1. SCOPE

The Emergency and Evacuation Plan identifies behaviours and procedures that must be respected
by all those, employees and users, present within the Gruppo Antonini Spa shipyard, so that, in
the event of an emergency situation such as fires, earthquakes, terrorist acts, the safety of the
occupants be safeguarded.
For events that are completely out of control, the organization prepares emergency management
plans so that all personnel:
- is ready to respond to the unusual situation.
- is able to close the emergency.
- is equipped to contain damage to people and the environment.

- are prepared to protect the property of the organization and the neighbourhoods.
This Procedure refers to what is necessary to ensure a prompt response to any emergency
situations that may arise, such as:
- Emergency due to injury
- fire emergencies of internal or external origin
- external emergencies of anthropogenic origin (external accident with release of toxic
and / or flammable substances)
- external emergencies due to particularly serious meteorological or natural phenomena
2. FIELD OF APPLICATION

This procedure applies to the sites indicated in the title page which are parts of the Antonini Spa
Group with headquarters in Via Enrico Fermi, 7 - 54026 Groppoli di Mulazzo (MS) Italy.
This procedure is applicable within the Antonini Spa Group site in emergencies and refers to the
yards, the buildings under construction and the covered structures of the site as well as the
offices.

5. METHOD OF EXECUTION

5.1 Identification of potential environmental emergency situations

The following are the potential emergency situations with possible consequences on the
environment:
1) emergency situations related to the following environmental aspects and impacts:

intervention and control of the organization

5) waste transport (even if the organization does not manage on its own account and does
not entrust ADR transport to third parties)
Whenever a new substance is introduced into the ANTONINI SpA GROUP or processes,
equipment or infrastructures are modified, the RGA assesses whether the changes introduced
determine the presence of further potential emergency situations; if so, the RGA identifies the
related intervention and protection measures and consequently reviews this Procedure.
This Procedure is checked and possibly updated every year and immediately after the occurrence
of an environmental emergency; the RGA and the RSPP carry out these checks and updates.
Since the fire risk is evaluated as "medium", evacuation tests are scheduled every year and in the
event of a significant change in the layout of the organisation's sites and therefore in the event of
redistribution of escape routes and equipment for first aid (fire extinguishers, first aid kits, safety
signs, etc ...).
The simulations of emergency situations have as their object not only the management of the
"fire risk" but also the management of those situations identified and listed above.
The organization falls within the obligation to request the CPI (Fire Prevention Certificate)
pursuant to Ministerial Decree 16/02/82 and therefore the Fire Prevention Certificate is made
available, if it is already in the possession of the organization, otherwise the file forwarded to the

competent Provincial Commands of the Fire Brigade for the release of the same (project
approved, request for inspection, notification of the start of activities).
In case of emergency, the volunteers have been suitably trained by the competent Provincial
Commands of the Fire Brigade and have duly obtained the relative diploma kept at the RSPP
Office.
In any case, following the identification of emergency situations, the RGA prepares appropriate
training and information interventions in accordance with current legislation.
In the case of the introduction of a new substance, the RGA must acquire the relative safety data
sheet and operate in such a way as to define response criteria to emergency situations that
consider the corresponding requirements.
The choice of the evaluation criterion responds to its own internal classification needs with the
absence of recourse to comparison with other shared external criteria and validations by third
parties, but with the use of single factors univocally attributable to objective evidence.
The criterion is used for the identification and classification of potential emergency situations
attributable to environmental aspects and impacts listed in correspondence with this point.
This classification of environmental risk is taken into consideration for the preparation /
preparation of environmental projects and for the definition of training programs - emergency
simulations and for the preparation of emergency plans.
The identified emergency response criteria consider the requirements contained in the safety data
sheets (when present).
The updating criteria of this Procedure and the corresponding Work Instructions provide for:
- the analysis of the evidence that emerged following the occurrence of real emergencies.
- the analysis of the implications deriving from variations in the activities of the
production process and / or service provision (or other processes considered important
for this purpose)
- the analysis of the changes in the layout of the production, handling, and storage areas
(Of materials, products and waste) of the organization

