MEETING WITH THE SOCIAL SERVICES STAFF AND IN-HOUSE CLIENTS
PROVINCIAL GENDER AND DEVELOPMENT OFFICE

RATIONALE:

Gender issues and concerns are perceived to be better addressed if interventions to


abuse women and children are being planned and developed to improve the efficiency of work.

The strategies adopted in the operationalization of the Provincial Gender and


Development Office in addressing victim survivors need to be revisited to ensure the welfare of
clients under custody of the PGAD Office. It has been noted that abused women and children
should be accorded an equal degree of trust and respect, thus unity must be well established.

Thus, the PGAD Office should initiate a program that would complement the present
situation of clients and likewise enhance capacity of personnel to handle children and women in
crisis situation.

A meeting with the Social Services staff and the in-house clients is scheduled to provide
measures in the prevention of gender-based violence in the work place.
OBJECTIVES:
1. To provide comprehensive interventions to abuse women and children
2. Revisit strategies adopted by PGAD to be able to effectively handle women and
children in crisis situation
3. Update learning methods and capacitate concerned employees in dealing of clients
4. Building trust and unity of staff and clients
PARTICIPANTS:
20 pax @ 350/meal - P 7,000.00
EXPECTED OUTPUT:
Updated learning skills and methods in handling victim survivors in crisis situation

MINUTES OF MEETING
WITH THE SOCIAL SERVICES STAFF AND IN-HOUSE CLIENTS
PROVINCIAL GENDER AND DEVELOPMENT OFFICE
DATE: APRIL 27, 2023

Before the meeting started games were introduced to keep the in-house clients feel
comfortable, active and participative. Clients were asked to share their talents thru singing and dancing.

However, at 10:00 o’clock in the morning the meeting was then started to discuss issues that
needs to be improved most particularly the roles of the concerned house-parents. It was deliberated
that:

1. House-parents should implement home life activities for client’s safety and behavioural
modification of clients quarter
2. Provide supervision to clients and ensure that a nutritious breakfast must be provided.
3. Also, House-parents should give guidance and help clients achieve their goals while studying
their modules;
4. And that good rapport must be established.

Likewise In-house clients were encouraged to show respect to their guardian as well as provide
an accurate information about her illness to be able to provide proper treatment. To express her
concern or fear in order that counselling will be carried out effectively by the Social Worker.

OTHER MATTERS:

1. It was suggested that there will be training for the House-parents and Clients to strengthen
camaraderie

2. That clients shall be given recreation once in a quarter outside the PGAD center to unwind
thereby lessening the boredom felt.

There being no matters discussed the meeting adjourned at 2:00 o’clock in the afternoon.

GENDER AND DEVELOPMENT ASSESSMENT AND PLANNING MEETING


WITH THE SOCIAL WORKER AND DEVELOPMENT OFFICERS FROM THE RESPECTIVE MUNICIPALITIES OF
THIS PROVINCE AND THE MEMBERS OF THE GAD FOCAL POINT SYSTEM OF PGMO
JUNE 7, 2023

8:00 A.M. - REGISTRATION OF PARTICIPANTS

The meeting started at 9:30 in the morning with an Opening Prayer thru an Audio Visual
Presentation followed by an Opening remarks and the Rationale of the Activity by MS. LORELEI U.
CAGAS, PMS and GAD Focal Person. In her message she expressed concerned of children under the
custody of the PGAD Office and the cases of incestuous rape that was not reported. This problem needs
to be addressed in order that the 5’Ms thrust of the Province be felt by anyone nga ang Misamisnon
Magpuyong Malamboon, Malinawon ug Malipayon.

She also presented the Agenda of the Meeting, to wit:

1. The Solo Parent Act


2. Teenage Pregnancy
3. Early Detection Program
4. Emergency Cash Transfer Requirements
5. AMOR Guidelines
6. Support to Abused Children outside AMOR
7. Organization/accreditation of Women’s Organization
8. 2023 GAD Plan and Budget
9. 2024 GAD Plan and Budget
10. Other Matters

1. The Solo Parents Act was being explained by Ms. Janet Limpot from the Provincial Social Welfare
Office.
The Solo Parents Welfare Act under Republic Act 11861 is an act that covers solo parents who
exercise solo parental care and support of the child or children. In the entire province there is a total of
401 Solo parents.

Ms. Limpot also stressed that at present there were children who became a mother at the age of
10 and was found out that there is a prevalent teenage pregnancy in Misamis Occidental. With the
presence of the City/Municipal Social Welfare Officers, the Provincial Social Welfare and Development
Office is soliciting/gathering ideas from the C/M Social Workers so that they could prepare a concept
paper on how to address teenage pregnancy.

Likewise, the Emergency Cash Transfer requirement for those who can avail the
benefits/assistance of a solo parent was also discussed by Ms. Brenda _________.
2. On AMOR GUIDELINES, Ms. Lorelei U. Cagas, the newly appointed PGAD Officer discussed the
guidelines of the Asenso Misamis Occidental Refuge – AMOR is intended to provide the basic
needs and other support to women and children who are victims of gender-based violence. She
also emphasized the qualification/requirement in the admission of Clients:
“Only those who are victims of incestuous rape may qualify to be admitted to the PGAD facility,
except the following:

a) Those with mental disorder and psychiatric history


b) Those with criminal history

Admission of Client:
There should be a request from the C/M Social Worker approved by the Mayor
