A. BACKGROUND:

The BESS Mexico Project participate in the Third Quarter Nationwide Simultaneous Earthquake Drill on
September 8, 2021. Prior to the actual drill, a familiarization session & briefing regarding the Evacuation
Plan was conducted by Fluence Safety, Siemens ESH Officer educates the Bess Mexico team regarding
the existing Evacuation Plan as well as explains the roles and responsibility of every member of the ERT
and Team Leaders.

B. DRILL OBJECTIVES:

The Evacuation Drill was conducted to:

1. Determine the awareness and effectiveness of the ERT and its members.
2. Evaluate the response time and reaction of ERT members
3. To familiarize the employees/ workers on the emergency routes and assembly area.
4. Identify areas for improvement and training needs.

C. DRILL SCENARIO:

Bess Mexico Project site hit by magnitude 6.5 earthquake at exactly 8:00 AM in the morning.

E. EVALUATION AND OBSERVATION

HSE Team called a group discussion to identify good points and gaps observed during the drill to fully
understand the duties and responsibilities of ERT members during emergencies. The following were
raised during the post drill evaluation / discussion.

a. Good points:
1. Everyone has participated on the drill.
2. Evacuation of employees/workers from the Bess-1, Control and Substation Building, Fabrication
And Temfacil area lasted for 2 minutes.
b. Improvement Opportunities:
1. Head count was not immediately initiated
2. There were no Facilities personnel assigned to simulate shutting-off the power supply.
3. Improvement and familiarity of duties and responsibility of ERT Team

F. ANALYSIS / CONCLUSION:

Overall, the Evacuation Drill conducted was successful and ERT members including workers were made
aware of the importance of this drill.
Timeline:
 Total time to evacuate the area is 2 minutes.
 Total time from the moment the alarm was activated until employees are safely evacuated to the
assembly area/ muster point is 2 minutes. The recorded timelines are considered satisfactory and it is
expected that this will greatly improve in future drills.

G. RECOMMENDATION:

The following are the recommendations derived from the drill:

1. Additional Emergency Assembly Point to the BESS AREA.


2. Include simulation of shutting-off the power supply by Facilities personnel in the next drill to be

3. Training and familiarity of duties and responsibilities of the ERT Team
