GENERAL GUIDELINES FOR VISITOR TO ENTER SITE ON EXISTING SESB HIGH VOLTAGE SUBSTATIONS

The following guidelines are meant for the smooth and safe operation in carrying out any works in and around the main intake
live substations

1. Notification of shutdown
Any interfacing work and any work involving the shutdown of
the daily operation of SESB equipment must be proposed in
writing to Jabatan Perancangan Operasi, Bah. Sistem
Operasi for consideration and further action at least ten (10)
working days in advance, except for emergency case, which
will be considered on case by case basis.
2. Security Arrangement
The contractor shall keep the site on which he erects, or
stores, reasonably clean, removing all work materials
resulting from the work as it accumulated. On completion of
the work, the site shall be left clean and tidy to the
satisfaction of the engineer. Any damage to buildings,
structures, switchyard stone chipping contaminated by earth
and plant or property belonging to SESB shall be made
good by contractor. Packing materials, cement bags,
polystyrene lunch boxes and other loose materials, which
may be dispersed by wind or animal, must be disposed off

To submit manpower and vehicle lists for the duration of the
works at the substation. Site staff shall have legal
identification documents (e.g Company ID). All site
personnel and vehicles will be subjected to security checks.
The site personnel shall register themselves at SESB
security gate and obtain a day­pass, which will be valid for a
whole day. This pass must be surrendered to the security
guard at the end of each working day.
3. Competent Person for Safety and Health Aspect
To station a EC registered competent person at the
substation to ensure that works are carried out with due
care and follow proper safety and health procedures. This is
to avoid any damages to existing plant equipment and to
cause danger to human lives. The competent person must
be present throughout the period during which any person
engaged in the work is at the work sites within the
substation. All contractor need to submit C.V of the
competent person for SESB reviews and approval.
4. Discipline
All site staff shall behave themselves by not loitering around
the substation. They should observe the SESB safety rules
and regulations. Misbehaved personnel will be removed
from site by the security guard.
5. Legally­registered Site Staff
The contractor shall employ site staff with proper work
passes and legal documents.
6. Temporary site office, water, electricity supply and
toilets.
These are the responsibilities of the contractor. The
contractor shall apply to Jabatan Air and SESB for water
electricity supplies respectively.
7. Designated equipment storage­areas
Generally the contractor shall have his own store outside
the substation for storage of his project materials. The
contractor shall only be allowed to bring equipment and
materials which are to be erected and used very soon after,
in which case these equipment or materials would only be
stored for a short time at the designated areas approved by
SESB. These shall be indicated clearly in the substation
layout drawing for SESB perusal and approval. The short­
term storage of plant equipment and materials at the site
shall be at the risks of the owner/contractor. The
contractor/owner shall provide any necessary protection
and watchman to safeguard the equipment and materials in
the areas allocated to him.
8. Demarcation of Construction Areas
The contractor shall demarcate the working areas such that
there is no hindrance of access for SESB normal
maintenance. Danger sign and safety notices must be in

10. Vehicles in High Voltage Zones
No vehicles are allowed to move about, load or unload in a
High Voltage Zone except approved by the Person in
Charge of the zone. Where cranes or other equipment such
as platform scaffolding are taken into or out of a substation
or switching station, the route to be followed shall be agreed
and defined on site by the Authorized Person. The limits of
operation of such equipment shall be defined by the
Authorized Person to the EC Competent Person in charge of
the work and thereafter the equipment shall be erected or
moved within this limits under the direct supervision of the
EC Competent Person in charge of the work.
11. Access to Confined Space
No person shall enter any confined space without the
consent of an Authorized Person. Smoking and exposed
flames are prohibited in such places. Where dangerous
fumes are liable to be present, these precautions shall
include testing for by means of an approved detector. When
one or more persons are required to enter or work in any
confined space having a restricted access, an extra person
shall be kept on duty outside the confined space and such
person shall keep in touch with those inside the confined
space. Where artificial ventilation or breathing apparatus is
required, they must be provided by the person in charge.
12. Day to day works schedule
SESB has no objection to the contractor staff working extra
hours outside normal working hours. However, the
contractor has to submit day­to­day work schedule for SESB
information and security arrangement.
13. Existing security fences
For security reasons, the contractor shall not remove any
existing boundary fences until new boundary fences are
erected.
14. Site supervisor
The supervisor on site shall be identified and his contact
number be made known to SESB. He shall be responsible
for the contractor’s workmen on site.
15. Site personnel
Only personnel specifically engaged in this project may be
permitted access to the substation compound and building
under contractor’s supervision following prior arrangement
with SESB.
16. Any other safety condition
Any other safety condition will may be imposed from time to
time.
17. Contravention of above conditions

The contractor shall demarcate the working areas such that
there is no hindrance of access for SESB normal
maintenance. Danger sign and safety notices must be in
Bahasa Melayu and English. These areas shall be indicated
clearly in the switchyard layout drawings for SESB perusal
and approval. The contractor site staffs are not allowed to
work outside the demarcated area, which are LIVE and
DANGEROUS.
Any other safety condition will may be imposed from time to
time.
17. Contravention of above conditions
If at any time contractor is found not complying with the
above condition permission to enter site shall be
immediately revoked and the contractor must leave the site
until he has complied with the aforesaid condition(s).

9. Good Housekeeping

The site staffs are not allowed to use SESB toilets, water,
etc. no cooking and littering are allowed.

NOTIS PERINGATAN : LANGKAH KAWALAN DAN PENCEGAHAN JANGKITAN COVID­19

Sebagai langkah kawalan dan pencegahan jangkitan COVID­19 dikalangan warga kerja, semua warga kerja adalah dikehendaki
mematuhi SOP yang telah dikeluarkan oleh Pihak Pengurusan.
