I. Title of the Program:

Project SIKAP (Secure Issued resources by Keeping records of


Acquisitions for Proper maintenance)

II. Rationale:

The Maintenance and Other Operating Expenses (MOOE) is the


allocated funds for public elementary and secondary schools that can
be spent on activities and necessities (i.e. electricity and water) that
support learning programs and help maintain a safe and healthy
environment in schools. This project aims maintained and well
accounted school resources for teacher’s and students need and the
school building maintenance.

III. Program or Course Description:

Maintained schools and academies have a duty to make sure


they obtain the best value for money from any contracts they enter
into. Whether an existing contract is coming to an end or a new
service or good is required, schools need to follow a procurement
process. Here are some quick guidelines for schools to help you
ensure you are buying in the right way and complying with the law.

The purpose of this Schools Procurement Procedure Document


is to provide additional guidance to support schools to undertake
their procurement activities in line with the requirements of the
Schools Procurement Policy, and in particular, the procurement
principles of Value for Money, Probity, Accountability and Capability.

Procurement is the term used to describe the collective group of


activities undertaken to obtain goods and / or services from third
parties. The end to end procurement cycle extends from identifying

the need for the goods and / or services through to contract

inventory of the school facilities and equipment and monitor the
efficient use of resources

Guided by REPUBLIC ACT 9184 GOVERNMENT


PROCUREMENT REFORM ACT, AN ACT PROVIDING FOR THE
MODERNIZATION, STANDARDIZATION AND REGULATION OF THE
PROCUREMENT ACTIVITIES OF THE GOVERNMENT AND FOR
OTHER PURPOSES the activity focus on Domain no. 2, strands 2.3 to
manage school facilities and equipment in adherence to policies,
guidelines and issuance on acquisitions, recording, utilization, repair
and maintenance, storage and disposal. This Domain expects the
school property custodian to inventory all the purchase request of
teachers and admin needs, teachers also need to inventory all the
supplies, and fixture in their respective classrooms. It concerns the
importance of recording all their request.
