II. Rationale

In effect of the implementation of Republic Act No. 10533, or the Enhanced Basic
Education Act of 2013, and in line with the Deped Order No. 22 s. 2023, the Department of
Education issued the policy on The Learning Action Cell (LAC) as a K to 12 Basic Education
Program School-Based Continuing Professional Development Strategy for the Improvement of
Teaching and Learning. Through this policy, the DepEd fully supports the continuing professional
development of its teaching personnel based on the principle of lifelong learning and DepEd’s
commitment to the development of teachers’ potential that aimed towards their
success in the profession. These are all made possible through the school-based LAC, which
primarily functions as a professional learning community for teachers that will help them improve
practice and learner achievement.

This School Year, the division, by virtue of Division Memo 1054 s. 2023
entitled IMPLEMENTATION OF LEARNING ACTION CELL FOR SY 2023-2024 with
attached guidelines made revisions in the number of LAC Sessions to be conducted
for the entire school year, including the schedules in which they are conducted. The
expenses that can be incurred in the conduct of this now year-round once-a-month
activity include instructional materials, certificates, food and other incidental
expenses. Since LAC Sessions this year will allocate 5 (five) hours every session,
then provision of food is deemed necessary in addition to other incidental expenses.

III. Objectives

1. To develop teachers’ potential towards success in the profession.

2. To support the continuing professional development of teachers.
3. To improve teaching practice and learner achievement.
4. To encourage graduating pupils to continue their studies.

IV. Program/ Activity Matrix

I. Planning: Preparations for the year-round LAC sessions that include

V. Methodology
 Conducts orientation on the LAC Session guidelines.
 Creates LAC Session subgroups.
 Assign Leaders for subgroups and In-charges of different activities during the
conduct of LAC Sessions
 Implement 10 LAC Sessions from September 2023 to May 2024
 Conducts Monitoring and Evaluation during the sessions
 Culminates LAC Session activities
