1.0 SCOPE

This procedure establishes the minimum requirements for the control and administration of education,
training, experience and certification of personnel conducting Nondestructive Testing (NDT).

2.0 BACKGROUND

2.1 This procedure defines the minimum requirements for education, training, experience,
examination and certification for personnel responsible for conducting NDT while in the
employment of Bumitech Global Energy Sdn. Bhd.

2.2 This procedure applies to all personnel conducting NDT that meets the requirements of The
American Society for Nondestructive Testing Recommended Practice No. SNT-TC-1A 2020
Edition.

2.3 This procedure applies to all Bumitech Global Energy Sdn. Bhd. Personnel conducting NDT in
the following methods:

a) Ultrasonic Testing (UT)


b) Visual Testing (VT)
c) Radiographic Interpretation (RI)
d) Magnetic Particle Testing (MT)
e) Dye Penetrant Testing (PT)
f) Leak Testing (LT)

3.0 DEFINITIONS

3.1 Qualification Demonstrated skill, demonstrated knowledge, documented training and


documented experience required for personnel to properly perform the
duties of specific job.

3.2 Abbreviation

3.5 Certification Agency The employer of the personnel being certified, BGESB.

3.6 Outside Agency A company or individual who provide NDT Level III services and whose
Qualifications to provide this service have been reviewed by Bumitech
Global Energy Sdn Bhd.

3.7 Experience Work activities accomplished in a specific NDT method under direction
of qualified supervision including performing the NDT method and
related activities but not including time spent in organized training
programs.

3.8 Training The organized program developed to impart the knowledge and skill
necessary for qualification.

3.9 Education The institutionalized program, prescribed by appropriate authorities that


is offered by school institutes, organizations, colleges or universities
established for the sole purpose of providing instruction in an orderly,
planned and systematic fashion.

3.10 Examination A formal, controlled, documented interrogation conducted in accordance


with a procedure.

3.11 Written Practice A written description of the requirements and action that apply
specifically to personnel involved in NDT

5.0 QUALIFICATION LEVELS

5.1 For each NDT method, qualification is divided into three (3) basic levels; Level I (one), Level II
(two) and Level III (three).

5.2 Any further subdivision for specific situations, where additional levels of skill and responsibility
are deemed necessary, shall be addressed by revisions or addenda to this procedure, if and when
the need required.

5.3 Each basic level is defined as an individual that carries the following responsibilities:

5.3.1 Level I

5.3.1.1 Performing specific calibrations, specific tests and specific evaluations for
determining the acceptance or rejection of tested items in accordance with
specific written instructions.

5.3.1.2 Shall be able to receive instructions or supervision from a certified NDT Level II
or Level III.

5.3.2 Level II

5.3.2.1 Be familiar with the scope and limitations of each method for which for which
the individual is certified.

5.3.2.2 Set up and calibrate equipment.

5.3.2.3 Interpret and evaluate results with respect to applicable codes, standards and
specifications.

5.3.2.4 Organize and report the results of NDT tests.

5.3.2.5 Train and guide Level I and Trainee personnel as assigned by immediate
supervisor and/or Level III.

5.3.3 Level III

5.3.3.1 Be responsible for NDT operations to which assigned and for which certified.

5.3.3.2 Establish methods and test techniques use of all NDT procedures to be used on
behalf of Bumitech Global Energy Sdn Bhd by Level I and Level II personnel.

5.3.3.3 Interpret test results in terms of applicable codes, standards, specifications and
procedures.

5.3.3.4 Be sufficiently familiar with applicable materials, fabrication and/or product


technology to establishing acceptance criteria where none are available.

5.3.3.5 Be generally familiar with commonly used NDT methods.

5.3.3.6 Be responsible for the training and examination of NDT Level I and Level II
personnel.

6.0 EDUCATION AND TRAINING REQUIREMENTS

6.1 Basic Level I and Level II personnel initially certified to conduct NDT test under this procedure
shall have or exceed the ND1 class training hours shown in Table 1.

