1.0 Scope of work
1.1 General Description

This method statement is prepared to elaborate the installation methods carry
out by the contractor for the Construction and Completion of Gravity
Sewerage (Open Cut Method} and Other Associated Works and to ensure the
construction and completion of this work is compliance with contract
requirements, drawings, technical specification and quality control.

A team will comprise of machineries and plants as listed above together with
skilled workers. Except for the machineries and equipment listed above, any
other required machineries and equipment will be also be prepared and used
if necessary.
1.5 Manpower
All workers including local and non-local employed in the project site must
attend the CIDB Green card training and obtained the green card before
commencing the work. Foreign workers must also be ensured to have a valid
work permit. The Safety and Health Officer will inspect and ensure all the
workers have valid CIDB green card and valid work permit before commencing
work.

1.6 Construction Procedure
1.6.1 Pilot work (beyond the boundary)

A piloting work to determine the existing underground utilities location before
commencement of work. All pilot works shall be carried out under our
supervision ancient. The piloting work shall carry out as follow:
a. The critical location to be piloted will be confirmed by Client.

b. The excavation may first started excavate with backhoe. Manually
excavate by shovel and hoe if suspect utility found. The cable, water
pipes, telephone cables, fibre optic, and etc route shall be marked
and barricade to avoid accidentally damage.
c. Piloting/Utility detection need to be carried out all along a segment
(in intervals) to confirm no utilities along the alignment.
d. Proper signage and barricades shall be installed to warn passer-by.
Pilot trench shall be covered back by granular fill material with
proper compaction using plate compactor and the unsuitable or
hard excavated materials will be disposing from site.
e. Road surface to be reinstated with approved specification, which is
follow with sand, crusher, binder course and final with wearing
course.
f. The pilot trench dimension and details of underground
utilities/services shall be sketched and submit to Consultant for
record purpose.

1.6.2 Vitrified clay pipe (VCP) installation
This section will introduce the installation method of the VCP along the
proposed sewer pipe alignment and length. It covered three parts of the
installation works during different stages, which are: before excavation, during
excavation and after excavation. Open-cut method will be used for this
sewerage works and according to the Indah Water Konsortium (IWK) Approved
Drawing.
1.6.2.1 Before excavation

a. The total length of this sewer pipe line is approximately 650m.
b. Prior for commencement of excavation work, the route of the pipe
shall be pegged out and the pegging point shall mark at the
·centerline and the level to which the pipe to be laid shall be- marked
on it.

c. Piloting work and exploration trenched will be done before the

pipe laying to ascertain hidden obstruction such as underground
services.
1.6.2.1 During excavation

a. A maximum of 6m to 10m length of trench will be excavated by one
team of worker to lay the sewer pipe (each pipe is lm to 1.75m per
length) per day.
b. The maximum trench width shall be with maximum trench
according to the VC Pipe size (which had specified in the details
drawings provided by consultant) unless specially specify or due to
site constraint.
c. Backhoe and excavator will be used for the excavation works.
Manually excavation may also be based on the condition. For
excavation area near to the high-tension cable, excavation must be
carry out under supervision.
d. The trench shall be excavated to the depth intended and every
invert level shall be pegged out before pipe laying.
e. The bottom of the trench shall be graded so that the pipe invert
level slopes evenly between the adjacent invert levels.
f. For excavation depth less than 1.2m, temporary shoring may
require based on on-site soil condition while for excavation depth
more than 1.2m, temporary shoring need to be provided for safety
purpose.
1.6.2.1.1 Dewatering
a. Water pump will used for water control during excavation, water
will remove from the excavated trench and discharge to the
nearest drain.
b. For area near to high tension cable, water control needs to be more
caution to ensure worker safety. Capacity and number of water
pump provided will base on site condition during excavation.
c. Employees should not work in excavations where water has
accumulated or where water is accumulating from any source,
unless precaution had been taken.

