Subject: Theft Incident (Electric Cables) – Antipolo Transmitter Site

Sirs:

Greetings of good tidings and good day!

We write in connection with the above-captioned incident for which our agency is required to reimburse GMA
the amount of Seventy Thousand Pesos (Php70,000.00 – VAT inclusive) as total cost for the replacement of the
stolen eight (8) electrical cables at the Antipolo Transmitter Station.

We humbly seek your consideration in reducing our liability for said loss for the following reasons:
• The theft incident was not solely caused by the negligence of the security personnel on duty as the risk
or vulnerability of security breach was increased by the failure to remove the ladder and platform after
the day’s work. From the circumstances of the incident, it can be positively inferred that the ladder
was used to mount the platform where the cables at the entrance cap installed at the post can be
easily reached.
Furthermore, the area is poorly lighted as the flood light installed at the said post was removed or
deactivated and compounded by the fact that the trees adjacent to the post have many stems with
thick tubes of leaves.

• We are not evading liability for the loss at the time our security personnel was on duty. The above-
mentioned circumstances however, we present to you as extenuating factors in considering to reduce
our liability.

• Lastly, the security personnel was tasked to monitor at regular intervals the dehydrator equipment
located at the Technical Operation Center (TOC) Room. The perpetrators, in all likelihood, took
advantage of the absence of the security personnel knowing fully well the regularity of his absence
from where the post is situated.

With due deference, at the outset, our agency submitted our Security Assessment of the Area of Responsibility,
recommending measures to reduce if not prevent security breaches and ensure the safety and security of the
premises. We respectfully reiterate that our recommendations be given a second and harder look and those
acceptable can be implemented, to wit;
• Top Guard:
o Description: overhead three strands of barbed wire along the top of the fence, facing outward
and upward approximately 45degree angle with 6 inches apart and to increase the overall
height of the fence by at least one foot
• Protective Lighting
• Alarm System - CCTV