- risk analysis: Legislative Decree 81/08; fire; noise; major accident The individual
emergency plans detailing the General Procedure contain:
- actions to mitigate the negative environmental impact in the event of an accident
- any actions in compliance with the provisions of the law
- the organizational structure and responsibilities to manage the emergency
- the list of the personnel assigned to the emergency team, how to find him, any
alternatives
- details on emergency services (for example the direct telephone number of the fire
brigade)
- the communications plan in the emergency phase (both internal and external)
- information on hazardous materials, their potential impact on humans and the
environment and the type of immediate intervention in the event of an accident (for
example information on the type of fire extinguisher)
- evacuation routes and collection points
- the possibilities of mutual assistance with neighbouring organizations
- (Potential accidents or emergency situations at nearby facilities)
SAFETY REQUIREMENTS
The requirements for the safety of workers following and / or during / the occurrence of
emergency conditions are acknowledged by the documentation of the Environmental
Management System by filling in the modules of the system itself, within which they are
identified and described without only the emergency management methods (management of
events following unforeseen events) but also the possible / probable ones regarding prevention
interventions.

5.2 Preparation for emergencies and responses from the workplace safety management
system
The ANTONINI SpA GROUP identifies potential emergency situations and the related responses
to prevent them and mitigate their effects (ANTONINI SpA Group Risk Assessment Document)
The aspects taken into consideration are the possible emergency situations that can be obtained
from the Risk Assessment Document of the ANTONINI SpA Group, the availability of local
emergency or first aid services, the needs of the interested parties, the information disseminated
on these aspects, the requirements of a legal nature, the experiences of previous emergency
situations and the related reviews of the results of how they were conducted.
The identified Work Instructions and this Procedure are applied for each potential emergency and
reviewed following the occurrence of emergency situations.
The implementation of the emergency and evacuation plan for the fulfilment of the legal
obligation and the regulatory requirement identifies the potential emergency situations, the
consequent actions for each person who may be involved (including suppliers, contractors and
visitors), responsibilities, tasks (in particular of the emergency or fire-fighting team), the
equipment necessary to manage them (including periodic checks and their maintenance).
The document identifies the actions that must be taken in specific and certain emergency
situations including:
- identification of potential emergencies
- the identification of people who hold roles related to emergency management
- the duties of all personnel (internal and external) during the emergency
- the responsibilities, authority and duties of personnel with specific roles related to the
emergency (such as first aid and firefighters)
- evacuation procedures
- the means and equipment to be used for the emergency and how to ensure that these are
kept efficient

- the identification of the places in which dangerous substances are stored or managed
and the related measures to be implemented
- the methods of interfacing with external services
- communication to control bodies and other institutional subjects to which it is required
to communicate the event
- communication to the other Interested Parties and particularly to the Local Community
- the availability of all the information necessary for an effective management of any
emergency (plan showing the escape routes, data sheets of dangerous products, work
instructions, emergency telephone numbers, etc. ...)
The drafting of such a document is done in accordance with the provisions of the Ministerial
Decree of 10 March 1998 - General criteria for fire safety and for the management of
emergencies in the workplace.
The management of emergencies requires the intervention of structures outside the organization
such as the Fire Brigade. The activation and coordination with these forces is a responsibility
identified in the context of the Occupational Safety Management System and is clearly
documented (Evacuation plan, fire prevention and emergency management of the ANTONINI
SpA GROUP and Safety requirements for emergencies). In addition, communication channels
are activated with these external structures to facilitate an effective and timely response in times
of need.
The direct involvement of these structures is assessed based on the actual dangers present and the
existing operating conditions (the Occupational Safety Management System of the ANTONINI
SpA GROUP does not prescribe the obligation to carry out complex exercises in the presence of
a significant risk that does not require the involvement of external structures).
The availability of all information to manage emergency situations is guaranteed to all personnel
involved, including external parties such as contractors, suppliers and visitors; a consolidated
form of communication is envisaged for the latter (information leaflet for the management of
emergencies GRUPPO ANTONINI SpA).

