Visitation to China for Tin Dredger Inspection

Dated at 1st November 2017 in Weifang, Xou Kwang shipyard to visit


the latest progress of Tin Dredger, this visit was done by
representative from both PT. Raisindo Jasatama Mandiri along with
the Head of Mining & Energy department from Bangka Belitung
Indonesia.

The representative whom participate in this visit has been approved


by Governor of Bangka Belitung and PT. Timah tbk, name of
representative are listed below:

1. Bp. Julius G Sinaga. ( Head of Mining & Energy department


Babel )
2. Bp. Dachriansyah. ( PT. RJM Director)
3. Bp. Hans C Wijaya. (Head Commisary of PT. RJM).
4. Bp. Yongky Wijaya. (Owner of PT. RJM.)

In the process of onboard and inspecting the particular Tin Dredger


the guests were accompanied by the Shipbuilder & Technical
Development representative in order to fully clarifying for the
required assessment :

1. Mr. Xue. ( Owner Tin Dreger )


2. Mr. Ong. ( Tehnical Engineer / Owner )
3. Mr. Yongky ( Operational / Owner )
4. Mr. Wang. ( Director of Dry Dock Ship Builder )

Along with this assessment/inspection of Tin Dredger, there are


several advices and modification required in order for this Tin
Dredger to be fully operational according to the proven specification,
thus upgrading it so when the newly built Tin Dredger operate, it
could perform much better compared to existing operational vessels
in Bangka Belitung and Kundur area.
Hereby we listed all of our inspection along with the necessities
which needs to be done on the particular vessel:

Physics.

1. Vessel Construction: Good.


2. Drum Plate / Pontoon. Good. 24 mm.
3. Main Engine for Propeller operation.Good.
4. Main Engine for Ladder operation (Not Yet Installed) Horse
power. brand, & type details required.
5. Auxiliary Engine is sufficient: Good.
6. Control Room, Panel monitor: Good.
7. General Safety Equipment: Good.
8. Fire Fighting Facilities: Good.
9. Hospitality Crew’s Accommodation, Office Meeting, Kitchen
Food Room Good.
10 .B3 Waste Storage Not Yet Installed.
11 .Safety Bridge on every Engine, dan Crews working circles, Not
Yet Installed.
12 .Label Safety Instruction on every ME, AE & Moving Machines
along with other panels. Not Yet.
13 .Numerical mark on every Man Hole tank / Bottom Tank Man
Hole.Not Yet.
14 .Safety fence for Oxygen & LPG Tanks. Not Yet.
15 .Safety Pollution on every AE/ Genset, Hydrolic pump, so the
oil/HSD wont spill. Not Yet Installed.
16 .Stopper Bridge on Ladder, safety Lock while vessel is
operating/moving. Must Be Installed.
17 .Draft must be stated on every corner of Forfick & Afterfick
along in middle of ship. Must Be Installed.
18 .Sounding pipes on the Man hole tanks must be expanded in
case to check if there’s water on the bottom of the tank (drums)
Must Be Installed.
19 .Scaler Stabilizer. Must Be Installed.
20 .Intercom, for internal communication from Operational deck to
Crew’s meeting room, Kitchen/Pantries and Tin washing deck.
Must Be Installed.
21 .Safety Aid / First aid must be installed where the most
‘manned’ stations. Must Be Provided.
22 .TV Monitor for CCTV in order to control the Production &
controlling the workers that doing the tin washing. Must Be
Installed.
23 . Onboard the vessel, there must be a section on the vessel for
facilitating the maintenance part & repairing parts such as
milling machine, welding equipment, these are very important
to response with high maintenance on vessel while its
operational. Must be installed.
24 . Production Zig needs to be recalculated and harmonized so the
tin ores could be extracted optimally. Must be recalculated for
its position.
25 .The anchors must according to the vessel weight in order to
securely holding the vessel on its current position while theres
storm.Must be provided and not yet installed.
26 .Manuals for operating the monitors so it the control of the
vessel will be much easier for every Captains. Must be provided
27 .After the vessel has been fitted with Main Engine along with
Propeller with other necessary equipment, the vessel will be
inspected for the last time by Mr. Julius and Mr. Rian before the
vessel depart to Indonesia.
Results of the Current Assessment.
After assessing the vessel in Wuxi at 3rd November 2017, there are
several important points and agreement according to Mr. Julius
assessment of the vessel, so the vessel could be fully operational and
optimally extracting the tin ores, so we could challenge and up par
the Thailand vessels in which still dominating in terms of Tin Mining
in Bangka.

The result of meeting in 3rd November 2017 with Mr. Xue and Mr.
Ong and Mr. Yongky agreed for the vessel to be fully modified on the
field of Construction of the ladder, production pipe along with the
Separator Grader so the tin ores could be optimally extracted.

After the Tin Dredger being departed from dry dock, then sea trial will
be initiated, and if the vessel perform well, then it could depart to
Bangka, Indonesia. With notes that the vessel has change its flag,
class and port register along with other necessary documents.
Furthermore, before initiating reconstruction, PT. RJM/PT. Rihans
Jasatama Mandiri must do the Drawing & System of the Zig in which
we must acquire permit from vessel owner.

Offering the cost estimation of reconstructing, change of system after


acquiring the permit, then we will proceed with the system changed
as we talked in meeting in Wuxi.

A. Ship Owner to agree for Operator to mining temporarily with 3


Captains from Thailand, and the rest of the crew could be
Indonesian.
B. Ship Owner to agree for Capt. TONGCAI, and team from PT.
RJM along with Mr. Julius advisor to reconstruct the system in
the vessel to fully optimizing the tin extraction , we coordinating
with Ship Owner, so there will be no conflicts or
misunderstanding between parties in future.
