HISTORY

The Pantawid Pamilyang Pilipino Program in the Philippines, known as the 4Ps, is a
conditional cash transfer program developed by the World Bank and the government of the
Philippines in 2007.

In 2007, Pantawid Pamilyang Pilipino Program started in the Philippines but in August
2008 the Set 1 of Pantawid beneficiaries were chosen in four (4) municipalities of Nueva Ecija
with 7,545 registered households.By the year 2010, the Pantawid Pamilyang Pilipino Program
covered the seven (7) provinces of the region with 37 municipalities and 20,964 additional
households to be included in set 3 beneficiaries.Set 4 beneficiaries commenced in 2011 in
Masantol, Pampanga with expansion of the two Highly Urbanized Cities (HUCs) and two.

municipalities with 50% and above poverty incidence and there were 3,212 potential households.
In the later months of 2011, 5575 households were front loaded from the city of Muñoz and San
Jose City, Nueva Ecija.
2012 was the year when set 5 beneficiaries started with 50, 376 households covering all
the cities and indigenous people municipalities and municipalities with poverty incidence with
30.6%.

In January 2013, set 6 started with 131,260 target beneficiaries covering all the
municipalities not covered in the previous sets and with the expansion of set 3 areas.

Pantawid Pamilyang Pilipino Program has covered 100% of the 7 provinces, 14 cities, 116
municipalities and 99.39% out of 3,102 target barangays in the region. The program has likewise
identified 17,227 potential households for Set 7. Out of the 309,855 potential household
beneficiaries, 258, 486 were registered.

Pantawid Pamilya potential households for Sets 1-6 and 7(batches 1 & 2) in the region
were 309,855. As of September 13, 2013, the program has 258,486 registered household based
on the clean list record coming from the database.

Status of payment of the Beneficiaries and the schedule of pay-outs lodge in the Finance.
It plays a vital and crucial role in handling the cash grants of the beneficiaries taking
consideration the essence of transparency and accountability. The budget allocation was based
on the Compliance Verification turn-out per period in the status of Payments for 1 st, 2nd and 3rd
period per Province.

The Pantawid Pamilyang Pilipino Program has two goals, first is social assistance which
is to provide cash assistance to the poor to alleviate their needs (short term) and lastly it aims to
break the intergenerational poverty cycle through investment in human capital , i.e. health,
nutrition and education(long-term).

MISSION

To provide the needy an easy access and participation to social welfare programs and
services through the aid of the LGU and other stakeholders.

VISION

We envision a Municipality where poor, vulnerable and disadvantaged sectors have


enough and equal access to social welfare programs and services by the end of 2020.

Service Pledge:

We are committed to provide you quality, prompt, and courteous service from Mondays
to Fridays, 8:00 A.M. to 4:00 P.M., without noon breaks; We shall endeavor to complete your
transactions with us within the day. We will inform you promptly of our actions taken so far and
clearly explain to you the reason/s should we not be able to complete within the day of the
delivery of the service you need. We shall ensure availability of staff to attend to your concern/s
even during lunch break. We shall appreciate any positive or negative feedback regarding our
services, facilities And personnel.

The Officers-in-Charge of our frontline services shall be available at all times for
consultation and advice. All these we pledge for the best interest of the clients/customers we
serve.

The Pantawid Pamilyang Pilipino Program (4Ps) is a human development


measure of the national government that provides conditional cash grants to the poorest of the
poor, to improve the health, nutrition, and the education of children aged 0-18.

Figure 4:My first day of Work Immersion

March 13, 2023/ Monday

Today is the day were ma’am massed deploy us. We attended the Rabies Awareness
Month event in Jiabong Poblacion, which included attending a flag raising ceremony and
motorcade. We’re excited to meet the department head, Ma’am Lea, who was previously out of
town, but finally met her and her coworkers. Ma’am Lea kinda friendly, gorgeous, elegant.
We’re satisfied and happy with the first day of our immersion.