As far as contractors are concerned, this information is transmitted as part of the fulfillment of
the duties relating to Art. 26 - Obligations connected to the contract or work or administration
contracts of the Legislative Decree 81/08
Emergency systems are checked at specific intervals to ensure they are functioning properly
when needed
They include alarm systems, lighting and power systems, escape routes, any shelters, critical
equipment and tools, firefighting and first aid equipment, etc. ….
The simulations of emergency management are provided to improve the effectiveness of the
response to these conditions and duly documented.
Emergency management also includes the organization of first aid. In fact, the operations that the
first aid personnel must carry out are well defined
The training of the personnel assigned to first aid is provided by the Competent Doctor who
plans specific courses in this regard.
The aim of the training course is to provide the notions and minimum criteria for first aid; the
course program contains the following points:
- outline of anatomy and physiology
- more frequent pathologies for organs and systems
- resuscitation techniques
- transport techniques
- dressing and bandages
The course is supported by didactic material and foresees the carrying out of practical tests.
The organization therefore makes available to the Control Bodies and the Certification Body of
the Occupational Safety Management System:
- the emergency and evacuation plan
- the documentation of the simulation of evacuation tests and other applicable emergency
management

6. DEFINITIONS AND TERMINOLOGIES

7.1 Figures responsible for emergency management

The task of coordinating the work of employees in the event of an emergency and of
implementing fire prevention and firefighting measures is the responsibility of the Antonini Spa

team itself.

7.2 Implementation plan of behaviors in case of emergency.

The tasks that the various figures present in the building must perform in the event of an
emergency or other event that requires the evacuation of the structures are indicated in
chronological order.

7.2.1 - Anyone who notices a dangerous situation.

Anyone who finds facts that could lead to the presumption of an impending dangerous situation
must:
a. contact the coordinator of the emergency team and / or the Site Manager.
b. Don't run, push, scream.
c. In the event of an evacuation signal (continuous two-tone sound signal) leave the
workplace immediately, leaving it in safety, using only the safety exits or escape routes.

d. Move tidily to the collection point indicated by the symbol in the plan without
hindering the access routes and waiting for your presence to be detected by the personnel
in charge.
7.2.2 - Visitors or companies present

a. Do not stop to observe what has happened or for other reasons in the emergency area.
b. In the event of an evacuation signal (continuous two-tone sound signal), reach the exits
indicated by special signs or, if you are in the squares, reach the collection points.
c. Follow the instructions in this regard given by the staff in charge of coordination.
d. In any case, it is forbidden to take initiatives that could jeopardize one's own safety and
that of others.

e. In case of evacuation, low frequency sound signal (300/500 hz), do not use the vehicles
parked inside, in order not to compromise the activity of the intervention staff and the
possible arrival of external emergency vehicles.

7.2.3 - The coordinator of the emergency response team and / or the Site Manager

4.2.3.1 - Fire emergencies


A. Recall the emergency team, also through one of his representatives
The emergency team must be at the collection point in front of the shed and in front of the offices
(the emergency officer for the offices)
B. Verify the seriousness of the situation on the spot together with an emergency team
member.
C. If the start of a fire cannot be extinguished immediately, notify the Fire Brigade and
if necessary:
- Medical aid means
- In the event of an attack: emergency response, Police and Carabinieri Upon
arrival of help:
- provides maximum collaboration to facilitate their action, making available
documentation and plans available to them. informs about the operations
already carried out (such as the ENEL disconnection and other interventions
that may have been carried out)
- directs the competent bodies to the place of the fire.

in the combustion and indicates the arrangement of the fire-fighting
equipment already present on the site.

