2. Check for completeness of installation:-
a. Name Plate fixed as per approved drawing.
b. Transformer properly installed on foundation.
c. Wheels are properly locked.
d. Bus duct erection and connection complete.
e. All grounding connection is proper.
f. Neutral terminal is effectively earthed.
g. All control cables, internal & external, has been
laid and connected properly.
h. See that the conservator is filled up to the
filling oil level mark on plain oil gauge side
and corresponding to the pointer reading on
MOG
i. Ensure that silica gel in the breather is active
and color is blue and oil in the breather cup is
up to proper level.
j. Check that the thermometer pockets are filled
with oil
k. CTs secondary terminals must be shorted and
earthed, if not in use
l. Rail level under rollers shall be checked with
spirit level.
3. Check all bushings for any crack or any breakage of
porcelain. Bushings with cracks or any other
defects should be immediately replaced. Oil level in

condenser type bushings should be up to the level


mark on oil gauge on side of top cap.
4. Check that extraneous materials like tools, earthing
rods, pieces of cloths, waste, etc. has been removed
from the vicinity of the transformer.
5. All unused gland plate holes to be blocked in OLTC
and other panels.
6. Check continuity and insulation resistance of all
control cables.
7. Check all the gasket joints to ensure that there is no
leakage of transformer oil at any point.
8. Check all valves that need to be kept open, are in
open condition
9. Release trapped air through air release plugs and
valves fitted for the purpose on various fittings like
headers, radiators and oil communicating bushings,
buchholz petcock etc.
10. Check alarm and trip contacts of Buchholz relay,
WTIs, OTI, magnetic oil gauge, pressure relief device
etc
11. Checks that the CT terminals in Marshalling Box/
Thermo Junction Box are connected to WTI CT
terminals, as indicated in the rating and diagram
plate and open the shorting link of the terminal
block
12. Tank should be earthed at two points. All other
panels also shall be earthed properly.
13. Check overhead connections to bushings to be
sufficiently flexible so that excessive tension is not
applied to bushings
14. Bimetals shall be put at copper-aluminium joints. If
so, the copper face to touch to copper and
aluminium face to aluminium
15. During all pre-commissioning tests, ensure that the
transformer is disconnected from both ends i.e from
220kV Switchyard and from 11kV IPBD.

Before measuring the insulation resistance, it should be made sure that the bushings are cleaned thoroughly
with clean cotton cloth and HV neutral is disconnected from Earth.

After successful completion of IR test the earth connection to HV neutral to be restored. The insulation
resistance as per following table should be measured with 5 kV Insulation Tester.

It is preferable to have a motor operated “Insulation Tester” and the readings taken after one minute (60
Seconds) from starting shall be recorded as IR value.

When IR test is completed for any winding, discharge the static charge by static discharge stick or by IR tester
with automatic discharging capabilities.

The ratio shall be checked on all taps and between all the windings and the results should roughly tally with
factory test reports as well as the rating and diagram plate details. Ratio shall be checked by applying a three
phase 380V supply on the high voltage side and measuring the voltage on the low voltage side at all tap
positions.

Kelvin Bridge meter or low resistance tester shall be used for the measurement of resistance at all windings. Tapped
winding resistance shall be measured at all tap positions. Absolute steady reading should be obtained for minimum 1
minute. The tap winding resistance trend shall be gradually decreasing with increase in tap position.

Check whether the gas operated relay is mounted as per drawing. Check the operation of the alarm and trip
contacts to the relay independently by draining oil through drain valve. During this test, isolating valves at both
the ends of the Buchholz Relay shall be closed. Open the vent valve and then open the drain valve to drain the
oil from Buchholz Relay slowly. Air will enter in to the relay slowly and alarm & trip contacts will be closed one
after another. The air from the Buchholz relay shall be released after the test.

The setting and correct working of the alarm & trip contacts of winding temperature indicator (WTI) and oil
temperature indicator (OTI) shall be verified by conducting the following steps –

a) Put oil in oil bath or in a pot.


b) Put the bulbs of OTI & WTI inside the oil.
c) Heat the oil and measure the temperature by calibrated thermometer.
d) Compare the reading of thermometer with the readings of OTI & WTI.

