A RESOLUTION CREATING LOCAL GUIDELINES IN CONNECTION WITH THE

OBSERVANCE OF ALL SAINTS’ DAY AND ALL SOULS’ DAY

WHEREAS, pursuant to Section 17 Basic Services and Facilities of Republic Act

(R.A) 7160 of the Local Government Code of 1991 states that “…local government unit
shall exercise the powers expressly granted, those necessarily implied therefrom, as
well as powers necessary, appropriate, or incidental for its efficient and effective
governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, to lessen the increase in the number of COVID-19 patients in this

municipality, Municipal Government of Teresa set guidelines to regulate the activities in
relation to the observance of All Saints’ Day and All Souls’ Day;

WHEREAS the following are the local guidelines in connection with the
observance of All Saints’ Day and All Souls’ Day:

 1. The nine (9) barangays will augment assistance through the assigning
Brgy. Officials/Brgy. Police to help Teresa PNP and POST to monitor
and ensure that minimum health standards are observed in all the
cemeteries/memorial parks within the jurisdiction of this municipality;

2. Follow the set schedule of visit:

3. Prior to the temporary closure, the visit is allowed from 6:00A.M. to

6:00 P.M.;

4. The number of visitors shall be limited at least _____ persons per

tomb;

5. Family gatherings are prohibited;

6. Establishment or installation of tents are not allowed;

7. Social distancing must be observed at all times, wearing of face

masks, face shields should be strictly implemented;

8. Only 18 and above who are vaccinated are allowed (those who had the
1st dose are also allowed), vaccine card should be presented; and

9. Omnibus Guidelines on the Implementation of Community Quarantine

shall continue to govern burial and cremation activities during the said
period;

WHEREAS, Municipal Government of Teresa will continue to promote the

general welfare of the people by securing the safety against the spreading virus, the
COVID-19;

NOW, THEREFORE, be it Resolved as it is hereby Resolved, by the

Sangguniang Bayan of Teresa in Session Assembled, approves this resolution creating
local guidelines in connection with the observance of All Saints’ Day and All Souls’ Day ;

RESOLVED FURTHER, that copies of this resolution be furnished the authorities

concerned for their information and ready reference.