March 14, 2023/ Tuesday

This second day of my work immersion was challenging, as we encountered other


people while participating in a caravan to Brgy. Bawang Jiabong Samar. The caravan was held to
repair the road, and my groupmates and I helped distribute food and participated in the activities.
Despite the tiring and challenging journey, I found the experience worth it as we were able to
witness the beautiful scenery and were treated well by the people in Bawang.

March 15, 2023/ Wednesday

Today is the third day of my work immersion, and we accomplished a lot more
compared to yesterday. Today, we organized the portfolios of 4Ps beneficiaries, clean the office
and also put curtains. I can say that working here is a great experience, despite the pay. You get
to enjoy the work and gain different experiences. Lastly, we are grateful to our supervisor who
treated us well and she’s very kind.

March 16, 2023/ Thursday

This is the fourth day of my work immersion another day, another task to do. Still
thankful for having ma’am Lea and ma’am cristina for treating us so well. This day we’ve done
pasting some tags to folders. Furthermore putting some names and we arrange the folders
alphabetically, an hour later we did some rest for a little bit. After the lunch break we go back to
work pasting, arranging, and lettering that’s the routine we have done today. Doing some
paperworks was not easy because it so confusing but it’s okay, I take this as a training session for
my future course or should I say job.

March 17, 2023/ Friday

This 5th day of my work immersion, we have learned in observance to Fire Prevention
Month, Jiabong Fire Station personnel, headed by SFO2 Isagani B. Bagasol, Officer-in-Charge,
conducted a fire safety lecture for 4ps Beneficiaries’ of Brgy. Malobago, Catalina, and
Cantongtong, Jiabong, Samar. In addition to that they also share the contact number just incase
of fire, medical emergencies, and rescue operations, we may contact the number, Globe: 0917-
501-7372.After that back to work, we continue segregating the portfolio and folders then pasting
some tags. Lastly, we arrange them alphabetically then we went home after that.

March 20, 2023/ Monday

Today is Monday, 6th day of my work immersion. We attended the flag ceremony and
also ma’am lea was absent today, we are so sad that ma’am Lea is not in the office. Ma’am
Cristina gave us some task to do, just like what ma’am Lea dictate us. I’m talking about our daily
routine which is Putting some names on folders and arrange it alphabetically.
There are a lot of papers that need to be completed and another one is very confusing
because of the different places where we have to find who owns the folder. But it’s okay because
we’re also training for our dream job and our ma’am are pretty kind too so it’s okay.

March 21, 2023/ Tuesday

This could be the best day ever because ma’am Lea is finally back. This seventh day of
my immersion was unforgettable because ma’am Lea given us a lot of foods like snack’s or
should I say a bunch of snacks, and quality time with her like chikas while working. We have
been working with ma’am Lea’s office since day one. Absolutely, we are working with paper or
documents fixing them putting some names and arrange it alphabetically that’s are daily routine
except for the day when ma’am Lea has to go to places to attend a meeting because she always
ask as to go with her to let as know whats happening during some meetings or interview.

March 22, 2023/ Wednesday

Today is the 8th day of my work immersion.We're badly want to extend our Immersion
but we don't have an authority to do so.This could be the saddest week ever because we only
have 2 days to work with ma'am Lea. We will miss ma'am Lea together her co-workers.

Just like what I have said yesterday, we are doing our routine. The routine we have been
dealing with, which is filling unto documents. Now I know that I can. I can do the things , the
things that I can't before. So don't be afraid to fail because our failures are the one who teach us
and help us unto success.

March 23, 2023/ Thursday

We only have one day to work in the office. It’s so sad because we’re leaving this
week. We will miss ma’am Lea together her co-workers! As usual we’ve are doing are routine
filling some documents, printing some paper and then arranging them alphabetically. But most of
my favorite was chikahan with ma’am lea while working. She’s good at everything that’s why
we like her so much.

March 24, 2023/ Friday


My last day of work immersion, we did filling and printing papers. We are so sad that
this is the last day of our Immersion. We badly want to extend our immersion but we don't have
an authority to do so. As a whole of our immersion we learned how to print, filling some
documents and also we learned how to communicate and socialize with other people.