1.6.2.1.2 Laying and joining of VCP

i. Prior to lowering down the pipes, appropriate bedding materials
will be laid in accordance to the construction drawings and
specification and will be determined and agreed depending on site
and soil conditions refer to standard construction drawings.
ii. Stringing down the pipe into the excavated trench and placed
carefully onto the graded base.
iii. The invert lev_el of each pipe laid will checked by Dumpy Level
Machine during laying and immediately after laying completion,
and with reference to the Authority Approved drawings.
iv. Pipes are jointed through spigot and socket type as per the
requirement to meet the specification.
v. After the completion of laying the pipes, the interior of pipes or
specials shall be carefully cleaned to remove debris, dirt of other
matter that may have entered the pipe during pipe laying.
The excavated material which suitable for backfill material shall be located at
a proper location without affecting the public. Excavated which are not
suitable for backfill shall be carted away and dumped at contractors own
dumping site. Engineer/ Consultant's representative shall be informed for
inspection before backfilling.
1.6.2.1.3 Pipe Bedding

a. Only approved materials are allowed to be used for pipe
embedment. They shall be in accordance to the approved
longitudinal and cross-sectional sewer profile drawings, which shall

base of the trench is prepared and excess water has been removed.

c. Granular bedding shall be placed, compacted and graded so that if

required, shall achieve a uniform density.

1.6.2.1.4 VC Pipe laying and joining
Sequences of VC Pipe laying:
1. Cleaning the Vitrified Clay Pipe (VC) pipe.

2. Handling with care to lower VC Pipe into trench with appropriates
bedding.
3. Cleaning of socket and spigot joint.
4. Apply lubricant on both joint end.
5. Push spigot pipe into jointing socket with crowbar.
6. Align and checking levels with bedding.

Junction_Connections:
1. Where an existing public sewer is circular and is of diameter DN450

or less, any connection to that sewer may be made using Y junction
fitting.
2. Where the location of future connections are known, Y junction
fittings and the accompanying junction connection pipework may
be installed at the time of the public sewer construction.

1.6.2.1 After excavation (Beyond the Boundary)
a. The excavated trench will only be backfilled on the same day if the pipe
installed accurately otherwise the excavated trench will be covered by MS
plate for safety purpose that open for public use.
b. After pipe laying, the excavated trench will be backfilled to minimum 2m
height from final excavation level act as the platform of the temporary shoring
and then covered with steel plate to open for public used.
c. Premix Bituminous Surfacing Externally and Beyond Boundary of the
excavated road will be carry out on the following day. The methodology was
elaborate in the next section.
1.6.3 Manhole Installation
The manhole installation is mainly divided to three stages, which are

excavation to the intended depth, installation of manhole component and
followed by concrete manhole surrounding.
All manholes shall be sited at public road reserve to ensure accessibility by the
relevant authority for maintenance purpose. The sequence of manhole
installation and pipe laying will be carried out simultaneously.
The manhole installation shall carry out as follow:

a. The construction /installation of manhole shall follow the specification
provided lndah Water Konsortium (IWK}.
b. The location and the invert level of the manhole shall be determined
before the excavation.
c. The excavated depth for manhole installation shall refer to the IWK
Approved Drawings.
d. For excavation depth more than 1.2m, temporary ground support
system is required to be installed for safety purpose. The temporary
shoring/sloping method to be used for manhole installation.
e. The final excavation level of the manhole shall be pegged out to ensure
it reached the intended depth.
f. The base of the manhole shall not be less than 400mm thickness, which
is measured from the channel invert.
g. Channel invert shall be laid accurately to meet entry and exit pipe
inverts.
h. Flexible joints shall be provided at the exits and entry if the manholes
and shall be placed immediately outside any poured-in-situ concrete
surround.