6.2 This formal NDT training shall be conducted by company's NDT Level III, an outside Level III
agency or other certified individual selected by Bumitech Global Energy Sdn Bhd.

6.3 The training program shall follow the "Recommended Training Courses" for each test method as
recommended in SNT-TC-IA. The training course outline may be modified by deleting or adding
topics to meet specific applications or for limited certification.

6.4 Bumitech Global Energy Sdn Bhd. Managing Director may deem it appropriate to revise the
outline and training hours. This revision should be specific in the outline and minimum hours in
Table 1.

6.5 NDT procedures and test techniques that individual will encounter in their specific assignments,
and the applicable instructions, specifications and codes used by Bumitech Global Energy Sdn
Bhd, shall be part of each candidate's documented on-the-job training under the coordination of
NDT Level III individual.

6.6 If a person is being qualified directly to Level II with no time at Level I, the required training
hours shall consist of the sum of the hours required for Level I and Level II.

6.7 The basic education and training hours attended of each individual shall be documented.

7.0 EXPERIENCE REQUIREMENTS

7.1 The minimum initial experience requirements for Level I and Level II personnel are summarized
in Table 1.

7.2 Where certification in two or more methods are sought, credit for simultaneous initial experience
is considered valid only when the candidate spends a minimum of 25% of their work time on
each method and the remaining time on NDT related activities.

7.3 If a person is being qualified directly to Level II with no time at Level I, the required experience
shall consist of the sum of the times required for Level I and Level II.

7.4 The experience or work activities accomplished in each NDT level shall be documented.

8.0 EXAMINATIONS

8.1 Examinations

8.1.1 All NDT personnel shall be given a Vision Examination, at least as per certification
expiry. The individual shall be capable of reading a Jaeger Number 2 or equivalent type
and size letters at a distance of not less than 30.5 centimeters. Form 3 may be used for
vision examination.

8.1.2 All NDT personnel shall demonstrate the capability of distinguishing and differentiating
Contrast Among Colors or shades of gray used in the method. This examination shall be
administered upon initial certification and every year. Form 3 may be used for shades of
gray - distinguishing and differentiating.

8.1.3 Physical examinations are to be administered by Bumitech Global Energy Sdn. Bhd.
Managing Director or other appropriate trained personnel.

8.1.4 The physical examination results of each individual shall be documented.

8.2 General Examination

8.2.1 Each Level I and Level II candidate shall be given a general, multiple-choice, written
examination addressed to the basic principles of each method for which certification is
sought.

8.2.2 This examination will either be administered as part of the organized training program or
given separately when experienced personnel are being examined for recertification or
for initial certification when coming from a former employer and complying with this
procedure.

8.2.3 The contents of general examination shall meet or exceed the example questions in the
applicable SNT - TC-1A Supplements.

8.2.4 Candidate shall have access to questions only at the time of the examination. This
examination shall be closed book, however, necessary data such as graphs, tables, etc.
may be provided.

8.2.5 The security of the examination program is vested with the responsible Level III
individual, including development, selection and grading the examination questions.

8.2.6 The minimum number of examination questions to be included in General Examination is


summarized in Table 3.

8.3 NDT Level III Examinations

Basic Examinations:
The NDT Basic Examination need not be retaken to add another test method as long as the candidate
holds a current Level III certificate or certification. The minimum number of questions that should be
given is as follows:
8.3.1 Fifteen (15) questions relating to understanding the SNT-TC-1A document.

8.3.2 Twenty (20) questions relating to applicable materials, fabrication, and product technology.

8.3.3 Twenty (20) questions that are similar to published NDT Level II questions for other appropriate
NDT methods.

8.3.4 Method Examination (for each method)

8.3.5 Thirty (30) questions relating to fundamentals and principles that are similar to published ASNT NDT Level
III questions for each method, and

8.3.6 Fifteen (15) questions relating to application and establishment of techniques and procedures that are similar
to the published ASNT NDT Level III questions for each method, and

8.3.7 Twenty (20) questions relating to capability for interpreting codes, standards, and specificationsrelating to the
method.