D. Notify the reception by telephone of the arrival of emergency vehicles so that the
bars along the route are opened; arranges some operators along the route to facilitate

F. Dial, or instruct to dial an employee of the Prevention and Protection service or an
employee belonging to the emergency team, the appropriate emergency telephone
number (888) connected to the alarm system equipped with loud ringtone with
lighting located in the offices Antonini Spa Group and canteen stable offices.
G. He gives instructions and takes care, also through his person in charge, that the exits
are open and the passages clear of obstacles.
H. It provides, also through its appointee, for the release of the ENEL general
disconnector.
I. It warns and gives instructions so that the staff scrolls as smoothly as possible
(avoiding episodes and behaviours that may hinder it) and as quickly as possible.
J. It provides, also through its appointee, for the necessary help for the displacement of
anyone with mobility problems that may be present on the site.
K. He also verifies through collaborators that every room has been abandoned and that
everyone (staff and users) has reached a safe place. In the event of the presence of the
customer's staff at the canteen stable offices, an employee designated by the customer
will coordinate the evacuation of the staff until they reach the collection point, where
they will carry out the verification call, communicating the result to the coordinator

L. An emergency officer in collaboration with a security officer will carry out a check
on the structures under construction, to verify the complete evacuation without
however jeopardizing his own safety.
M. In the case of modules and / or structures under construction that can be identified as
separate structures, the coordinator will send an employee to each emergency exit to
ensure correct flow and the conveyance of personnel to the collection point.
N. Once the meeting has taken place, it will check that all the personnel on site have
reached the collection points by means of an appeal carried out in collaboration with
the sub-contractor site managers and with the employee designated by the customer
for the offices in the stable canteen.

End of the emergency: workers must not return to their jobs without the
authorization of the Site Manager and / or Emergency
Coordinatorwhich will be given verbally.

7.2.3.2 - Cases of health emergency


As soon as notification of the incident is received:
A. Recall the emergency team, also through one of his representatives. The
emergency team must be at the assembly point in front of the shed and in
front of the offices (the emergency officer for the offices)
B. He goes to the scene and checks the seriousness of the situation together with
the emergency team:
- in the event of an accident that can be resolved with the means and knowledge

- If mechanical means (PLE, baskets) are involved and there are no health
emergencies for the operators on board but an anomaly of the lifting means that
makes it impossible to bring the personnel back to the ground, the CC
immediately calls the mechanic assigned to the maintenance to verify the
possibility of manoeuvring the descent manually. If not, it implements the
necessary measures to allow the basket to be evacuated safely. In all cases, a
second basket will be immediately prepared with personnel from the
emergency team who will take action to keep the personnel on board calm and
check the health of the employees on board the baskets.
- in the event of illness or injury of an employee at height, the CC, in any case,
in collaboration with the emergency team, proceeds to evaluate the injury and
make the injured person safe, whenever possible and essential, and to
immediately call for emergency vehicles (First Aid tel. 118, Fire Brigade tel.
115). If the injured person is on board a vehicle operating at high altitude, if

8. REQUIREMENTS

8.1 Behavior of man in emergency conditions

The occurrence of unforeseen situations of necessity modifies the conditions of usability of


the spaces and alters the behavior and interpersonal relationships of users. This causes a
reaction which, especially in the collective sphere, can be dangerous since it does not allow
the control of the situation created, involving many people and making any rescue operations
difficult. These behaviors are known by all with the term "panic", which identifies the
behavior of people when they find themselves in conditions of imminent danger. Panic
manifests itself with different types of emotional reactions: fear and fear, oppression, anxiety
up to convulsive emotions and hysterical manifestations, as well as particular reactions of the
organism such as tachycardia, tremors, dyspnoea, hyper or hypotension.
8.2 The behavior to overcome it

