BACKGROUN In the realm of education, reading emerges as an essential skill,


D AND unlocking doors to knowledge and offering boundless opportunities for
RATIONALE growth. As Mary Pope aptly states, "Reading is a passport to countless
adventures." However, the emergence of the COVID-19 pandemic cast a
shadow over the lives of learners, particularly impacting their reading
development. This burden extended not only to educators but also to
parents, who, for various reasons, may not possess the expertise or
reading enthusiasm required to guide their children effectively.
Nevertheless, the Department of Education persisted in its vision
to provide quality education, even through the challenging landscape of
distance learning. It recognized that nurturing essential skills, with a
special focus on reading, remained paramount. In response to the
department's call to intensify reading advocacy, an after-school reading
remediation program was launched, as outlined in DepEd Memorandum
No. 173, s. 2019, titled "Hamon: Bawat Bata Bumabasa (3Bs
Initiatives)."
This project, known as BALIK, which stands for 'Bringing out
Again the Love for reading through Innovative ways of Knowing how to
read,' operates within the larger framework of ROAR, or 'Reach Out And
Read,' a program established by the SDO City of Ilagan to support the
implementation of Brigada Pagbasa, as a part of Brigada Eskwela. Its
primary goal is to rekindle a love for reading and foster appreciation for
this essential skill, with the dedicated support of teachers.

Inventory (Phil-IRI) to assess the reading capabilities of every learner.
The Phil-IRI results for these learners reveal varying levels of proficiency:
Out of 30 learners, 11 or approximately 36.67% belong to the
Frustration level, 13 or approximately 43.33% under Instructional level,
and only 6 or approximately 20% are Independent. The intended
beneficiaries of this proposed initiative are the ten (11) learners who
belong to the Frustration level.
Since each learner possesses a distinct reading level, a range of tailored
instructional activities will be offered to effectively nurture and elevate
their reading skills. Based on the Phil-IRI findings, these innovative
approaches to address these challenges will be implemented.

A. "PUPILS THRIVE, WE STRIVE"


It encapsulates a reading activity focused on the collective effort between
teachers and pupils to foster a supportive and dynamic learning
environment. This activity aims to promote learners’ success, not only in
reading but also in their overall academic journey.
This activity will be carried out through the keen assistance of the
teacher. It will be conducted from 4:00-5:00 in the afternoon every
Monday, Wednesday, and Friday.
B. “KAKLASE KO, PABASAHIN KO”

This innovative reading initiative aims to cultivate collaborative learning


and a passion for reading among learners. Its primary objective is to
establish a supportive and captivating reading atmosphere within the
classroom.
The activity will be executed with a focus on these two components:
Pairing learners with similar reading proficiency levels: This approach
encourages learners to collaborate closely to enhance their reading
skills. They will work together, providing mutual support and
cooperation.
Pairing a high-fluency reader with a low-fluency reader: This strategy
fosters confidence among learners. The high-fluency student-teacher
becomes a source of inspiration and courage, motivating them to assist
fellow learners in improving their reading abilities.
The activity sessions for 'KAKLASE KO, PABASAHIN KO' will be
conducted during the enhancement period or at 11:00-11:30 in the
morning every day, ensuring a focused and productive learning
atmosphere.
C. MYSTERY WORD REVEAL
Mystery Word Reveal" is an engaging reading activity designed to
enhance early reading skills, particularly focusing on word recognition
and phonemic awareness. This activity introduces learners, especially
non-readers or early readers, to the concept of decoding and reading

simple words using the Consonant-Vowel-Consonant (CVC) pattern.
These sessions took place from 12:30 pm to 1:00 pm every Tuesday and
Thursday
Through these collaborative efforts, teachers successfully improved the
reading performance of learners who initially struggled, elevating them
to higher levels of reading proficiency. Consequently, participants in this
innovative approach demonstrated significant improvements in their
reading abilities.

C. Elevate the reading proficiency of identified learners from the
Frustration level to the Instructional level and from the Instructional
level to the Independent level.