8.3.8 Specific Examination (for each method).

8.3.9 Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to
the employer's product(s) and methods employed and to the administration of thewritten practice.

A valid endorsement on an ASNT NDT Level III certificate fulfills the examination and for each
applicable NDT method.

All qualification examination questions shall be approved by the NDT Level III responsible for the
applicable method.

8.4 Specific Examination

8.4.1 Each Level I and Level II candidate shall be given a specific, multiple choice, written
examination addressing the equipment, operating procedures and test techniques that the
personnel may encounter in their specific job assignments.

8.4.2 The examination shall address the common specifications, codes and acceptance criteria
used by Bumitech Global Energy Sdn. Bhd as part of routine testing operations.

8.4.3 This examination shall be closed book, however, necessary data such as graphs, tables,
specifications, procedures and codes may be provided.

8.4.4 The minimum number of examination questions to be included in Specific Examination


is summarized in Table 3.

8.3 Practical Examination

8.3.1 Each Level I and Level II candidate shall be given a minimum 1(One) sample practical,
hands-on examination that demonstrates the candidate's familiarity with and ability to
operate necessary test equipment.

8.3.2 At least ten (10) different checkpoints requiring understanding of NDT variables and
procedural requirements shall be included. The examination shall include recording and
analyzing test results in accordance to the company's NDT procedures and instructions, to
the degree necessitated by the candidate's anticipated level of qualification.

8.3.3 The number of flawed specimens as in Table 4 shall be tested and the results analyzed by
the person considered for certification.

8.3.4 Selection of the flawed specimen shall be made by the NDT Level III individual and
performance shall be made measured based on check point list.

8.4 Grading of Written and Practical Examinations

8.4.1 The results of each candidate's three-part examination (general, specific and practical) are
to be combined into a composite score for which a score of at least 80% with no
individual written examination having a passing grade less than 70%.for practical
examination a passing grade of at least 80%

8.4.2 The composite examination grade for each candidate shall be the mean (simple average
grade) of the grades obtained in the three parts of the examination. The formula for
calculating the composite grade is as follow;

Composite grade = (General + Specific + Practical)

8.4.3 Those fail shall be prohibited from taking a re-examination for the following 30 (thirty)
calendar days, unless of having evidence having received suitable additional training is
presented, thus allowing earlier re-examination to be given.

8.4.4 The grading and administration of the examination shall be the responsibility of the
designated NDT Level III, who shall approve the use of all Level I and Level II
questions.

8.4.5 The grading of each individual shall be recorded.

9.0 REQUIREMENT FOR NDT LEVEL III QUALIFICATION

9.1 An individual can qualify for NDT Level III certification at Bumitech Global Energy Sdn Bhd by
satisfying one of the following initial criteria:

9.1.1 Possess a Degree in Engineering, Physical Science or Technology plus a minimum of one
year experience comparable to a Level II in the method or for the methods which being
certified, or

9.1.2 Possess a Diploma in Engineering, Physical Science or Technology plus two years
experience comparable to a Level II in the method or methods for which being certified,
or

9.1.3 Possess SPM, SPMV, or STPM certificate with pass in mathematics and physical
sciences, plus four years in NDT experience in an assignment comparable to that of an
NDT Level II in the applicable NDT methods).

9.2 Each Level III candidate shall be given Bumitech Global Energy Sdn Bhd. administered Level III
examinations. The Level III qualification examination questions shall be similar to those found in
ASNT published Level III questions for each method. The structure and minimum number of
questions shall be as shown in Table 5. The result of the examinations shall be recorded.

9.3 Requirement 9.2 will be satisfied if the individual holds a current valid ASNT NDT Level III
certificate in the specific NDT method, and documented evidence of experience exists, including
the preparation of NDT procedures to codes, standards, or specifications and the evaluation of test
results.