The behaviors we have talked about can be modified and brought back to normal if the
structure and people are prepared and organized to face the dangers that threaten it. The
evacuation plan, with the knowledge path necessary for its realization, can make a
fundamental contribution in this direction by allowing:
• be prepared for dangerous situations;
• stimulate self-confidence;
• induce sufficient self-control to implement rational and correct behaviors;
• control one's own emotions and know how to react to collective excitement.
In other words, it tends to reduce the risks induced by an emergency condition and facilitates
removal operations from dangerous places.
8.3 Fire prevention and protection measures adopted in the workplace To
reduce the risk of fire it is necessary to operate as follows:

• During cutting with torch and welding, follow the procedures scrupulously, avoiding

8.4 Training and information
Employees must be aware of the obligations set out in the emergency plan and must cascade
the information and training in their possession to the other employees of the headquarters so
that everyone is informed about the emergency management procedures.
The employees in charge of implementing the fire prevention measures were trained with a
special course organized by the Management in collaboration with the Fire Brigade.
It is mandatory for the displacement workers to communicate any absences, even temporary, to
their substitute / RSPP / personal service, in order to guarantee coverage of the service.
There will be periodic practical exercises simulating the emergency conditions. These
are carried out in compliance with the following criteria:

EMERGENCY PLAN

EMERGENCY PLAN
1. During working hours (normally from07.00at18.00from Monday to Friday) personnel who
detect a dangerous situation must immediately contact the emergency team officer and the
site manager.
NB Personal actions should not be taken for any reason.

2. The Site Manager and / or the Coordinator gather the emergency team and notify the person
in charge of the surveillance at the entrance whose presence is guaranteed until 22:00.

3. The assembled emergency team personnel will go to the site with the Coordinator and / or
the Site Manager. Once the extent of the danger has been assessed, the evacuation signal
will be activated (button placed in front of the safety bulletin board near the warehouse - red
mushroom to be pressed continuously) and the internal number 888 will be dialed to activate
the emergency in the office premises; subsequently, after having eventually released the
driving force (via the red button located near the electrical substation), the outflow of the
occupants through the escape routes and emergency exits (specially marked by signs).

4. In case of need, the emergency team and / or the Site Manager will notify the competent
bodies for the first intervention (see list).

5. The Site Manager and / or the Coordinator will advise the concierge to open the bars and
check that the path is free from obstacles.

6. Upon arrival of the competent bodies, the emergency team and / or the surveillance service
will provide all the information necessary for the case.

7. A member of the emergency team will check that all the evacuated personnel are present at
the assembly point (see lay-out), asking those present for any information on absent
colleagues. In the event that this latter situation occurs, the emergency team personnel and /
or the competent bodies present on site will be informed immediately.
The control will also take place with the help of the team leaders of external companies

The risk scenario is the representation of the phenomena that interfere with a specific
territory causing damage to people or things. Knowledge of these phenomena forms the basis
for drawing up an effective emergency plan.
Defining the risk scenario is essential in order to prepare preventive interventions to protect
the populations and assets in a specific area.
The essential elements for the reconstruction of a risk scenario of a territory are: the danger
(probability of occurrence of a natural event of a given intensity within a given area and
during a predetermined time interval) and vulnerability (susceptibility of the environment to a
complex settlement to the destructive forces caused by an event, also including secondary
effects, such as, for example, fires following a seismic event).
5.1 SEISMIC RISK
An earthquake is a natural event that triggers strong ground vibrations. Its cause is to be
found in the breaking of the rocks in depth which in this way release the energy accumulated
following the movements to which the earth's crust is continually subjected.

It is precisely this energy, therefore, that transforms itself into seismic waves, causing the
shaking felt on the surface.

Seismic waves propagate from the hypocenter, which is the point where the rocks break. On
the vertical of the hypocenter on the surface is the epicenter, the point where the seismic
tremors are most felt.
The Mercalli scale
The Mercalli scale predicts 12 degrees of intensity of an earthquake. Different effects on
things and people naturally correspond to each degree of intensity. Depending on the degree

The Richter scale


The Richter scale is the method for classifying the magnitude of earthquakes on the basis of
values ranging from 2.5 M to 8 M (the highest value known so far). It bears the name of
Charles Richter who in 1935 produced a mathematical formula to elaborate the information
of the seismographs and calculate the so-called "relative magnitude", expressed in number by
the Richter scale.