The setting and correct working of the contacts for operation of the cooling fans shall be verified by conducting
the following steps –

a) Put oil in oil bath or in a pot.


b) Put the bulbs of WTI inside the oil.
c) Heat the oil and measure the temperature by calibrated thermometer.
d) Compare the reading of thermometer with the temperature of WTI at which the cooling fans operate.

clean and freely accessible.

of transformer have been successfully
completed (Refer attachments -1 to 10) and test
results are satisfactory.
2. Check and ensure that all pre-commissioning check
and tests of 220kV Bay for this transformer is
successfully completed and overhead conductors are
properly connected with the transformer.
3. Check and ensure that the all protection relays of
this transformer and associated equipment located
at 220kV Protection panel and Generator Protection
Panel for this transformer has been successfully
tested and set at recommended setting.
4. Check & ensure that pre commissioning checks and
tests for IPBD and GCB connected with this
transformer are successfully completed.
5. Check & ensure that pre commissioning checks and
tests for UAT connected with this transformer are
successfully completed.
6. Check & ensure that pre commissioning checks and
tests for 6.3kV Incomer panel connected with the
associated UAT are successfully completed.
7. Check and ensure that continuity test, IR test and HV
test of 6.3kV cable from UAT to 6.3kV switchgear
have been successfully completed.
8. Check and ensure that all protection relays of UAT
and 6.3kV incomer feeder panel connected with this
transformer has been successfully tested and set at
recommended setting.
9. Check and ensure that connection between LV side
of transformer with IPBD, IPBD with GCB and UAT is
done properly.
10. Check that cables between UAT and 6.3 kV
switchgear incomer panel has been connected
properly.

11. Check & ensure that GCB, disconnecting switch and


earth switch in GCB panel is open.
12. Check & ensure that 6.3kV circuit breaker of 6.3kV
incomer panel is in test/isolated position.
13. Check & ensure that 6.3kV BUS VT of 6.3kV incomer
panel is in test/isolated position.
14. Once all of the above check is successfully
completed, the transformer is ready for
commissioning or energization.
15. Check that 220kV bus is energized and record the
bus voltage and phase sequence. Observe the
following.
16. Energize the transformer by closing 220kV breaker
and observe the followings. For this follow the steps
mentioned in commissioning procedure of IPBD.
Observe the following
a. Voltage and phase sequence at GCB & Incomer
of 6.3kV Panel. Phase sequence shall be same as
220kV bus.
b. Check the transformer humming, noise &
vibration.
c. If noise from any loose item’s vibration is
observed, tighten the same and observe.
d. Check any abnormal noise from Bushing/OLTC.
e. Check no oil leaks from any point.
f. Check and observe 6 hours for any abnormality
and record the following readings, on half
hourly basis.

isolators and isolators are open. Also ensure that
220kV CB is open.
7. Check and ensure that all relays for Generator
protections have been successfully tested and set at
recommended settings.
8. STG will be started and commissioned as per
commissioning sequence of STG.
9. The transformer will be energized with increase of
voltage at generator terminal.
10. After reaching the rated voltage at generator
terminal check that no abnormality (voice/vibration)
are observed in the IPBD and GSUT.
11. Check voltage and phase sequence at the secondary
side of 220kV VT. Phase sequence of 220kV VT and
VT at generator terminal shall be same as phase
sequence of 220kV bus VT.
12. Check and ensure that when the synchroscope of
generator synchronizing circuit is at 12 o’clock
position voltage difference between same phase
voltage of generator terminal VT and 220kV VT is

zero (i.e L1-L1=0, L2-L2=0 and L3-L3=0)


13. Before closing 220kV CB, isolators at both side of CB
shall be closed and it is to be observed that there is
no abnormality.
14. Close 220kV circuit breaker as per synchronizing
sequence of generator and observe the followings.
15. After energization the transformer, check the
following:
a. Check the transformer humming, noise &
vibration.
b. If noise from any loose item’s vibration is
observed, tighten the same and observe.
c. Check any abnormal noise from Bushing/OLTC.
d. Check no oil leaks from any point.
e. Check and observe 6 hours for any abnormality
and record the following readings, on half
hourly basis.
