A. Rationale
The Basic Education Development Plan (BEDP) 2030, guides DepEd in
enhancing policies, plans, programs and projects on improving
numeracy and literacy, tackling learning loss, promoting learning gains,
bridging access gaps, improving education quality, embracing future
education trends, fostering resiliency, and upholding the rights of
children and youth in education.

With the adoption of the National Learning Recovery Program (NLRP) as


a comprehensive initiative to address low performance of the learners in
International Large-Scale Assessments (ILSAs) and national assessments
and the learning loss heightened by school closures and disruption when
COVID-19 hit the country, DepEd implements the following subprograms
of the NLRP, namely: a. National Learning Camp (NLC), b. National
Reading Program (NRP), c. National Mathematics Program (NMP), d.
National Science and Technology Program (NSciTP), and e. Other
Programs which supports learning recovery efforts.
A. Rationale
As a strategic initiative supporting the NLRP, the National Learning Camp
(NLC) serves a two-fold objective: to improve learner outcomes and to
strengthen teacher competence so they can teach better. The initiative
aims to create a camp- like atmosphere by integrating fun and
engaging activities to foster learner interests, socio – emotional skills,
personal growth and character development.

The National Learning Camp (NLC) is a voluntary program which is


designed to provide students with additional support in the areas of
literacy and numeracy in public elementary and secondary schools in
grades K through 12. Based on the specific needs of the learners, they
shall be enrolled in one of three Camps: Enhancement Camp,
Consolidation Camp, or Intervention Camp. Here are some key reasons
for organizing the National Learning Camp in 2023:
A. Rationale
1. Enhancing educational quality: The camp provides an opportunity to
explore innovative teaching practices, instructional strategies, and
curriculum development approaches. It brings together educators,
researchers, and experts from various fields to share their knowledge,
experiences, and best practices. By fostering collaboration and
knowledge exchange, the camp aims to improve the overall quality of
education in the Philippines.

2. Promoting 21st-century skills: The National Learning Camp focuses on


promoting essential skills required for the 21st century, such as critical
thinking, creativity, communication, collaboration, and digital literacy.
Through interactive workshops, hands-on activities, and technology
integration, participants can develop these skills and apply them in real-
world contexts. This promotes a more holistic and future-ready
education system.
A. Rationale
3. Encouraging lifelong learning: The camp emphasizes the importance
of lifelong learning among students and educators alike. It aims to instill
a love for learning and provide opportunities for continuous professional
development. By engaging in immersive learning experiences and
exposure to new ideas, participants are inspired to become lifelong
learners and continue their pursuit of knowledge beyond the camp.

4. Fostering inclusivity and diversity: The National Learning Camp


promotes inclusivity and embraces the diversity of the Philippine
educational landscape. It encourages the participation of students and
educators from various backgrounds, regions, and sectors. This creates a
rich learning environment where participants can gain insights from
different perspectives, cultures, and experiences, leading to a more
inclusive education system.

5. Showcasing educational innovations: The camp serves as a platform
to showcase and celebrate educational innovations in the Philippines. It
provides opportunities for educators, researchers, and organizations to
share their innovative projects, research findings, and technological
advancements. This helps disseminate successful practices, encourages
replication, and inspires others to adopt innovative approaches in their
educational institutions.

6. Strengthening networking and collaboration: The camp facilitates


networking and collaboration among participants, fostering partnerships
and connections that can extend beyond the event itself. It brings
together educators, policymakers, industry experts, and community
members to create a network focused on improving education in the
Philippines. Collaborative efforts can lead to the development of new
initiatives, research collaborations, and policy recommendations.
A. Rationale
In conclusion, the National Learning Camp 2023 in the Philippines serves
as a catalyst for educational transformation. It provides a platform for
innovation, collaboration, and professional development, ultimately
aiming to enhance educational quality, promote 21st-century skills,
encourage lifelong learning, foster inclusivity and diversity, showcase
educational innovations, and strengthen networking and collaboration.
By empowering educators and students, the camp contributes to the
overall growth and development of the Philippine education system.
B. NLC Objectives
The National Learning Camp (NLC) is an enriching and voluntary End of
School Year (EOSY) break program with a two-fold purpose:
FOR LEARNERS:
Elevate learner outcomes by offering tailored teaching support,
empowering them to excel in their curriculum
competencies at their current grade level, and
cultivating their readiness to embrace more
advanced academic challenges as they progress to
higher grade levels;
Enrich learning for advanced students by providing greater
depth, breadth and complexity of learning area
competencies in English, mathematics and science;
Provide further practice/application of previously learned-
competencies and opportunities to identify links
connecting concepts and skills across grade-level
competencies;
B. NLC Objectives
Provide intervention activities to support learners who are yet to
grasp foundational mathematics and English skills;
Complement previous learning efforts and establish a stronger
foundation for the upcoming academic year;
Help the students catch up with the learning losses during the
height of the COVID-19 pandemic where schools are
closed down.

building encompassing content and pedagogical
knowledge, collaborative expertise, and immersive job-
embedded learning experiences.