i. Manhole component shall be pieced together until the desired level is

reached.
i. Joints between the pre-cast chamber rings shall be sealed with suitable
mortar, which can be high alumina cement mortar or equivalent.
ii. Once the installation work done, the excavated areas need to be
backfilled and to proceed with concrete work.
iii. The mould will be removed once the concrete work done.
iv. The manhole cover will finished flushed with road or shoulder level. On

The backfill material shall be selected earth or material approved by

consultant.
1.6.4 Handling of excavated/ cut material
The excavated and cut material produced during excavation shall be handling
properly in order to maintain the cleanliness on site. The following actions can
be taken on handling those materials:
a.Suitable materials excavated/ cut from the ground shall be used as
backfill material.
b. All unsuitable material or surplus shall be carted away and dumped at
contractors own dumping site.
1.6.5 Site clearing/ cleaning

a. All the rubbish, logs, demolished structures, debris and any waste
material produced during the works that have been stacked and
heaped together would be loaded into the tipper lorries for the disposal
at the designated area. No burning of waste shall be done on site.

pipe condition will be carried out. A specialist license CCTV contractor
will be appointed for the said inspection. CCTV report will be provided

c. For IWK PDC 8, a Flow Test will be carried out using tennis ball. Sewer
pipeline is ensure to be cleaned and cleared from debris, mud or any
obstruction in the pipe line before the flow test carried out.

under Flow Test upon request of the IWK's officer.
Y· The respective tennis ball receiving at the following manhole without

obstruction will be treated as successful flow test for the pipeline and
the test considered fail if the tennis ball stuck in the pipeline. Any
defects of pipeline must be rectified and IWK's officer to reschedule the
Flow Test.

2.0 SAFETY AND HEALTH
2.1 Job Safety & Health Analysis

Job Safety & Health Analysis shall be carried out on the project site. Barriers
and safety awareness signs shall be established at location of works. The
potential hazards in a particular activity and the control measures
implemented shall be briefed to the workers during safety induction, tool box
talk and JSA Briefing. Road works shall be commenced in accordance to the
requirements spelt in Project Safety Health Plan (PSHP).
2.2 Information to personal

All workers employed in the project site must have valid document. The safety
personnel will inspect and ensure all the workers have valid document before
commencing work.
All the control measures detailed in the job safety & health analysis will be
disseminated to site personnel through:
Safety Induction Briefing
Tool Box Briefing
Notice Board
Safety & Health Meeting
Permit to Work etc.
All the attendance records and briefing materials will be maintained and
properly recorded.
The supervisors will be trained based on the approved work method statement
which is including the safety and health, as well as the environmental and
quality requirements. Subsequently, the supervisors will brief the information
to the site workers prior the commencement of work at site.
2.3 Emergency Arrangements
The emergency situations which may occur are shown in the appendix 3.2 for
jobs safety analysis.
2.4 Air Quality and Noise level

All construction machineries shall be in well maintain and in good working
condition to reduce emission of soot, smoke and noise.
The following measures shall be implemented if the above mentioned (soot,
smoke and noise) is deteriorating:

Replace to better equipment if necessary.

Switched-off equipment if not in used.
Supply workers on-site with proper PPE (i.e. ear plugs and mask).
Water jet shall constantly spray the water to minimize the dust especially
during hot weather if any transport operation going on.
2.5 Waste Management
Scheduled waste from maintenance works of machineries, vehicles and tools

shall be placed in designated areas at the site. Proper oil trays shall be placed
for oil petroleum product to prevent oil spillage at ground. Scheduled waste
shall be collected and transferred to scheduled waste storage area. The
scheduled waste shall be disposed by license contractor registered with DOE
to approved dump site. Scheduled waste storage and disposal shall follow EQ
(Scheduled Waste) Regulation 2005 accordingly.
2.6 Housekeeping
Housekeeping is an essential part of safety for the daily routine. Housekeeping

would include the following items:
Maintain the access/egress to all working area.

Store and stack all construction materials in safe and orderly manner
No littering around the site and provide sufficient waste bin.
