OBJECTIVES

Upon completion of this lesson, the participants will be able to:


• To define the transmission safety documents that will be applicable in all areas of the National Grid-
SA Transmission Company.

• To define clearly all necessary steps that secure safety for all field staff in the National Grid-SA
Transmission Company under supreme supervision of the Regional Control Centers for each area.

• Discipline, with safety documents, the jobs which shall be performed between the National Grid-SA
Transmission Company and other related SEC sectors (Generation and Distribution) and inter-
connected Non-SEC parties.

• To precisely state important definitions for specific terms to avoid possible confusion that may
arise due to past practices in different Operating Areas.

 DEFINITIONS
• Authorized Issuer : He is authorized to issue and close specific
National Grid-SA safety documents mentioned in his “Authorization Card”.
• Authorized Receiver : This person is authorized to receive specific
National Grid-SA safety documents mentioned in his “Authorization Card”.
• Cancel : used when the issued document or the proposed job is not
performed due to some obstacles and the concerned person no longer
needs the document or will not perform that job.

 DEFINITIONS

• Circuit Main Earth : approved type which is applied on the instruction of


the control engineer before S.T.W or S.F.T is issued and remains applied
until closing / cancelling the safety document.

• Close : used when work is performed and the equipment or line under
work is to be normalized.

 DEFINITIONS

• Control Engineer: A senior authorized person who is permitted to


control all operations within specified sections of the transmission
network for the National Grid-SA. He is also called “power dispatcher”.

• Earthed : Connected to earth through low resistance conductors and


connections that are capable of passing the maximum possible fault
current to earth without danger.

 DEFINITIONS

• High Voltage Level: High Voltage Level during S.F.T test is specified
to a value equal to or more than 600V.
• Hold Instruction : Verbal instruction by the control engineer to all
S.T.W receivers to stop work prior to issue S.F.T for the same
equipment.
Work shall be resumed after completion of the test under the same
previously issued S.T.W document.

 DEFINITIONS
• Network Operator (NWO):
• Responsible to carry out all switching steps to isolate the electrical
equipment in close coordination with RCC, apply the CN’s, HT’s and SL’s
at the points of isolation and handover the safety documents to the
contractors. In brief, he is the control representative in the field.

• Regional Control Center (RCC): The Control Center located at each


operating area and responsible to carry out all operations under the
authority of that area and issue all types of required safety documents.

 DEFINITIONS
• Ready for Energization (RFE) : declaration from the NWO to the RCC
that the specified work in the safety document has been completed
and the control engineer can proceed to energize the equipment

• Ready For Work (RFW): declaration from the RCC to the NWO /
Receiver that the equipment is isolated and all the required field
conditions are satisfied and people responsible at site can receive
the required safety document to start the work.

 DEFINITIONS

• Remote Area
Work site which is located 100km or more away from the involved
substations or where NWO cannot have access to that work site.

 Safety Document
• A written document in full details describing the job to
be performed in certain permission after securing the
subject equipment.

This document is signed by all concerned parties.

 Safety Document

 These documents shall be issued at the work site and never from office.

 NWO shall receive the document number from Regional Control Center,
RCC.

 In Remote Areas maintenance authorized person for switching shall


act as an Authorized NWO.

 Safety Document
 Prior to start the job which approved by RCC and to integrate all
related safety precautions, the NWO should confirm that the
maintenance document receiver have the availability of :

A - Approved work order.


B - Risk assessment for the proposed job.
C - Safe work procedure.

SAFETY DOCUMENT

• Safety documents shall have three printed colored copies.


• No time limit is defined.
• Centralized and computerized safety document program.

White color: Fixed in the isolated equipment,


Pink color : Kept with network operation
Blue color : Kept with the receiver.

 However, all safety documents, shall be kept with


network operation division for a period of six months.

Sanction To Work (S.T.W)

• Safety document issued to an authorized receiver and in charge of the


electrical equipment, which is isolated from all possible power sources and
earthed.

• Each crew leader working independently within S.T.W limits should hold an
individual S.T.W.

• During work progress under S.T.W, the RCC / NWO shall issue verbal (hold)
instruction as per step in the switching program . The job will be (resumed) and
continue under the same S.T.W safety document when the (hold) condition is
over after confirmation that CME/PEA is applied.

It is totally prohibited to remove CME / PEA.

The NWO is responsible for the following:
• Receive the safety document number from RCC in case of contractor
work.
• Placing his own Caution Notice, Danger Notice, Hold Tags and Safety
Locks.
• Voltage testing, applying CME.
• Applying warning tapes and safety barriers.

Sanction For Test (S.F.T)

• Safety document issued to an authorized receiver and in charge of


testing any part of the high voltage electrical system.

• Allows the removal and replacement of (CME/PEA) by the NWO who


shall be present during the tests.

• NWO shall be present.

It is not allowed to issue SFT for any contractor.

Sanction For Test (S.F.T)

• No other safety document should be active during the test for the same
equipment.

• Prior to issue the (S.F.T) safety document, the RCC shall issue verbal (hold
instructions) through the NWO at site for all (S.T.W) issued to the same
equipment.

• Having completed the tests , resume the same (S.T.W) number after
confirmation that CME/PEA is applied.

Limitation of Access (L.O.A)

• Limitation of Access is a safety document issued by RCC/NWO to an


a authorized receiver

• Work in the vicinity of or on the live H.V. equipment.

• The L.O.A defines the limits and nature of the work

• Issued with or without a switching program.

• Issued when Neither STW nor SFT is applicable

The following jobs are excluded from the necessity to issue LOA and shall be carried
out under the following conditions:
1 General inspection, detailed inspection, visual check, reading and data collection.
2 Read Fault Recorder or load it with papers.
3 Clean or maintain A.C. units inside transmission substation.
4 Clean inside transmission control room
5 Maintenance or inspection of the telephone or radio sets inside the substation.
6 Visual inspection for all equipment inside the telecommunication room.
8 Data collection, drawings review for telecommunication equipment and RTU routes.
9 Visits with contractors to take preparatory measurements.
10 Review mark-up and as-built drawings.
11 Visits to reset relay indications

PORTABLE EARTH APPLICATION (P.E.A)

• A safety document issued by the control engineer RCC to an authorized receiver


in charge of the electrical equipment which is not equipped with a Circuit Main
Earth switch or need additional earth to be applied

• De- energized from all possible power sources. This document is mostly needed
for equipment related to outdoor substations.

• The applied portable earth should never be removed. It can only be removed
under the permission of the control engineer

PORTABLE EARTH APPLICATION (P.E.A)

• After all required jobs for the isolated equipment under program are completed,
all issued safety documents (S.T.W and S.F.T) shall be closed. P.E.A safety
document shall be the last safety document to be closed .

• In conditions where crews are working in different locations within the same
isolation limits, then it is permissible to issue multiple P.E.A.