WHAT TO DO IN THE EVENT OF AN EARTHQUAKE

Unfortunately, preventing an earthquake is not possible. However, when you live in a seismic
risk area it is good to prepare for the eventual occurrence of an earthquake:

• Make sure of the solidity of the building in which you live, checking if it has been built
according to the anti-seismic regulations
• Get a first aid kit
• Provide food or other survival supplies
• Keep emergency flashlights at home

In the event that an earthquake occurs, there are rules of conduct to follow.

During the earthquake

If you are at home it is advisable to seek shelter near safe and solid structures (for example
under a table) avoiding going out on the stairs or by elevator.
If you are outdoors, it is good to stay in safe places, where there are no structures or buildings
that could collapse.

If you are in a car, it is advisable to stop and park in safe places.

After the earthquake

Check electricity, water and gas: the pipes may have been damaged by the earthquake Pay

5.2 FLOOD RISK

The climatic events, the constitution of the mountain systems of our country together with the
interventions of man on the waterways, the industrialization and the agricultural systems
adopted have changed the structure of the territory over the years, also determining the
increase of phenomena such as floods.

A flood therefore occurs when, following heavy rains, the waters of a river are no longer
contained by the banks and flow into the surrounding countryside or into an inhabited center.

According to the estimates of the Italian Civil Protection in the last 80 years in our country
there have been 5,400 floods.

WHAT TO DO IN CASE OF FLOOD

1. The first thing to do is to disconnect the electricity. However, it is advisable not to


carry out this operation if the place where the main switch is located is already flooded.

2. After flooding, it is best to avoid putting electrical appliances back into operation
until they are wet with water.

3. If you live in multi-storey buildings and the water prevents you from going out
because its level is now very high, it is good to take refuge on the higher floors or on the
roof.

4. Substances that could be a source of pollution such as insecticides, pesticides,


medicines, etc. must be placed in a safe place.

5. If drinking water has been contaminated, it must be sterilized by boiling it or using


appropriate systems (for example using calcium chloride) before drinking it.

5.3 SNOW RISK

Snow and intense cold are natural phenomena that are quite common and familiar. Municipal
structures must be prepared to face these phenomena in order to limit the inconvenience and
dangers for the population, even in exceptional cases, in which the amount of snow and the
excessively low temperature could put even the most experienced and prepared communities
in crisis. .
HOW TO PREPARE TO FACE A SNOW - FROST CALAMITY

The emergencies caused by snow and frost, however sudden, are concentrated, except in
exceptional cases, in the winter months. This allows you to calmly prepare what is necessary
to face them and reduce the inconvenience. Listening to the Meteorological Bulletins is of
great help because it allows you to follow the evolution of atmospheric conditions.

In any case, at the beginning of the winter season and in any case before the arrival of an
announced winter storm, it is necessary to check the efficiency of the battery-operated
equipment: a portable radio or a television can be the only contact with the outside world if
remains isolated.

It is necessary to equip oneself, and periodically check lights and emergency cooking systems
alternative to those normally in use.

It is also necessary to check the food reserves and set aside a spare supply: the reserves must
include foods that do not require cooking or refrigeration if there is a lack of energy.

The control must also include the reserve of material for heating (the suppliers may not arrive
in the area if the roads are impassable) and if you use open flame burning materials (wood,
coal, etc.) you must make sure that you have at least one fire extinguisher of adequate
capacity.

If the snow and frost have isolated the house, and if the necessary arrangements have been
made, there are no particular reasons for concern. However, pending the restoration of normal
conditions, it is necessary to take some precautions:

• limit heating to what is strictly necessary;


• stay indoors during storms and avoid physical exertion.