10.0 REEXAMINATION
Those failing to attain the required grades should wait at least thirty (30) days or receive suitable
additional training as determined by the NDT Level III before reexamination.

11.0 CERTIFICATION

11.1 The NDT Level III of Bumitech Global Energy Sdn Bhd is appointed by the Managing Director
upon satisfaction presentation of documentation showing evidence of qualification in accordance
with this procedure, in the methods) for which certification is required.

11.2 For special case wherein a new staff member who held an equivalent certification with a previous
employer seeks certification in an NDT method with Bumitech Global Energy Sdn Bhd, said
certification shall be granted following these requirements:
11.2.1 Presentation and acceptance by company's NDT Level III of documentation verifying the
scope of the earlier certification.
11.2.2 Reexamination in those portions of the examinations in Section 8.

11.2.3 Provided no more than six (6) months has passed since NDT activities were carried out

under the previous employer's certification program.


11.2.4 Provided he is being re-certified within six (6) months of termination.

12.0 TECHNICAL PERFORMANCE EVALUATION

12.1 Technical performance of Level I and Level II shall be evaluated and documented every 1 year by
the level III or anytime at the discretion of the Managing Director.

12.2 The technical performance evaluation shall be as per Para 8.4 requirements.

13.0 RECERTIFICATION

13.1 All Level I and Level II NDT personnel shall be recertified every (3) three years based upon
evidence of continuing satisfactory performance as judged and documented by NDT Level III for
the applicable method. Where a weakness is identified in the technical performance of an
individual supplemental training and examination may be used, at the discretion of the Bumitech
Global Energy Sdn Bhd. NDT Level III to retrain the individual prior to completion of re-
certification.

13.2 NDT Level III personnel shall be re-certified every five years base upon continuing satisfactory
performance as judge by Bumitech Global Energy Sdn Bhd Managing Director.

14.0 TERMINATION OF CERTIFICATION

14.1 The certification of all NDT personnel shall terminate upon a period of one year during which no
NDT -related work is performed as part of the individual's job responsibilities.

14.2 All qualifications of NDT personnel leaving the employment of Bumitech Global Energy Sdn
Bhd are revoked at the time of the employee's separation.

15.0 REINSTATEMENT

An NDT Level I, Level II, or Level III whose certification has been terminated may be reinstated to theformer
NDT level, without a new examination, provided all of the following conditions are met:

- The employer has maintained the personnel certification records required


- The employee' s certification did not expire during termination.
- The employee is being reinstated within six (6) months of termination.

16.0 TRANSFER OF CERTIFICATES ISSUED BY OTHER OUTSIDE AGENCY

16.1 A certificate can be transferred only during a recertification; in case of doubts, Bumitech Global Energy
Sdn Bhd reserves the right to perform all the actions foreseen for a complete reexamination.

16.2 If the previous certificate is not expired for more than six months, the candidate shall be reexamined in
all part as specified on chapter 8 when he/she doesn’t meet one of the follows conditions:
- previous certificate was issued before 2023 January.
or
- the certificate was issued by a certification body recognized by Bumitech and signed by a ASNT
NDT level III.
or
- demonstration of training and experience requirements moreover evidence of documented
successful completion of examinations, with questioner and certificate ofNDT level III appointed
who signed certificate to transfer.
If the transfer requirements above described are not met, the transfer procedure cannot be applied and a
complete examination shall be carried out.

17.0 DOCUMENTATION

17.1 The Managing Director is responsible for the gathering and organization of all documentation
relating to the overall NDT program at Bumitech Global Energy Sdn Bhd.

17.2 Included in the documentation to be maintained as part of objective evidence for the QA/QC
program shall be the following:

17.2.1 Name of certified individual.

17.2.2 Level of certification and NDT method.

17.2.3 Educational background and experience of certified individuals.

17.2.4 Statement indicating satisfactory completion of training in accordance with this

Color Test

The capability to distinguish and differentiate contrast between colours or shades of gray shall be
