NEBOSH Assessment 2

An Environmental Health Officer (EHO) visited a leading retail organisation and noticed two
large areas of wet flooring adjacent to some chiller cabinets. An attempt to mark the extent of
the areas and exclude people had been made using yellow cones, wire hand baskets and
produce trays. These measures were unsuccessful as people were walking through the water.
The EHO decided that a formal approach was necessary and returned later that afternoon to
investigate further.
On arrival it was clear that the situation had not improved and it was established that the chiller
cabinet condensate drain had been leaking onto the floor all morning. Advice was given to the
manager about practical measures to keep the floor dry ie station a cleaner in the area at all
times until the leak is repaired and use absorbent materials such as piles of hand towels or
purpose made absorbent sausages to soak up/contain the water. By the time the officer left the
store the floor was dry and the situation was being effectively managed.
The company had a spillage procedure and this clearly set out the ways in which the manager
should have managed the leak and the wet floor.

CAJETIN STEPHEN MORAIS – 31ST JULY EVENING REGULAR:

Task 1 – a) :

The EHO had visited 2 times to inspect the water leakage incident at the store, first might be given oral
instructions, however due to non-compliance given strict instruction to curtail the water seepage at the
floor, by instructing the shop management to assign a cleaner at all the time until the leakage completely
fixed by technicians, consumables such as hand towel in bulk, water absorbent sausages to contain the
sweeping water, etc., guarded rail barrier would be perfect control to keep shop customers and staff to
keep away from the wet areas, along with yellow cone warning signs,
The shop authorities dealt with the incident seriously at the second visit of the EHO to the store,
At this scenario the EHO could pass a show cause notice, followed by fines and punitive actions against
the respective shop management, the affected parties are not only the shop workers but the customers
and visitors of the shop which comprise the general public,
EHO can issue warning letters to the shop management for not adopting strict Health and Safety process
similar to established spillage procedure of the entity, their negligence to safe guard of their workers and
general public,
EHO can issue work stoppage memo for business activities of the ship, until such time the shop
satisfactory fixed the chiller leakage issue,
EHO can issue instruction memo to shop management, for Occupation Health and Safety Training for
their entire workforce,

Task 1 – b) :

A worker forthwith report to the immediate supervisor should there any work situation which arise to
damage the health and safety to them or others who will be affected due to their inaction, to action
suitable remedial measures to curtain the hazard / risk,
At this scenario the workers and manager not took quick and serious action to contain the water leakage
which is a immediate risk for workers, customers and company business, the company has a spillage
procure policy, which was also not timely actioned by the manager, this has caused serious violation of H
& S of the company, which will have moral, legal and financial implications on the company, this is a
good example of a company with negative health an safety culture,

This scenario describes the negative health and safety culture of the company due to lack of adopting the
health and safety policy and procures strictly and seriously, the workers and managers ignored their
established H&S policy and procedures,
The workers and managers not took care for their health and safety and other affected parties alike
