RESOLUTION NO. 2023-04

RESOLUTION INDORSING/ APPROVING THE EXTRACTION AND HAULED OF NON METALLIC

ORE (ORDINARY EARTH) PROJECT LOCATED IN BARANGAY TUPOL ESTE, CABATUAN,
ILOILO BY A PROJECT PROPONENT AIRES OCTAVIANO.

WHEREAS, Barangay Assembly was called and held on March 12, 2023 where majority of the assembly
members allowed the permittee to extract and hauled non-metallic ore (ordinary earth soil) project in Barangay
Tupol Este, Cabatuan, Iloilo;

WHEREAS, the extraction of Non- Metallic Ore (ordinary earth) project will give additional income to
our barangay;

WHEREAS, after thorough deliberation it has been approved and indorsed by the Sangguniang Barangay,
the application of Aires Octaviano the extraction of non metallic ore (ordinary earth) at Barangay Tupol Este,
Cabatuan, Iloilo;

NOW THEREFORE, on motion of Barangay Kagawad Joel Porcal duly seconded by Barangay Kagawad
Rolly Arsenia;

BE IT RESOLVED AS IT IS HEREBY RESOLVED to approved the application for extraction

and Hauled of non metallic ore (ordinary earth) project located in Barangay Tupol Este, Cabatuan, Iloilo by
project proponent Aires Octaviano;

RESLOVED FURTHER copies of this resolution be furnish to the offices concern for their information
and guidance.

MINUTES OF THE PUBLIC CONSULTATION MEETING IN CONNECTION TO THE EXTRACTION

OF NON-METALLIC ORE (ORDINARY EARTH) APPLICATION OF AIRES OCTAVIANO HELD AT
THE BARANGAY HALL ON MARCH 12, 2023 AT 2:00 PM

ATTENDANCE: (See ATTACHMENT)

Punong Barangay Hon. Conrado A. Porcal called the consultative meeting with the owners, permittee/
applicant and the Barangay Assembly to the proposed quarry/extraction of non-metallic Ore (ordinary earth) site
to wit: property of:

1. Socorro A. Gargollo
2. Patricio Duero Jr.
3. Fe Grado
4. Afro B. Millora

Before the start of public consultation, prayer was lead by Kagawa Merlinda Duero, followed by the
singing of the Phil. National Anthem lead by Kagawad Generosa Forro, then Punong Barangay Conrado A. Porcal
delivered his words of welcome and explained to the body the advantages and dis-advantages of the quarry or
extraction of non-metallic Ore (ordinary earth), then he give the floor to the permittee or applicant.

AIRES OCTAVIANO, the quarry applicant asked permission to the Barangay Officials and residents
attended the consultation meeting to inter a quarry in the barangay. He said that quarry give advantage to the land
owners especially for those land located in a hilly portion of the barangay (mapatapan).

Punong Barangay said, if the quarry approved, the Truck Team passage through the Provincial road and it
might give hazardous to the Provincial road and households and residents residing beside the Provincial road.

Aires Octaviano said, one of the problem specially summer is the “Yab-ok”, regarding of that, there is a
water Truck to wit the road. If the road damage the quarry applicant is responsible to repair and maintain the road.
The quarry area has no hazard, it’s because there is no household. There are 5 land owners willing to quarry
located in Zone 4,6 and 7.

The applicant naga pasalig nga kung gusto sang barangay nga maghulam sang equipment pwede ini
mahulam.

Punong Barangay Conrado A. Porcal asked the pleasure of the body with regards to the application of the
Extraction of Non-Metallic Ore (Ordinary Earth Project).

The body/Barangay Assembly approved the proposed project upon motion of Barangay Kagawad Joel
Porcal duly seconded by Barangay Kagawad Rolly Arsenia. Since there were no objection the motion carried.

Since there is no topic to take up, so Barangay Kagawad Merlinda Duero moved that the public
consultation meeting be adjourned duly seconded by Barangay Kagawad Russia Mae C. Assin. The public
Hearing Consultation adjourned at 4:00 PM.