Since it is also likely that, upon the occurrence of an emergency, the roads will become
impassable, it is necessary to check the efficiency of the vehicles (battery, antifreeze, chains,
etc.).

In the event of adverse weather conditions, travel by car only if strictly necessary, choosing
the roads to travel and any alternative routes, and only after listening to the latest weather
report and having obtained information on trafficability.

Try not to travel alone and during the journey proceed in a row with other vehicles, keeping a
safe distance. If you are unable to proceed, you must be prepared to wait for help and try to
limit your efforts to a minimum: pushing the machine, shovelling snow or doing other
difficult jobs with strong winds, snow that blocks visibility and bitter cold of a storm, can
cause even to people in good physical condition.

Avoid exposing yourself to the bitter cold outside and staying in the car. Don't try to get out
of the storm on foot: disorientation can come soon in the blown snow blown by the wind. It is
much easier to find and much more sheltered in the passenger compartment of the vehicle.
Keep in mind that what prevents us from proceeding on our own means in all probability also
makes the approach of rescuers slow: therefore, it is necessary to be patient and remain calm
without panicking.

Do not try to warm up by keeping the engine constantly running but try to keep the
temperature inside the passenger compartment no more than + 10 ° C by starting the engine
periodically.

With the engine off at night, turn on only the position lights of the vehicle to facilitate their
identification by the rescuers.

HOW TO PREPARE AFTER A DISASTER DUE TO SNOW - FROST

When the first impact phase is over, the danger has not ceased, because, even if the snow and
frost storm is over, we are not yet out of danger: the snow accumulated by the wind in large
quantities is potentially dangerous and the frost it could have made the plants inefficient. The
accumulation of snow on the roof of buildings, especially if not designed for the purpose or
with limited slopes, can tire the structure.

In the absence of suitable conditions and equipment, it is advisable to refrain from any
intervention; however, if possible, it is advisable to try to free the roof from the excessive
snow mass.

This operation must be carried out exclusively with mechanical means (do not try to melt the
snow with jets of water which freezing would aggravate the situation) by working from
outside the building after having secured themselves with ropes and harnesses. For this
purpose (if the roof is not high and can be reached with the ladder) a garden rake can be very
useful with which to cut and slide down small "slices" of the snow cover.

Equally appropriate, when possible, is the removal of the "needles" and "blades" of ice that
form hanging from the slopes of the roofs and canopies which, with the thaw, could fall on
top of things and people below.

One of the most frequent dangers after a frost or a snowstorm is the slippery ground.

If you need to open a passage in front of the door of the house, proceed to shovel the snow at
a not exasperated pace, limiting the intervention to what is strictly necessary to allow the
passage.

The intense cold could have damaged the water and gas pipes: before putting them back into
operation, check their integrity and in case of damage or malfunctions contact specialized
companies.

SNOW - FROST EMERGENCY MANAGEMENT


In the event of prolonged or exceptional snowfall, the Mayor, or his delegate, must activate
the Municipal Operational Center for Civil Protection. It will be the task of the Municipal
Technical Office to establish the minimum parameters of intervention or in any case to collect
the reports to evaluate the intensity of the event.

The Mayor or his delegate must also report, by fax, the beginning of the emergency to the
SOR (Regional Operating Room) for the necessary insurance coverage for the volunteers
involved.

The mobilization of volunteers or municipal workers in charge must take place on nominal
choice for driving the salt spreading vehicle supplied to the Municipality, while with
personnel availability for other clearing activities. Clearance priorities:
a) main road system SP (by the snowplow vehicles of the Province)
b) viability of the inhabited center (by local affiliated companies)
c) secondary roads (by local affiliated companies)
d) access to institutional offices (by municipal workers assigned to this)
e) private access (only for important reasons: elderly people in difficulty, etc.)

As for other emergencies, the Mayor can ask the SOR or the Provincial Civil Protection
District for the intervention of vehicles or volunteers in the event of impossibility to face the
event with the resources of his own structure.
