III. BACKGROUND AND RATIONALE

One of the main thrusts of the Department of Education is to ensure

that every child is a reader and a writer at his/her grade level. Concomitant
to this thrust, the Department of Education, implement the “Every Child A
Reader Program” (ECARP). As stipulated in DepEd Order no. 70, s. 2011,
ECARP is designed to equip elementary pupils with strategic reading and
writing skills to make them independent young readers and writers. With
the implementation of the ECARP, it is expected that no pupil will be
promoted to the next higher grade unless he/she manifests mastery of the
basic literacy skills in a particular grade level. All possible means of
assistance and encouragement shall be extended to enable the child to read.

However, due to the sudden changes in the educational setting brought

about by the COVID-19 pandemic, the number of learners who struggle to
read increased. Based on the profiling of reading performance in English of
grade three to six learners of Post Elementary School conducted at the start
of the school year, the number of non-readers is 11.12%, or 100 out of 899
learners enrolled for the school year 2022 - 2023. Then, 53 of the 100

classified non-readers are in grade three, where supposedly, pupils at this
grade level are expected to be able to read English.

In this regard, it is vital to intervene as soon as possible to assist

children whose school year has been disrupted by the pandemic. Hence,
Post Elementary School through the CI team proposed the conduct of
Project LEAP or Literacy Enhancement through Active Participation which
aims to assist and support the learners to leap into their next grade level
with improved reading skills.

IV. OBJECTIVE

To improve the reading level of at least 45% or 23 out of 53 Grade

three pupils who were identified as non-readers by the end of the school
year 2022-2023.
