About J/SecureTM Operator Compliance Program

Dear Sir/Madam,

We are pleased to announce the launch of a new JCB brand certification program for
J/Secure Operators (hereinafter Operators).
This notice provides an overview of the certification, the timing of the release, and the details
of the request to the Operators.

1．Overview

 JCB brand certification system for J/Secure Operators (hereinafter J/Secure TM Operator
Compliance Program) will start from 4/25/2023.
 The above J/Secure TM Operator Compliance Program will be mandatory for Operators
who implement J/Secure in the future. (The program is valid for two years, and certification
must be renewed when it expires.)
 In the future, when newly implementing or renewing certification, yo u will be required to
apply for certification and conduct testing for J/Secure TM Operator Compliance Program,
in the Test Platform (hereinafter J/Secure Test Platform).
 Since the test in J/Secure TM Operator Compliance Program is in a testing environment,
we will introduce a new production DS Connectivity Test to confirm the connection settings
in the production environment. (This is not required, but recommended.)

2．About J/Secure TM Operator Compliance Program

【Target】
 Operator
➢ An Operator is a third party that provide EMV certified 3-D Secure products to Issuer
and Acquirers (merchants) and is obliged to complete the Operator Compliance
Program in advance of their implementation with Issuers and Acquirers (merchants).
Operators can also include Acquirers or Issuers willing to deploy their own
EMV certified 3-D Secure products to merchants or cardholders.

・Operator enters the applicant information (company
name, product information, etc.) within the J/Secure
Test Platform.
・Please agree to the "General Conditions on J/Secure
Operator Compliance" before submitting your
application.
・JCB reviews the application and issues J/Secure
Test Platform login credentials such as ID, PW, and
Operator ID.
・After Logging into the J/Secure Test Platform,
Operator can download referential documents.
Step2 Test Operator ・Before starting the test, Operator prepares for the
Preparation test by setting up the certificate, entering active
endpoint information, etc.
Step3 Test Run Operator ・Operator performs several test cases on J/Secure
Test Platform.
・Test cases will automatically be generated based on
the entered information in Step 1.
・After each test case is automatically verified,
Operator submits the test result to JCB within the
J/Secure Test Platform.
Step4 Test Result JCB ・Once JCB receives the test result from Operator,
Confirmation JCB will validate them.
・The validation result will be notified via email from
the J/Secure Test Platform

【Others】
 For details on the J/Secure TM Operator Compliance Program, please refer to the
"J/SecureTM Operator Compliance Program Guide" posted on the J/Secure Test Platform.

 The protocol version that can be tested is "2.1.0+2.2.0". Testing cannot be performed with
"2.1.0" only.

 The cases in which J/Secure TM Operator Compliance Program acquisition/re-acquisition

is required are as follows.

 The website for the J/Secure TM Operator Compliance Program will be available from mid-
May 2023.
3．About the DS Connectivity Test
【Target】
 Operators who have completed the J/SecureTM Operator Compliance Program

【Overview】
 The purpose of the test is to verify that operators, who have passed the J/SecureTM
Operator Compliance Program, can connect to the Production DS prior to the
implementation of the issuer and acquirer (merchant).
 This test is not required but recommended.

【Others】
 Please refer to the guide that will be posted on the J/Secure Test Platform around mid -
May 2023, for details regarding the DS Connectivity Test.

4. Obligations for Operators

 J/SecureTM Operator Compliance Program must be completed by the end of March
2025.
 After April 2025, only Operators who have completed the J/SecureTM Operator
Compliance Program will be able to handle J/Secure.

5. Testing Fee
 Testing Fees are projected to be charged to each testing Operators after April 2024. The
precise amount is subject to change and will be announced appropriately after the final
decision.

during the designated timeframe of 4 weeks.
Extension Fee ・Fee charged for performing the test cases $2,000
beyond the designated timeframe of 4 weeks.
・Fee will be charged additionally per each 4
weeks, in which the testing extends up to.

6. Others
 With the introduction of J/Secure TM Operator Compliance Program, the current
J/Secure2.0 TPP Certification will be discontinued and will stop accepting applications on
4/25/2023.
 If you have already applied for the TPP Certification by Monday, 4/24, Operator must
complete the TPP Certification by September 2023
