the meeting, I politely mentioned that Mr. Izak’s acts of
delegating his tasks upon my shoulders is unethical as I am not trained with the
hands-on skills of an Executive-Admin (EA). Nonetheless, I was unprofessionally
accused for mentioning the name of a fellow colleague. However, a complaint or
suggestion concerning an individual can only be given in regards to the polite
addressal of one’s name. Besides that, is it not the aim of the Ministry to preserve the
civil rights and wellbeing’s of all staff regardless of their ranks or privileges in the
MFAT Team? Henceforth, HOM has also unethically been criticizing me and
scrutinizing my efforts in my daily tasks ever since my actions of voicing out since
the refurbishment meeting.
To recapitulate, I am honored to serve in the MFAT Team at Kuala Lumpur. However, I
would greatly appreciate if the hurdles and shortcomings that I have faced during my career
in the New Zealand High Commission is addressed with a professional approach in regards to
my situation. With that being said, I would like to sincerely thank you on your consideration
in this matter.