F. Issues and Concerns
• Late distribution of NLC Learning Materials
• Low NLC enrollment
• Untrained teachers (except G7 and G8)
• Decreasing attendance of learners over time
• Irregular attendance of learners/ absenteeism
• No instructional materials for Grade 4-6
• Some teachers did not continue to volunteer due to health problems
• Some schools have a few number of staff/ volunteer-teachers
• Learners’ interest decreases over time
• Communication: Some parents do not have access to social media which
is the easiest way to communicate about the progress of their
children.
• Weather: Unpredictable weather conditions affected the planned outdoor
activities.
F. Issues and Concerns
• Financial Problem: Some learners helped their parents in gardening/farming
and selling crops and vegetables to sustain their daily needs.
• Lack of engagement: Some learners struggled to engage with the
materials given, leading to disinterest and reduced learning
outcomes.
• Health: Due to common ailments such as colds, fever and sore eyes,
children have not attended the camp.
• Interest of the students declined in the following weeks because the
activities are not graded.
• Most of the learners especially in the Consolidation Camp find difficulty in
completing the tasks within the allotted time.
• Fun filled activities in the afternoon has to be backed up with snacks and
other external rewards to maintain students’ participation.
• Learners seemed to lose interest in going back to school considering the
fact that they are supposed to have and enjoy their vacation.
F. Issues and Concerns
• Due to bad weather condition in the afternoon, some of the outdoor fun –
filled learning activities were suspended
• Some of the teacher-volunteers were not major in either English, Math or
Science.
• Some lessons were not covered within 45 minutes especially in the
Consolidation Camp.
• There were errors in some of the lessons they have provided especially in
Math.
• Some word problems or activities are too long for the time allocation
• Some of the lesson competencies are not attainable for 45 minutes
• The font size and style of the text in the activity sheets for Key Stage 1
learners were not age-appropriate.
• The pictures being used were black and white wherein the pupils and even
the teachers can hardly understand what the pictures are all about.
G. Hindering Factors
• Resistance from some parents of sending their learners to the camp.
• Unfavorable Weather condition

G. Hindering Factors
• At the start, teachers were not aware of the task they are to take
• Lack of interest of learners to join the NLC especially those children who
are slow learners.
• Lack or late of distribution of worksheets/resources in every school.
• Limited Learning and art Materials for CPAR and PerDev Learners
• Some parts of the Student workbooks and Lesson plans did not coincide
• Rainy Weather Condition
• Time allotment was not enough for some lessons
H. Facilitating Factors
• Support from the stakeholders and parents in the NLC Implementation.
• Teachers voluntary participations
• Learners eagerness in attending the NLC
• School Funds/ MOOE
• Teachers were becoming resourceful in finding ways and means to
supplement the activity like finding some interesting games.
• Positive mindset of volunteer teachers, parents and learners.
• Teachers dedication in coming to school everyday.
• Clear Objectives: The goals of the NLC were well-defined and helped
provide direction and purpose for both teachers and learners.
• Small Group Sizes: It was manageable and allowed more personalized
attention, better interaction and a conducive learning environment.
H. Facilitating Factors
• Varied Learning Activities: Different indoor and outdoor activities catered
different learning styles.
• Feedback Mechanism: It helped the learners and teachers to adapt and
improve the camp as it progresses.
• Structured Schedule: It helped in the management of time effectively.
• Hands-on Experiences: It made the concepts more memorable.
• Celebration: Achievements recognizing and celebrating learners’
accomplishments at the end of the camp boosted their motivation and
sense of achievement.
• Fun- filled learning activities inside the respective camps
• Reward system / Incentives ( chocolates, school supplies, ribbons and
certificates)
• Utilization of the workbooks
H. Facilitating Factors
• The collaborative learning of teachers through LAC sessions.
• The daily reflections of teachers to enhance teaching learning process.
• The structured lessons they have provided.
• Proper monitoring of teacher-volunteers and learners by checking the
attendance daily.
• School initiative for feeding, giving reward/incentives and giving of school
supplies to learners to encourage them to attend classes.
I. Recommendations
• Provide the necessary Learning materials as early as possible before the
start of the Learning Camp.
• Provide teacher volunteers with proper training on how to properly
conduct the NLC especially in classifying learners what camp they really
belong.

• Frequent communication with parents through sending letters ,texts/chat


or through social media. This will help the parents to be aware of the status
of their children and will help them guide and support their child at home
• Duration: Consider extending the duration of the camp to allow for a more
in-depth exploration of subjects and activities.
• We highly recommend that in the next NLC implementation, the learning
activities should be graded to maintain the interest of the learners. Aside
from this, there should be equal number of weeks in both camps.
I. Recommendations
• In terms of lesson materials, there should be varied lesson plans and
workbooks between the Enhancement and Consolidation Camps because
the learners in the Consolidation Camp find it difficult to cope up with the
lesson.
• To ensure that learning gaps are filled in, there must be an alignment
between the subject area taught and the teacher’s expertise. Allowing a
math teacher to teach science or vice versa is possible, but to teach
students according to today’s standards requires teachers to understand
subject matter deeply so we can help learners create useful cognitive
maps and address misconceptions.
• Modification of existing lesson plans and student’s workbook for learning
camps at an earlier time might be of great help to remove errors thus
ensuring a quality learning material. The production of complete set of
learning materials with diverse suggested activities prior to the conduct of
the learning camp 2023-2024 will provide an ample time for teachers to
localize and conceptualize activities.
I. Recommendations
• Campers shall be given budget for meals / snacks, school supplies, etc
• All volunteers should have to undergo trainings not just for the grade 7 and
8 but also for the higher grades as well
• It should be done ahead of Brigada Eskwela sot that the teacher will focus
on their respective task and avoid multi tasking.
• Make the lessons for Consolidation Camp be different and easier than the
lessons for Enhancement Camp.
• Increase the time allotment per lesson.
• Campers should be given free meals and snacks to sustain their eagerness
to participate all the time.
